09-27-2001 VC PH-M• MINUTES OF THE PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, SEPTEMBER 27, 2001 Present: David B. Norris, Mayor Donald G. Noel, President Pro Tem Charles R. O'Meilia, Councilman Joseph A. Tringali Councilman Doug Smith, Acting Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, CMC, Village Clerk Absent: Dr. Edward M. Eissey, Vice Mayor Dennis W. Kelly, Village Manager ROLL CALL: Mayor Norris called the Public Hearing to order at 7:00 p.m. All members of Council were present except Vice Mayor Eissey, who was out of town. All members of staff were present except Village Manager Deiuus Kelly, who was out of town. PURPOSE OF THE PUBLIC HEARING The purpose of the Public Hearing was to hear the public concerning the tentative 2001-2002 Operating Budget, including the North Palm Beach Country Club. STATEMENT OF THE MAYOR As required by the Truth in Millage Law, prior to hearing any statements from the public, Mayor Norris announced the proposed millage of 5.60, stating it is 4.55% more than the roll-back figure of 5.3562. He further stated that the proposed millage rate of 5.60 is 2.6% less than the 2001-2002 millage rate of 5.75, arid the main purposes for which ad valorem tax revenues aze being increased are budgeting and fmancing of vehicles and equipment in Public Safety and Public Services Departments, lights for the Library, and the overall increase in operating and personnel costs. COMMENTS FROM THE PUBLIC There were no comments from the public. C~ Minutes of Public Hearing Held Thursday, September 27, 2001 RESOLUTION 78-2001 ADOPTED -MILEAGE President Pro Tem Noel moved that Resolution 78-2001 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, LEVYING A TAX ON REAL AND PERSONAL PROPERTY LOCATED WITHIN THE CORPORATE LIMITS OF THE VILLAGE OF NORTH PALM BEACH ON JANUARY 1, 2001, FIXING THE TOTAL VALUATION THEREON AND THE TAX MILEAGE RATE THEREON FOR SAID TAX YEAR; AND REPEALING ALL RESOLUTIONS IN CONFLICT WITH THIS RESOLUTION Be adopted. Councilman Tringali seconded the motion, and all present voted aye. ORD. 28-2001 ADOPTED -BUDGET FOR FISCAL YEAR 2001-2002 President Pro Tem Noel moved that Bill 1046 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ADOPTING BUDGETS FOR THE FISCAL YEAR OCTOBER 1, 2001, TO SEPTEMBER 30, 2002, BOTH INCLUSIVE, FOR THE VILLAGE OF NORTH PALM BEACH GENERAL FUND, INCLUDING DEBT RETIREMENT, AND FOR THE NORTH PALM BEACH COUNTRY CLUB REVENUE FUND; AND REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE Be placed on second reading and read by title alone. Councilman Tringali seconded the motion. During discussion, President Pro Tem Noel moved to amend the budget by changing the title of Lieutenant/Medic in the Public Safety EMS budget to EMS Manager. Councilman Tringali seconded the motion. After finther discussion, the motion and the second was withdrawn. Thereafter, the original motion passed 4-0. President Pro Tem Noel moved that Bill 1046 be enacted as Ordinance 28-2001. Councilman Tringali seconded the motion, and all present voted aye.
