ROLL CALL:
Mayor Norris called the Public Hearing to order at 7:00 p.m. All members of Council were
present. All members of staff were present.
PURPOSE OF THE PUBLIC- HEARING _, _ _ _ _ _ _
The purpose of the Public Hearing was to hear the public concerning the proposed 2001-2002
Operating Budget, including the North Palm_ Beach Country_Club.
STATEMENT OF THE MAYOR . _ - -_
As required by the Truth in Millage Law, prior to hearing any statements from the public, Mayor
Norris announced the proposed millage of 5.60, stating it is 4.55% more than the roll-back figure of
5.3562. He further stated that the proposed millage rate of 5.60 is 2.6% less than the 2001-2002
millage rate of 5.75, and the main purposes for which ad valorem tax revenues aze being increased
are budgeting and fmancing of vehicles and equipment in Public Safety and Public Services
Departments, lights for the Library, and the overall increase in operating and personnel costs.
COMMENTS FROM THE PUBLIC
Mr. Manny Grinn, 536 Greenway Drive, North Palm Beach, Florida, addressed the Council
regarding administrative costs in the Country Club Budget. Mr. Grinn noted that the Council
allocated $70,000 for administration, and suggested that the Country Club investigate the cost of
having a private company provide the administrative services currently furnished by the Finance
Department. Mr. Grinn was concerned that capital items financed over five, fen or twenty years
will increase the annual debt, and wondered how the debt service will affect next year's millage.
With regard to park maintenance, Mr. Grinn asked if the Council planned to spend $23,000 to
resurface basketball courts at Osborne Park. Mayor Norris advised that the Recreation Director
recommended resurfacing the courts, but the Council has not yet decided on this expenditure.

ADOPTION OF TENTATIVE BUDGET
Vice Mayor Eissey moved to adopt the tentative Operating Budgets for Fiscal Year 2001-2002.
Councilman Tringali seconded the motion.
Village Manager Dennis Kelly reviewed a revised list of requested amendments to the proposed
budget. Additional appropriations for the General Fund included: $3,000 donation to Bush
Wildlife Sanctuary, $4,755. donation to the Juvenile Assessment Center, $15,000 to fund long-
term disability for General Employees, $181,000 for PBA and IAFF contractual obligations,
$3,700 salary increase for the Public Safety Director, and an additional $15,600 in salary for the
new position of Administrative Services Captain in the Public Safety Department.
RECESS
The Public Hearing recessed at 7:30 p.m. for the purpose of convening the Regular Session. The
Public Hearing reconvened at 7:34 p.m.
Councilman Tringali moved to amend the General Fund budget to include items 1 through 6,
with the exception of item 5. President Pro Tem Noel seconded the motion. The motion passed
4-1, with Councilman Tringali, President Pro Tem Noel, Vice Mayor Eissey and Mayor Norris
voting aye, and Councilman O'Meilia voting nay.
No action was taken on the request for adjustments for team leaders.
Vice Mayor Eissey moved to amend the Country Club budget with additional appropriations for
the Country Club Revenue Fund included: $4,000 to fund long-term disability for Country Club
employees, and $4,000 for trees and sod at the tennis courts. Councilman O'Meilia seconded the
motion, and all present voted aye.
Thereafter, the original motion, as amended, passed 5-0.
The second Public Hearing and final adoption of the budgets will be held at 7:00 p.m. on
September 27, 2001.
ADJOURNMENT
With no further business to come before the Council, the meeting adjourned at 7:45 p.m.
