Adopt a resolution accepting the bid of Generation Green, Inc. in the amount of $20,388 for weekly landscaping maintenance along U. S. Highway 1 at the North Palm Beach Country Club and around the Clubhouse; funds to be expended from L8059-33491 (Contractual Services) g. Adopt a resolution authorizing the Mayor and Village Clerk to enter into an independent contractor agreement with William H. Bell for the purpose of securing services for the layout, printing and binding of the Village Newsletter and other printing orders h. Adopt a resolution authorizing the Mayor and Village Clerk to enter into a concession agreement with East Coast Golf Ball Company for golf ball retrieval services from all water ponds within the North Palm Beach Country Club; East Coast to pay the Village $2,400 payable in four quarterly payments of $600.00 each End of Consent Agenda PETITIONS AND COMMUNICATIONS 8. BILL 1121 – BUDGET APPROPRIATION – OSBORNE PARK RECREATION a. BUILDING. Consider a motion to approve second reading and enactment of Bill 1121, a proposed ordinance amending the General Fund budget for FY 2003-04 to appropriate funds in the amount of $11,500 for Osborne Park recreation building design and preparation of construction documents including architectural plan and civil site plan and construction site supervision Enact Bill 1121 as Ordinance __________. ACTION BILL 1122 – BUDGET APPROPRIATION – MOVING EXPENSES. b. Consider a motion to approve second reading and enactment of Bill 1122, a proposed ordinance amending the General Fund budget for FY 2003-04 to appropriate funds in the amount of $12,000 for Village Manager moving expenses. Enact Bill 1122 as Ordinance __________. ACTION 2 REGULAR SESSION AGENDA – THURSDAY, NOVEMBER 13, 2003 BILL 1123 – GENERAL EMPLOYEES PENSION PLAN –CHANGE OF BENEFIT. c. Consider a motion to approve first reading of Bill 1123, a proposed ordinance amending retirement benefits for General Employees of the Village by providing that eligible employees or their beneficiary may have the option to be considered retired on the day before death. ACTION RESOLUTIONS 13. RESOLUTION – LABOR ATTORNEY CONTRACT. a. Consider a motion to adopt a resolution authorizing the Mayor and Village Clerk to enter into an agreement with James A. Cherof, Esq., for labor relations services to the Village. ACTION RESOLUTION – OSBORNE PARK ARCHITECTURAL SERVICES - AGREEMENT. b. Consider a motion to adopt a resolution authorizing the Mayor and Village Clerk to enter into a Letter Agreement with D. William Beebe, Architect, for preparation of design plans, construction documents and construction site supervision for the Osborne Park Recreation Building. ACTION RESOLUTION – INTERNATIONAL ASSOCIATION OF PROFESSIONAL c. FIREFIGHTERS/PARAMEDICS OF PALM BEACH COUNTY (IAFF) – CONTRACT. Consider a motion to adopt a resolution authorizing the Mayor and Village Clerk to enter into an agreement between the IAFF and the Village effective 10/1/01 to 9/30/02. ACTION MISCELLANEOUS BUSINESS 14. PERFORMANCE PAY DISTRIBUTION. a. Consider a motion to approve Option 2 for Performance Pay distribution for Village employees. ACTION HOLIDAY SCHEDULE – COUNCIL MEETINGS. b. Consider a motion to suspend Council meetings of November 27, 2003 and December 27, 2003 in observance of the Thanksgiving and Christmas holidays. 3 REGULAR SESSION AGENDA – THURSDAY, NOVEMBER 13, 2003 ACTION CHANGE ORDER NO. 2 – SUBAQUEOUS SERVICES, INC. c. Consider a motion to approve Change Order No. 2 to the Phase 2 Maintenance Dredging Project to reimburse Subaqueous Services $3.00 per cubic yard to load, haul and dispose of the spoil at the County Landfill. ACTION ADJOURNMENT 15. Next Ordinance30-2003 Next Resolution 60-2003 If a person decides to appeal any decision by the Village Council with respect to any matter considered at the Village Council meeting, he will need a record of the proceedings, and for such purpose he may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. This agenda represents the tentative agenda for the scheduled meeting of the Village Council. Due to the nature of governmental duties and responsibilities, the Village Council reserves the right to make additions to, or deletions from, the items contained in this agenda. 4
