B. DECLARATION OF EX PARTE COMMUNICATIONS C. PUBLIC HEARINGS AND QUASI-JUDICIAL MATTERS 1. PUBLIC HEARING AND 2ND READING OF ORDINANCE 2018-02 – COMPREHENSIVE PLAN AMENDMENT INCORPORATING EAR-BASED AMENDMENTS Consider a motion to adopt and enact on second and final reading Ordinance 2018-02 amending the Comprehensive Plan to implement its Evaluation and Appraisal Report; repealing the Public School Concurrency Element, revising the Coastal Management Element and the Intergovernmental Coordination Element, and updating the plan to reflect statutory changes. ACTION 2. APPEAL OF PLANNING COMMISSION RULING Consider a motion to dismiss an appeal of the Planning Commission's approval of a Certificate of Appropriateness for 801 U.S. Highway One. ACTION Regular Session Agenda, September 27, 2018 Page 2 of 2 D. CONSENT AGENDA The Consent Agenda is for the purpose of expediting issues of a routine or pro-forma nature. Councilmen may remove any item from the Consent Agenda, which would automatically convey that item to the Regular Agenda for separate discussion and vote. 1. Resolution approving blanket purchase orders with Baker and Taylor, Inc. in an amount not to exceed $37,000.00 and Midwest Tape, LLC in an amount not to exceed $22,000.00 for Village Library books and audio-visual materials. 2. Resolution approving a blanket purchase order for Galls, LLC for Police Department uniforms, equipment and accessories in an amount not to exceed $22,000.00. 3. Resolution approving a blanket purchase order for Citation Communications for Police Department mobile and in-car replacement parts, radio upgrades and programming, equipment and accessories in an amount not to exceed $20,000.00. 4. Receive for file Minutes of the Golf Advisory Board meeting held 8/20/18. 5. Receive for file Minutes of the Recreation Advisory Board meeting held 9/11/18. 6. Receive for file Minutes of the Golf Advisory Board meeting held 9/17/18. E. OTHER VILLAGE BUSINESS MATTERS 1. RESOLUTION – SUSPENSION OF ENFORCEMENT OF CODE SECTIONS 18-35 AND 18-35.1 GOVERNING BOATS AND RECREATIONAL VEHICLES Consider a motion to adopt a proposed resolution temporarily suspending the enforcement of Sections 18-35 and 18-35.1 governing the parking of boats, boat trailers, recreational vehicles, and trailers on residential properties. ACTION 2. RESOLUTION – FLOATING DOCKS CONTRACT Consider a motion to adopt a proposed resolution accepting the proposal of Golden Manufacturing, Inc. to supply floating docks on the north side of the Anchorage Park Marina at a cost not to exceed $293,543.73; and authorizing execution of the Contract. ACTION F. COUNCIL AND ADMINISTRATION MATTERS 1. MAYOR AND COUNCIL MATTERS/REPORTS 2. VILLAGE MANAGER MATTERS/REPORTS a. Notification of Emergency Purchase Order for duct cleaning at Public Safety Facility. b. Boat/RV Ordinance – Discussion regarding a Citizen Survey and member selection for new Working Group. 7. ADJOURNMENT If a person decides to appeal any decision by the Village Council with respect to any matter considered at the Village Council meeting, he will need a record of the proceedings, and for such purpose he may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based (F.S. 286.0105). In accordance with the Americans with Disabilities Act, any person who may require special accommodation to participate in this meeting should contact the Village Clerk’s office at 841-3355 at least 72 hours prior to the meeting date. This agenda represents the tentative agenda for the scheduled meeting of the Village Council. Due to the nature of governmental duties and responsibilities, the Village Council reserves the right to make additions to, or deletions from, the items contained in this agenda.
