Approvals
• June 22, 2017 approval of the Crystal Cove Commons Commercial Planned Unit
Development (CPUD) and Site Plan.
• February 6, 2018 Planning Commission approved modifications to the Master Sign
Plan to increase letter height and the total sign allowances for tenants.
• February 22, 2018 Council adopted a minor CPUD amendment for modification to the
side door at Cod and Capers, removal of one tower, and redesign of the fountain
area.
• September 11, 2018 Planning Commission approved modifications to the sign plan
(monument signs from black paint to dark gray and same stone as plaza walls) and
recommended approval of Site Plan, Architectural Plan, Landscape/Hardscape Plan,
and Material Sample Board revisions for Council approval.

Proposed Changes
• Fountain and Tower Area Hardscape and Art Piece (PC Approval)
— Final approval by the Planning Commission of the modifications to hardscape, decorative paving, sculpture
work, and decorative pedestrian lighting around the main fountain area and the adjacent outdoor dining area
was required as part of Resolution 2018-19 conditions 3A and B.
• Sign Type Modifications to Sign Types 1A, 1131 2 & 413 (PC Approval)
• Lighting — The applicant is proposing new security lighting and the addition of 3
fixture types [two (2) bollard style pedestrian scale fixtures and one (1) wall mount].
— Bulk of new lighting is provided on the eastern side of the building with additional security lighting provided at
staff entrances along Gulfview Road.
— Staff is also recommending that security lighting at the rear entrances to the business bays along Gulfview
Road facade have a motion sensor and timer.
• Parking - Parking lot has been restriped and reconfigured allowing for an additional
seven (7) parking spaces (total 591 spaces). Ordinance 2017-09 granted a waiver
for 584 parking spaces, reduction from the 621 spaces required per the Village Code
of Ordinances.
Proposed Changes
• Architectural Plan and Material Sample Board Changes:
— Additional exterior security lights along the west elevation (Gulfview Road);
— Additional overhead lighting was installed at breezeway locations;
— Removal of approved exterior horizontal reveals on the office elevation due to poor
quality of the existing stucco and substrate structure;
— Awnings replaced over service door entries along rear fagade with Awning fabric
Black Plus #8408-0000 by Sunbrella (per Ordinance 2017-09 Condition No. 5.G.);
— Awnings added on the courtyard elevation of the office building in awning fabric -
Clinton Granite #4888-0000 by Sunbrella;
— Awnings revised along the courtyard elevation of Cods & Capers Restaurant from
Canvas White #57003-0000 to Storm #4646-0000 by Sunbrella.
— The Honey Baked ham fagade was revised to reflect Sherwin Williams paint color
Software #SW7074; and
— The main pedestrian sidewalk areas located on the east side of the building were
resurfaced with decorative paving treatment.

Staff Analysis
• Proposed changes are consistent with the Village Council approved
changes to the architecture in the fountain area (Resolution 2018-
19)
• Proposed material, signage, art, fountain, and lighting fixture
modifications are generally harmonious with previously approved
materials and are consistent with the Village's Appearance Code.
• Addition of seven (7) parking spaces reduces the approved waiver.
• Conformance with the Village's lighting code, Section 45-36, as
proposed lighting fixtures are low light level ambient pedestrian
security lighting that will not have undue illumination or glare on
residential areas.
Staff Recommendation
Staff is recommending approval of the revised Site Plan, Landscape
Plan, Photometric Plan, Architectural Plan, Material Sample Board and
Renderings with one (1) condition:
• Security lighting at the rear entrances to the business bays along
Golfview Road fagade shall be down lit wall lighting with a motion
sensor. The revised pedestrian scale lighting (bollard and column
lighting) on the east side of the plaza shall be placed on a timer and
reduced by a minimum of 50% or turned off after business hours. All
lighting shall have a color temperature of no more than 2700 Kelvin.
