A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORIDA, AUTHORIZING THE VILLAGE MANAGER, ON BEHALF OF THE VILLAGE OF
NORTH PALM BEACH, TO SUBMIT AN APPLICATION FOR CONSTRUCTION FUNDS FOR
COMPLETION OF TI{E NORTH PAIM BEACH PUBLIC LIBRARY PURSUANT TO TITLE TWO
OF THE LIBRARY SERVICES AND CONSTRUCTION ACT AS AMENDED, AND ASSURING
THE AVAILABILITY OF LOCAL MATCHING FUNDS FOR THE COMPLETION OF THE
VILLAGE LIBRARY IN ACCORDANCE WITH THE APPLICATION; AND FOR OTHER
PATTERS CONCERNED THEREWITH, INCLUDING THE EMPLOYMENT OF A LIBRARY
BUILDING CONSULTANT, ARCHITECT AND ENGINEER.
WHEREAS, the Village Council of North Palm Beach has determined
that completion of the library building is needed to provide proper
library services for the residents and taxpayers of the Village of North
}palm Beach; and
WHEREAS, the Village Council has determined to hire a library
building consultant and to apply to the State of Florida for federal
' funds from the allotment available to the State of Florida for the con-
struction of public library facilities; and
WHEREAS, the Village of North Palm Beach has the present
ability to assure the State and the Federal Government that it has
sufficient funds locally to match the funds which can be provided under
the Library Services and Construction Act;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF
NORTH PALM BEACH, FLORIDA:
Section 1. The Village Manager be, and he is hereby, authorized
and directed to submit an application for construction funds for the
North Palm Beach Public Library facility pursuant to Title Two of the Library
Services and Construction Act as amended (P. L. 89-511) and to take all
' steps, do all things necessary to complete the application and to attach
to the application all additional requirements.
Section 2. The site plan for the North Palm Beach Library is
t}iat area of the Village owned property lying directly between the North
Palm Beach Village Hall and the North Palm Beach Elementary School.
Section 3. The Mayor and the Village Clerk be, and they are
hereby, authorized to enter into a contract with Edward Sinpz as library
building consultant and with Rudolph M. Arsenicos as Architect for the
North Palm Beach Library in accordance with the contracts attached hereto,
marked Exhibits 1 and 2, and by reference made a part hereof.
Section 4. The Village Manager and the Village Treasurer be,
and they are hereby, authorized and directed to place into an escrow
account the sum of $50,000.00 to be earmarked specifically for local
matching funds for the completion of the North Palm Beach Municipal
Library and upon establishing this escrow account, the Village Manager
and the Village Treasurer are hereby directed to sign a statement to
that effect assuring the availability of these local matching funds
as indicated in the construction money application referred to above.
Section 5. The Village Manager is hereby further authorized
and directed to employ the services of all necessary Village personnel
to assure compliance with the requirements in applying for construction
' aid and the Mayor is authorized to sign an assurance of compliance with
Title VI of the Civil Rights Act of 1964 Statement HEW Form N.441 and to
seek documentary evidence that the site of the North Palm Beach Library
is in compliance with the President's Executive Order 11296 and such
departmental regulations as may be issued in evaluation of flood hazards.
Section 6. This Resolution shall take effect immediately
upon passage.
