04-26-2001 VC REG-M• MINUTES OF THE REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, APRIL 26, 2001 Present: Dr. Edward M. Eissey, Vice Mayor Donald G. Noel, President Pro Tem Charles R. O'Meilia, Councilman Joseph A. Tringali, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, CMC, Village Clerk ROLL CALL: Vice Mayor Eissey called the meeting to order at 7:30 p.m. All members of the Counoil were present except Mayor Norris, who was out of town. All members of staff were present. INVOCATION AND PLEDGE OF ALLEGIANCE Councilman O'Meilia gave the invocation, and President Pro Tem Noel led the public in the Pledge of Allegiance to the Flag. APPROVAL OF MINUTES The following Minutes were approved as written: Minutes of Regular Session held 4/12/01 REPORT OF THE MAYOR Vice Mayor Eissey acknowledged the Palm Beach Gardens High School students who were present in the audience to fulfill an assignrnent for a government class. Item 14.a. was added to the Regular agenda. CONSENT AGENDA APPROVED President Pro Tem Noel moved to approve the Consent Agenda. Councilman O'Meilia seconded the motion, and all present voted aye. The following items were approved: Minutes of Regular Session Held Thursday, Apri126, 2001 a. Accepted for file the Minutes of the Recreation Advisory Board Meeting held 4/10/01 b. Accepted for file the Minutes of the Library Advisory Board Meeting held 3/27/01 c. Authorized staff to proceed with special assessment program to provide a public sidewalk from McLaren Drive to north of Carolinda Drive d. Approved budget transfer in the amount of $43,000 to fund street paving repairs; $19,000 from A7321-34684 (R&M Storm Drainage) and $24,000 from A7321- 11210 (Regular Pay) to A7321-34682 (Street Paving) e. Approved the sole source purchase of three Eagle KA Band dual antenna radar units in the amount of $5,580; funds to be expended from A5711-66000 (Capital) in the Public Safety Department f. Approved budget transfer in the amount of $20,000 from Regular Pay accounts in various departments to A5540-49916 (Reserve-Accrued Benefit) for the purpose of replenishing depleted accrued benefits VILLAGE MANAGER'S REPORT Mr. Kelly reported that the Heart Association had given the Village $7,000 for defibrillators. The Council, by consensus, approved the purchase of the defibrillators. Mr. Kelly gave a status report on the search for property for the north substation. The Monastery property and the Savda property are currently being appraised, although word has been received that Enterprise Used Cars Sales is taking over the Sauda property. Mr. Kelly also gave a brief report oh the Public Hearing held in Orlando regarding the proposed manatee zones for this area. BILL 1026 ENACTED AS ORD. 10-2001-APPROPRIATING FUNDS FOR PROSPERITY FARMS ROAD BEAUTIFICATION PROJECT Councilman O'Meilia moved that Bill 1025 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PALM BEACH CAPITAL PROJECT FUND BUDGET TO APPROPRIATE FUNDS IN THE AMOUNT OF $1,000,000.00 FUNDED BY PALM BEACH COUNTY FOR PROSPERITY FARMS ROAD BEAUTIFICATION PROJECT Be placed on second reading and read by title alone. President Pro Tem Noel seconded the motion, and all present voted aye. 2 Minutes of Regular Session Held Thursday, Apri126, 2001 President Pro Tem Noel moved that Bill 1026 be enacted as Ordinance 10-2001. Councilman Tringali seconded the motion, and all present voted aye. RESOLUTION 44-2001- EMS GRANT APPLICATION . Councilman O'Meilia moved that Resolution 44-2001 entitled: 4 Minutes of Regular Session Held Thursday, Apri126, 2001 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE VILLAGE MANAGER, DENNIS KELLY, AS THE AUTHORIZED OFFICIAL OF THE VILLAGE TO EXECUTE AND DELIVER THE PALM BEACH COUNTY EMERGENCY MEDICAL SERVICES (EMS) GRANT AWARD APPLICATION ATTACHED AS EXHIBIT "A", WHICH GRANT APPLICATION IS FOR THE PURPOSE OF IMPROVING EMS RESPONSE CAPABILITIES AND TIMES THROUGH THE USE OF TECHNOLOGY, INCLUDING THE PURCHASE AND INSTALLATION OF TRAFFIC PRE-EMPTION DEVICES FOR INTERSECTIONS AND EMS/FIRE VEHICLES; CERTIFYING TO PALM BEACH COUNTY THE USAGE OF GRANT MONIES; AND, PROVIDING FOR AN EFFECTIVE DATE Be adopted. LETTER IN SUPPORT OF PALM BEACH COUNTY ASSOCIATION OF CHIEFS OF POLICE The Council discussed two letters written by the Palm Beach County Association of Chiefs of Police, Inc., which oppose the recruitment of law enforcement services by the Sheriff's Department, without any notification to the police chiefs prior to recruitment. Additionally, the Council also discussed a second letter from the Chiefs Association which opposes House Bill 875, which grants deputy sheriffs the right to organize and collectively bargain, and which has not had a fiscal study conducted. Councilman O'Meilia moved that two letters be sent with the Mayor's signature supporting the position taken by the Palm Beach County Association of Police Chiefs, Inc. regarding both matters.
