A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
NORTH PALM BEACH, FLORIDA, APPROVING AN AGREEMENT WITH
PEACOCK + LEWIS ARCHITECTS AND PLANNERS, LLC FOR ADDITIONAL
ARCHITECTURAL AND DESIGN SERVICES AND AUTHORIZING THE
MAYOR TO EXECUTE THE AGREEMENT ON BEHALF OF THE VILLAGE;
AUTHORIZING PAYMENT FOR ADDITIONAL DESIGN CONCEPT
DEVELOPMENT SERVICES ALREADY PERFORMED; PROVIDING FOR
CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, through the adoption of Resolution 2016-83 on November 10, 2016, the Village
Council approved an Agreement for Final Schematic Design through Construction
Administration Services ("Agreement") with Peacock + Lewis Architects and Planners, LLC
("Peacock + Lewis") for the new North Palm Beach Country Club facility; and
WHEREAS, Section 3.2 of the Agreement provides for additional payments to Peacock + Lewis
for revisions to the drawings, specifications and other document when such revisions are
inconsistent with approvals or instructions previously given by the Village; and
WHEREAS, due to changes in the design concept initiated by the Village following the
termination of the food and beverage agreement with Carl von Luger, LLC, Peacock + Lewis
performed additional work outside the scope of the Agreement to prepare three conceptual
design concepts; and
WHEREAS, based on the Village Council's policy direction regarding the preferred new design,
Peacock + Lewis has presented the Village with an Agreement for Additional Architectural and
Design Services to finalize the new design and revise the construction plans for the new Country
Club facility; and
WHEREAS, the Village Council wishes to approve the Agreement for Additional Architectural
and Design Services and approve the payment for additional conceptual design services already
performed and determines that the adoption of this Resolution is in the best interests of the
residents and citizens of the Village of North Palm Beach.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE
OF NORTH PALM BEACH, FLORIDA as follows:
Section 1. The foregoing recitals are ratified as true and are incorporated herein.
Section 2. The Village Council hereby approves an Agreement with Peacock + Lewis
Architects and Planners, LLC for Additional Architectural and Design Services for the redesign
of the new Country Chub facility in the amount of $316,260.00 and authorizes the Mayor to
execute the Agreement, a copy of which is attached hereto and incorporated herein by reference.
The Village Council further authorizes payment to Peacock + Lewis in the amount of $25,525.00
for conceptual design services already performed, for a total payment of $341,785.00, with funds
expended from Account No. K7600-66210 (Country Club Project — Construction/Major Renovation —
Contractual Services).

Section 3. All resolutions or parts of resolution in conflict with this Resolution are hereby
repealed to the extent of such conflict.
Section 4. This Resolution shall take effect immediately upon adoption.

As requested by the Village Council, Peacock + Lewis has been asked to revise the bid
documents dated 7/31/2017 to the C-1 Option which will downsize the new clubhouse and
consolidate and reduce the Food & Beverage from three (3) to two (2) venues. (Refer to the
attached sketches.)
We propose to perform this work as Additional Services utilizing the terms outlined in our
Basic Services Agreement between Client and Architect dated November 10, 2016.
At this time, we propose to perform this work for a lump sum of Three Hundred Sixteen
Thousand, Two Hundred Sixty Dollars ($316,260.00). (See worksheets attached,)

Notes:
1. It is anticipated that P+L will make a presentation under this agreement to the Village
Council in a special workshop to highlight the revisions being made to the clubhouse,
explain the flow on site and throughout the building, discuss the schedule and present
the interior "look and feel" of the major spaces utilizing photographs and renderings
from previous projects.
2. P+L will present a future additional service request to provide updated renderings
and create new renderings for the major interior spaces for use in the display and
marketing of the new facilities.

Andy:
Following up the August 7th meeting in our office with you, Chuck Huff ,Jesse Sukhu ,Joe Gaudet, Bob Braido, Sean
Sukhu and me wherein we reviewed four options to consolidate the F&B operations and reduced the size of the
clubhouse as requested we will proceed with the "Bob Braido " style graphics and create a magnitude of cost reduction
similar to the attached document which we discussed in the meeting.
The baseline cost for the clubhouse, as determined by P+L,is documented in the June 26th 2017 P+L memo at
$9,663980.00. This is before factoring in all of the VE we implemented since that date and also figuring in all of the
potential reduction in cost by the alternates which will be bid as well. As discussed at the meeting additional savings will
be realized by redesigning the building with ONE electrical service in lieu of the many services requested by village staff
for the current design. We also discussed the possibility of reducing the width of the covered walkways a foot which the
cost to implement my out way.
In order to meet the schedule outlined in the additional service memo dated August 4th we are proceeding unless you
tell us otherwise.

This is to confirm our schedule to deliver concept drawings to the Village Council for review:
• Wednesday, August 9 — review concepts with the project team at regularly scheduled meeting
• Wednesday, August 16 — finalize concepts and discuss materials for distribution to the Village Council
• Friday, August 18—distribute concepts/materials to the Council
• Thursday, August 24— Review concepts and receive direction at the Council's regular meeting.
