A RESOLUTION OF THE VILLAGE COUNCIL, NORTH PALM BEACH, FLORIDA, CREATING A
RECREATION ADVISORY BOARD, AND SETTING FORTH ITS DUTIES AND COMPOSITION.
WHEREAS, the need exists in the Village for a recreation committee to advise the
Village Council regarding present and future recreation activities and planning and other
matters relating to the over-all recreational development of the Village,
NOW, THEREFORE, BE IT AND IT ]:S HEREBY RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA,
There is hereby established a recreation advisory committee to be
hereafter known as the Village Recreation Advisory Board.
Said board shall be composed of seven (~) members to consist of Four
(4) men and three (3) women, who sha].1 be resident freeholders of the Village; the terms
of office shall be for two years from the date o£ appointment and the members shall serve
at the pleasure of the Village Council; provided,`however, that in the event of a vacancy
on said board, the Village Council shall appoint a successor member to serve for the
remainder of the term made vacant, ?.ny member shall be eligible to succeed himself.
The following persons be and are hereby appointed members of the
Village Recreation Advisory board created herein to serve for the periods set forth
opposite their names:

Powers and duties.
The Village Recreation Advisory Board shall be advisory to the Village Council,
shall have no official powers except those specifically prescribed in this section and the
following sections, and shall be deemed to be in all ~trents and in all transactions directly
under the supervision o£ the Village Council, which shall have power to alter, modify or
change any action or ruling of said board.
At the first meeting after the new board members take office each term, the
board shall elect from among its members a chairman, vice-chairman and secretary.

Meetings of said board shall be held at the call of the Chairman or at such
other times as the Board may determine but in no event shall the Board meet less than
once a month, Meetings of the Board shall be open to the public and the time and place of
the meetings shall be announced sufficiently in advance to notify the public. Board shall
keep minutes of its proceedings, showing the vote of each member upon each question, and

shall keep records of its official actions, all of which shall be promptly filed in the
office of the Village Clerk and shall be a public record. Such Board may establish any
ruses and regulations and order of business it may deem necessary in the conduct of its
meetings.
d. It shall be the duty of ~che Board to make studies and review all recreation
facilities and needs o£ the Village. Based upon these studies and reviews, the Board
should make recommendations and present their list of programs and facilities, in'
priority order, in the form of a master recreation plan for the Village to follow for at
least a five (5) year basis. The Board is not charged with the duty of ascertaining
details as to either costs or method of execution of their proposed plans, but should work
toward a broad over-all comprehensive recreation plan for the Village for the future, so
as to provide for the needs of all sundry residents and citizens of 'the Village.
Section 5.
a, The Village Council, in aacting upon any recommendations made by this Board,
shall not be bound thereby, but shall give consideration to all such recommendations and
determine the same as in the judgment; of the Village Council to be in the best interests
of the inhabitants of the Village.
b. The Board shall have the power to call upon any branch, official or employee
of the Village government for information and advice which in the opinion of the Board
will insure the efficiency and reliability of its work.
c. Any matter referred by the Village Council to the Boards shall be acted upon
by the Boards within thirty (30) days of the date of reference, unless otherwise specifies
tally stated. The Boards recommendations to the Council shall be in writing and shall
state the basis or reasons for its recommendations.
d. The Board shall submit to the Village Council an annual report on or before
January 1 of each year summarizing tkie activities of the Board for the calendar year and
the action of the Council during the year on any and all recommendations made by the Board
in that or former years.
