A Message from the Village Manager - Andy Lukasik
Hi Villagers!
As you may be aware, the Village adopted a CiƟzens Master Plan Report
(“Master Plan”) in October, 2016 that will guide the next phase of growth
and development, or redevelopment in most cases, in the Village of North
Palm Beach. Although officially adopted by the Village Council, the Master
Plan was developed based upon the collecƟve vision of Village residents
during a public workshop in January, 2016. In short, the Master Plan hƩps://
www.village-npb.org/571/Village-Master-Plan created a vision for the Village
that encourages development that will, among other things:
Contain a variety of building types that maintain a mid-rise scale along the streets so we don’t lose our
“village feel”;
Encourage mixed uses along US1 and along a future boardwalk adjacent to the Earman River;
Establish waterfront dining opƟons;
Create public spaces that will be nice places to visit; and
Foster a pedestrian and bicycle friendly environment.
To achieve the objecƟves I summarized above, the Village needs to change its development regulaƟons to
ensure that future development paƩerns are in concert with the Master Plan. These regulaƟons not only
need to respond to market forces but must also provide predictable outcomes for those considering
investment in the community. This can only be accomplished through a Code Update, or the development
of new regulaƟons, that will guide future redevelopment in the Village.
The Village Council wants to make certain that this effort incorporates parƟcipaƟon from North Palm Beach
residents, businesses and property owners. So, please consider aƩending an interacƟve presentaƟon and
discussions during a workshop intended to build the framework for our Code Update. The public is invited
to aƩend and parƟcipate in this workshop, which is scheduled for Friday, April 6th at 6:00 pm at the North
Palm Beach Country Club (951 US 1). The workshop will be facilitated by the Village’s consultant, Dover,
Kohl & Partners, and will involve exercises to make sure the Code Update allows the Village to meet the
community’s vision (see page 3 for details).

of Police K9 Cole, who passed away due to post-emergency surgery complicaƟons from an unexpected medical event. K9
Cole heroically and honorably served the North Palm Beach Police Department and the ciƟzens of North Palm Beach for nine years.

David Norris presented Brian Mahoney with a
Certificate of Appreciation for his many years of service
on the RecreaƟon Advisory Board.
Brian was appointed to the RecreaƟon Advisory Board
in 1993 and reƟred from the Board in 2017. During
his tenure, Brian served four years as Chairman and
three years as Vice Chairman.
Fun Fact: in 2009, Chairman Mahoney and Mayor Norris
presided over the first phase of improvements to
Anchorage Park.
AARP TAX-AIDE PROGRAM
AARP Tax-Aide volunteers will be available to help you prepare your tax
return beginning February 2, 2018 through April 16, 2018 on Mondays,
Wednesdays, and Fridays from 9:00 a.m. to 12:30 p.m. in the Village Hall
Council Chambers. Taxpayers should bring last year’s tax return, photo ID,

Message from Lt Col Patrick Schuldt, USAF: We are so grateful for the
sponsorship and care packages. The generosity of Americans is absolutely
phenomenal. The fact that an entire town would go above and beyond to do
things for people they have never met is incredible. On a personal level the
generosity of every day citizens that have no idea who we are who come together
to knit us hats, make care packages, and write letters. It is humbling. At the same
Ɵme it really makes us want to work harder to achieve our mission knowing that
the people back home support us. We at the 451 Expeditionary Operations
Support Squadron (EOSS) exist to ensure combat aircraft can arrive and depart to
support the men and woman on the ground execuƟng the combat mission.
The end state for us is to get 80% of the populaƟon under the protecƟon and
control of the government while making sure the enemy reconciles with the
government. We are also working to ensure free elections and supporting the
train, advise, and assist mission here to make sure the Afghan military is
capable of responding to conflicts within their country.

Zumba - We invite you to join us for a great, fun workout doing Zumba with Tran Maddox! Zumba fitness is a LaƟn
inspired dance fitness program that introduces internaƟonal music and easy to follow dance steps to individuals of all
age and fitness levels. This is a great workout that is fun and exciƟng! Tran is a licensed Zumba® instructor and is
known for making class fun, easy-to-follow, and accessible to all levels. While Zumba Fitness® offers creaƟve
choreography that focuses on balance, range of moƟon, and coordinaƟon, Tran’s goal is for her students
to strive for progress, not perfecƟon! Let loose, shake off the calories, and feel good about your mind, body &

Pickleball - Pickleball is a fun game that is played on a badminton court with the net lowered to 34 inches. It is
played with a perforated plasƟc baseball and wood or composite paddles. It is easy for beginners to learn, but can
develop into a quick, fast-paced, compeƟƟve game for experienced players. It is great exercise so come join in the
fun! We have the paddles and the balls – you just show up ready to play on 3 indoor courts located at the

Adult Tap Dance - Join the CoqueƩes, a senior dance troupe (55 + yrs. old) that performs tap and show rouƟnes

The Annual Heritage Day FesƟval will be held on Saturday, April 7th at Anchorage Park!
Parade beginning at 11:00am & FesƟval running from Noon – unƟl 8:00 pm. For more

Heritage Parade: Parade will start at 11:00. It travels from Village Hall - north on Eastwind
Dr. to Lighthouse - Lighthouse to Anchorage - ending at Anchorage Park. It features local
clubs, businesses and organizaƟons. We invite clubs, businesses, organizaƟons to parƟcipate by entering a float/unit.

Heritage Parade Bicycle Brigade: The tradiƟon conƟnues! The North Palm Beach Yacht Club will conƟnue a tradiƟon
that it began in the year 2000. Children 12 years of age and under are invited to decorate
their bikes and fall in behind the Yacht Club float as it makes its way along the parade route.
Parents can join in, but the prizes are for the kids! Cash prizes along with four trophies will be
awarded for first, second, and third place. The winners will receive their prizes at Anchorage
Park following the parade. Originality and appearance count, but the highest marks go to the
“Brigaders” who do their own work, without Mom and Dad’s help. It’s a fun contest for

Food Truck Frenzy as well as many of your old favorites! There will not be a movie in the park at this Frenzy, but

Just a Friendly Reminder
We provide refuse collecƟon services five(5) days a week for all Village residents.
All refuse should be ready for collecƟon by 7:00am. Residents must provide their own
garbage/trash can and place it by their home for pickup (“side door service”). Bulk items,
vegetaƟon, and recycling should be placed curbside. Our schedule is as follows:

Please note that if a contractor is hired, e.g. landscaper or home remodeler, they are

Major Street Projects
Beginning in late April or early May the Village plans to invest $400,000 in milling and resurfacing on the following streets:
Lighthouse Drive from just west of the bridge to Juniper Drive including all new street striping.
(The Prosperity Farms Road intersecƟon has already been done.)
Oyster Road.
Riverside Road. (The Anchorage Drive intersecƟon and cul-de-sac have already been done.)
AtlanƟc Road (south only secƟon), Lakeside Drive (AtlanƟc Road to Cruiser Road North), and the Cruiser Road loop.
West end of Camelot Motor Lodge alley. (Needed to resolve a drainage issue.)
This list was developed with the use of the pavement condiƟon assessment soŌware and confirmed as appropriate segments to
mill and resurface by the Village Engineer. There are many other streets we can and will need to do, but we need to start
somewhere and these are the prioriƟes right now based on all the informaƟon available. The project should be completed within

Sidewalk Repairs
The Village budgeted $154,000.00 in FY 2017-18 for repair and replacement of sidewalks throughout the community. This work
has been deferred in the past and requires a significant investment this year in order to eliminate potenƟal tripping hazards. Staff
has developed a list over the last few years of known sidewalk projects in several areas of the Village and is using this list to
prioriƟze the sidewalk work. A two-phased approach to address the sidewalk maintenance needs is being used. The first phase
involves saw cuƫng the sidewalks (as opposed to grinding the edges) to remove trip hazards. We have eliminated 750 sidewalk
tripping hazards this year using this method. For those sidewalk segments that aren’t candidates for saw cuƫng, meaning that
they are severely cracked or have been displaced by tree roots to the point that there is not enough concrete to cut, removal and
replacement will be used. This second phase of the project will begin in May and we expect to eliminate another 100 sidewalk

The Village recently made revisions to the Village Code of Ordinances to update and
modify the applicable property maintenance and housing code requirements applicable
throughout the Village.
Below are a few of the code sections that were updated.
Sec. 15-2. - Exterior property areas.
Landscaping
All yards exposed to public view must be landscaped. Play areas, flowerbeds, driveways, walks, and similar
areas not intended to have vegetative cover should be clearly defined and maintained free of uncultivated
growth.
(1) Landscaping shall be maintained so as to present a healthy, neat and orderly appearance at least
equal to the original installation and shall be mowed or trimmed in a manner and at a frequency so as
not to detract from the appearance of the general area. Any grass and brush growing in excess of
twelve (12) inches in height, dead trees, tree stumps, dead and decaying plant material, trash and
garbage shall be removed from the premises. Landscaping shall be maintained to minimize property
damage and public hazards, including the removal of low hanging branches over sidewalks and paved
areas and those obstructing street lighting and traffic control signs. Shrubbery and other landscape
materials shall be trimmed to prevent encroachment onto sidewalks and other public rights-of-way,
including waterways.
(3) Landscaping shall be kept free of visible signs of insects and disease and appropriately irrigated
and fertilized to enable landscaping to be in a healthy condition.
(4) All roadways, curbs and sidewalks shall be edged to prevent encroachment from the adjacent turf
areas.
Accessory structures
All accessory structures, including but not limited to garages, storage buildings, docks, piers, boat lifts,
bulkheads, screen enclosures, fences, walls, driveways and driveway aprons, walkways, and antennas shall
be maintained structurally sound and in good repair and free from excessive staining, mold, and mildew.
Motor vehicles
(1) Motor vehicles (with the exception of recreational vehicles parked in the rear or side
yard in compliance with all applicable code provisions) located on residential and non-residential parcels
shall only be parked on a hard, durable surface and shall not be parked in a manner so as to impede access
to doors and windows.
Open storage
It shall be unlawful for the owner or occupant of a residential building, structure, or property to utilize the
premises for the open storage of any appliance or other item of personal property, building materials,
rubbish, or similar items.

As we get closer to the warmer months, for some that means vacaƟons are on the horizon. With this in mind, the
North Palm Beach Police Department would like to remind its residents that when preparing to go out of town on
vacaƟon it is important that you take necessary steps to safeguard your homes and vehicles from potenƟal burglars.
If you’ll be out of town for an extended period of Ɵme, make sure that all vehicles are locked and parked inside a
closed garage if possible. If this is not possible, leave vehicles in a conspicuous locaƟon and remember to lock all
windows and doors and remove all valuables. To safeguard your homes, make sure that any exterior lighƟng is in
operaƟon during the overnight hours as well as ensuring that all exterior doors and windows are locked. If your
home is equipped with an alarm system, check to make sure it is operaƟng properly prior to seƫng it. It is also a
good idea to ask a friend or neighbor to look aŌer your home when you are away and have them periodically check
the property to make sure all is in order. You can make arrangements with the post office to suspend delivery to
your home for specific dates. Burglars will oŌen look to see a collecƟon of mail and/or packages at the front door
and use that as an indicator that the resident is away and the house is an easy target for a burglary. Don’t let
yourself fall prey to these crime opportuniƟes and make sure to take the necessary precauƟons so that you and
yours may enjoy your Ɵme away.
