Members of the public may address the Council concerning items on the Consent Agenda or any
non-agenda item under Statements from the Public. Time Limit: 3 minutes
Members of the public who wish to speak on any item listed on the Regular Session or Workshop Session
Agenda will be called on when the issue comes up for discussion. Time Limit: 3 minutes
Anyone wishing to speak should complete a Public Comment Card (on the table at back of Council Chambers)
and submit it to the Village Clerk prior to the beginning of the meeting.

C. PUBLIC HEARINGS AND QUASI-JUDICIAL MATTERS
1. PUBLIC HEARING AND 2ND READING OF ORDINANCE 2017-19 – BUDGET AMENDMENT
FOR ANCHORAGE PARK FLOATING DOCKS PROJECT Consider a motion to adopt and
enact on second reading Ordinance 2017-19 amending the adopted General Fund Budget
for Fiscal Year 2017-2018 to transfer $252,000 in recreation developer fees from the
General Fund to the Capital Projects Fund and amending the Capital Projects Fund to
transfer the recreation developer fees and $45,500 from the Pool – Construction and Major
Renovation Capital Account to the Recreation – Construction and Major Renovation Capital
Account to finance the Anchorage Park floating docks project; and authorizing execution of
the budget amendment.

2. PUBLIC HEARING AND 2ND READING OF ORDINANCE 2017-20 – BUDGET AMENDMENT
FOR TEMPORARY SITE SET UP Consider a motion to adopt and enact on second
reading Ordinance 2017-20 amending the Adopted General Fund Budget for Fiscal Year
2016-2017 to transfer $53,082 from the Capital Projects Fund Country Club Project –
Construction and Major Renovation Account and $33,817 from the Reserve Expense –
Professional Services Account to the General Fund Reserve Expense – Construction and
Major Renovation Account to provide additional funding for the temporary site set up at the
North Palm Beach Country Club; and authorizing execution of the budget amendment.

3. 1ST READING OF ORDINANCE 2017-21 – ZONING CODE AMENDMENT – MEDICAL
MARIJUANA TREATMENT CENTERS Consider a motion to adopt on first reading
Ordinance 2017-21 amending Appendix C, Chapter 45 of the Village Code of Ordinances to
prohibit medical marijuana treatment center dispensing facilities within the Village’s
corporate limits and to allow medical marijuana treatment centers in the I-1 Light Industrial
District subject to the additional requirements imposed by state law.

4. 1ST READING OF ORDINANCE 2017-22 – ZONING CODE AMENDMENT – GROUP
LIVING FACILITIES Consider a motion to adopt on first reading Ordinance 2017-21
amending Appendix C, Chapter 45 of the Village Code of Ordinances to address group
living facilities and codify the reasonable accommodation process.

5. 1ST READING OF ORDINANCE 2017-23 – ZONING CODE AMENDMENT – WALLS AND
FENCES IN PUBLIC DISTRICT Consider a motion to adopt on first reading Ordinance
2017-23 amending Appendix C, Chapter 45 of the Village Code of Ordinances to exempt
properties in the Public Zoning District from restrictions pertaining to walls and fences.

6. 1ST READING OF ORDINANCE 2017-24 – CODE AMENDMENT – FIRE PREVENTION
CODE AND PROPERTY MAINTENANCE AND HOUSING STANDARDS Consider a
motion to adopt on first reading Ordinance 2017-24 revising Chapter 12 of the Village Code
of Ordinances to provide for enforcement of the Florida Fire Prevention Code by the
Village’s Fire Rescue Department and amending Chapter 15 of the Village Code of Ordinances
to adopt updated and revised property maintenance standards and minimum housing
standards.

7. 1ST READING OF ORDINANCE 2017-25 – RECREATIONAL TRAILS PROGRAM
GRANT AGREEMENT AND BUDGET AMENDMENT Consider a motion to adopt on first
reading Ordinance 2017-25 approving an agreement with the Florida Department of
Environmental Protection for the receipt of Recreational Trails Grant Program funds for the
Community Center; approving a budget amendment to transfer $50,000 from the Unassigned
Fund Balance Account to the General Fund Budget to provide matching funds for the grant
award; and authorizing execution of the Agreement and the budget amendment.

D. CONSENT AGENDA The Consent Agenda is for the purpose of expediting issues of a routine or
pro-forma nature. Councilmen may remove any item from the Consent Agenda, which would automatically
convey that item to the Regular Agenda for separate discussion and vote.
1. Resolution 2017-101 directing the Village Clerk to publish notice of the General Election on
March 13, 2018; naming the time and place where the election shall be held; declaring the
offices to be filled; requesting that the Palm Beach County Supervisor of Elections conduct
the election; delegating certain duties to the Supervisor; and providing for the composition of
the Municipal Canvassing Board.
2. Resolution 2017-102 approving the Agreement for Vote Processing Equipment Use and
Election Services by and between the Palm Beach County Supervisor of Elections and the
Village of North Palm Beach.
3. Resolution 2017-103 confirming the Village’s participation in the Palm Beach County
Property Assessed Clean Energy (PACE) Program.
4. Receive for file Minutes of the General Employees Pension Board meeting held 8/2/17
5. Receive for file Minutes of the Library Advisory Board meeting held 9/26/17
6. Receive for file Minutes of the Golf Advisory Board meeting held 10/16/17

E. OTHER VILLAGE BUSINESS MATTERS
1. RESOLUTION – BERMUDA TURF MAINTENANCE CONTRACT Consider a motion to adopt
a proposed resolution accepting the proposal submitted by STO Landscape Services, Inc.
for athletic field turf maintenance services at a total annual cost not to exceed $199,673.00
and authorizing execution of the contract.

2. RESOLUTION – BLANKET PURCHASE ORDER FOR POOL CHEMICALS Consider a
motion to adopt a proposed resolution approving a blanket purchase order with Commercial
Energy Specialists Inc. in an amount not to exceed $25,000.00 for pool chemicals utilized by
the Parks and Recreation Department.
ACTION
3. RESOLUTION – ANCHORAGE PARK FIND GRANT AGREEMENT Consider a motion to
adopt a proposed resolution approving a Project Agreement with the Florida Inland
Navigation District for a Waterways Assistance Project Grant for Anchorage Park and
authorizing execution of the Agreement; and approving a budget amendment to modify the
account for the project’s funding component.

4. RESOLUTION – PURCHASING POLICY REVISION Consider a motion to adopt a
proposed resolution revising the Village’s Purchasing Policy as set forth in the Village’s
Accounting Policies and Procedures Manual for Internal Controls.

5. RESOLUTION – HURRICANE PAY Consider a motion to adopt a proposed resolution
approving the payment of overtime compensation to non-exempt Village employees and the
establishment of an administrative leave bank for exempt employees for work performed
before, during, and after Hurricane Irma.
