ROLL CALL
Mayor Aubrey called the meeting to order at 7:30 p.m. All members of Council were present.
All members of staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
President Pro Tem Mullinix gave the invocation and Councilmember Bickel led the public in the
Pledge of Allegiance.
APPROVAL OF MINUTES
The Minutes of the Regular Session held July 13, 2017 and the Minutes of the Special Session
held July 20, 2017 were approved as written.
ADVISORY BOARD INTERVIEW
Golf Advisory Board applicant Pat Kelley was present for an interview with the Council.
SECOND READING OF ORDINANCE 2017-10 — THE BENJAMIN SCHOOL CPUD
MODIFICATION
A motion was made by President Pro Tem Mullinix and seconded by Vice Mayor 'Gebbia to
adopt and enact on second reading Ordinance 2017-10 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, AMENDING THE BENJAMIN SCHOOL COMMERCIAL PLANNED UNIT
DEVELOPMENT TO ADD A TWO-STORY SCIENCE, TECHNOLOGY, ENGINEERING
AND MATHEMATICS ("STEM") BUILDING TO ITS EXISTING CAMPUS AND TO
MODIFY THE PREVIOUSLY APPROVED COMMENCEMENT CONDITION FOR THE
MAINTENANCE FACILITY AND CHANGE ITS CONFIGURATION; PROVIDING FOR
CONDITIONS OF APPROVAL; PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.
Councilmember Bickel declared a voting conflict.
Thereafter, the motion passed 4-0, with President Pro Tem Mullinix, Vice Mayor Gebbia,
Councilmember Norris, and Mayor Aubrey voting aye.

CONSENT AGENDA APPROVED
President Pro Tem Mullinix moved to approve the consent agenda. Councilmember Norris
seconded the motion, which passed unanimously. The following items were approved:

RESOLUTION 2017-51 — TENTATIVE MILLAGE RATE
A motion was made by President Pro Tem Mullinix and seconded by Councilmember Bickel to
adopt Resolution 2017-51 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, ADOPTING A TENTATIVE MILLAGE RATE OF 7.3300 MILS FOR
FISCAL YEAR 2017-2018; ESTABLISHING A DATE, TIME AND PLACE FOR THE FIRST
HEARING ON THE TENTATIVE BUDGET AND PROPOSED MILLAGE RATE;
AUTHORIZING THE VILLAGE MANAGER TO SUBMIT THE REQUIRED FORMS TO
THE PALM BEACH COUNTY PROPERTY APPRAISER; AND PROVIDING FOR AN
EFFECTIVE DATE.
Mr. Lukasik reviewed millage options for Fiscal Year 2018.
Thereafter, the motion to adopt Resolution 2017-51 passed unanimously.
RESOLUTION 2017-52 — GOLF ADVISORY BOARD APPOINTMENT
Mrs. Teal reported on the vacant regular member position on the Golf Advisory Board and
recommended appointing incumbent 1 st alternate David Talley to the vacant regular member
position and moving incumbent 2nd alternate Jeffrey Irish to the 1 st alternate position.
A motion was made by Vice Mayor Gebbia, seconded by Councilmember Bickel, and passed
unanimously to appoint Mr. Talley to the vacant regular member position and move Mr. Irish to
the 1 st alternate position.
By written ballots, the originals of which are attached to the minutes of record, Jeff Egizio was
appointed as 2nd alternate to the Golf Advisory Board. Thereafter, the name of Jeff Egizio was
entered into Resolution 2017-52.
A motion was made by Vice Mayor Gebbia and seconded by Councilmember Norris to adopt
Resolution 2017-52 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, APPOINTING ONE ALTERNATE MEMBER TO THE GOLF ADVISORY
BOARD; AND PROVIDING FOR AN EFFECTIVE DATE.
Thereafter, the motion to adopt Resolution 2017-52 passed unanimously.

RESOLUTION 2017-53 — LPR CAMERAS PURCHASE
A motion was made by Councilmember Norris and seconded by President Pro Tem Mullinix to
adopt Resolution 2017-53 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA APPROVING THE SOLE SOURCE PURCHASE OF LICENSE PLATE RECOGNITION
CAMERAS AND PROCESSORS FROM NDI RECOGNITION SYSTEMS; AUTHORIZING
AND DIRECTING THE MAYOR AND VILLAGE CLERK TO AMEND THE CAPITAL
PROJECTS FUND BUDGET TO TRANSFER $49,876.00 FROM THE CAPITAL RESERVE
ACCOUNT TO THE INFORMATION TECHNOLOGY — MACHINERY AND EQUIPMENT
ACCOUNT TO FUND THE PURCHASE; AND PROVIDING FOR AN EFFECTIVE DATE.
Mr. Lukasik described the advantages of License Plate Recognition (LPR) cameras. Mr. Lukasik
recommended the purchase of two LPR cameras for installation at Northlake Boulevard and
U.S. Highway One, and Juniper Lane and Lighthouse Drive. Chief of Police Jenkins responded
to questions from the Council.
Thereafter, the motion to adopt Resolution 2017-53 passed unanimously.
RESOLUTION 2017-54 — THERMO AIR, INC. CONTRACT
A motion was made by President Pro Tem Mullinix and seconded by Vice Mayor Gebbia to
adopt Resolution 2017-54 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA APPROVING A CONTRACT AWARD TO THERMO AIR, INC. FOR THE REMOVAL
OF EXISTING EQUIPMENT AND THE INSTALLATION OF TWO NEW 15 -TON PACKAGED
UNITARY COOLING ROOF TOP UNITS AT THE VILLAGE COMMUNITY CENTER AND
AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE THE CONTRACT
ON BEHALF OF THE VILLAGE; AND PROVIDING FOR AN EFFECTIVE DATE.
Mr. Lukasik discussed the need to replace two existing 15 -ton Packaged Unitary Cooling Roof
Top Units at the Community Center. Mr. Lukasik recommended accepting the low bid of
$37,738.00 from Thermo Air, Inc. to remove the current equipment and install new units. Public
Works Director Steve Hallock addressed Council questions regarding the new equipment.
Thereafter, the motion to adopt Resolution 2017-54 passed unanimously.
VILLAGE COUNCIL MATTERS/REPORTS
President Pro Tem Mullinix moved that Vice Mayor Gebbia serve as the Village's voting
delegate at the upcoming Florida League of Cities Conference. Councilmember Bickel seconded
the motion, which passed unanimously.
President Pro Tem Mullinix urged citizens to contact their congressional representatives
concerning the issue of sober homes. Mr. Lukasik reported an interdepartmental team had been
established to focus on neighborhood quality of life issues. Mr. Lukasik reviewed pending
changes to the Village's Reasonable Accommodation ordinance, including language regarding density
of recovery residences within the community as well as requirements for licenses/certifications.
Mr. Lukasik and Mr. Rubin will review the Protective Covenants concerning single-family
residential property that were published when the Village was first developed.

Vice Mayor Gebbia suggested the Council place an ordinance prohibiting medical marijuana
dispensaries on an upcoming agenda.
Vice Mayor Gebbia noted the Council's intent to make improvements to the pool during the
clubhouse renovation project. Vice Mayor Gebbia expressed the hope that the pool would be
more usable for both the swim team and Village residents.
Vice Mayor Gebbia reported on a meeting with Palm Beach County at which the County
requested funding from the municipalities for the Office of the Inspector General.
Vice Mayor Gebbia suggested the Council meet to discuss the clubhouse design and determine
whether to move forward with the Invitation to Bid (ITB) for construction of the clubhouse or to
review the space allocation for the food and beverage component and request changes to the
design before issuing ITB's for construction and for a food and beverage operator. Consensus of
Council was to place this on the August 10, 2017 Workshop Session for discussion or schedule a
Special Meeting.
Regarding the youthful swim team members who addressed the Council during "Statements from
the Public," Councilmember Bickel noted that all were under the age of ten; further, that the Ten
and Under Girls Team won the Junior Olympics last week.

There being no further business to come before the Council, the meeting was adjourned at 8:48 p.m.

relative; or to the special private gain or loss of a business associate. Commissioners of community redevelopment agencies (CRAs) under
Sec. 163.356 or 163.357, F.S., and officers of independent special tax districts elected on a one -acre, one -vote basis are not prohibited
from voting in that capacity.
For purposes of this law, a "relative" includes only the officer's father, mother, son, daughter, husband, wife, brother, sister, father-in-law,
mother-in-law, son-in-law, and daughter-in-law. A "business associate" means any person or entity engaged in or carrying on a business
enterprise with the officer as a partner, joint venturer, coowner of property, or corporate shareholder (where the shares of the corporation
are not listed on any national or regional stock exchange).
