ROLL CALL:
Mayor Tringali called the Public Hearing to order at 7:00 p.m. All members of Council were
present. All members of staff were present.
PURPOSE OF THE PUBLIC HEARING
The purpose of the Public Hearing was to hear the public concerning the proposed 2000-200]
Operating Budget, including the North Palm Beach Country Club.
STATEMENT OF THE MAYOR
As required by the Truth in Millage Law, prior to hearing any statements from the public, Mayor
Tringali announced the proposed millage rate of 5.75, stating it is 13.0% more than the roll-back
figure of 5.0891. He further stated that the proposed millage rate of 5.75 is 2.7% more than the
1999-2000 millage rate of 5.6, and the main purpose for which ad valorem tax revenues are being
increased is due to budgeting and financing of Village-wide canal dredging; budgeting and
fina~rcing of the Village Hall renovation; and the overall employee salary adjustments due to pay for
performance and other adjustments.

RESOLUTION 57-2000 ADOPTED -SETTING MILEAGE RATE OF 5.75
President Pro Tem Norris moved that Resolution 57-2000 entitled:

BEACH, FLORIDA, LEVYING A TAX ON REAL AND PERSONAL PROPERTY

• LOCATED WITHIN THE CORPORATE LIMITS OF THE VILLAGE OF NORTH PALM
BEACH ON JANUARY 1, 2000, FIXING THE TOTAL VALUATION THEREON AND 7'HE
TAX M[LLAGE RATE THEREON FOR SAID TAX YEAR; AND REPEALING ALL
RESOLUTIONS IN CONFLICT WITH THIS RESOLUTION
Be adopted. Councilman Noel seconded the motion.
Councilman O'Meilia moved to amend the proposed millage rate from 5.75 to 5.5. The motion
died for lack of a second.
Thereafter, the main motion passed 4-l, with President Pro Tem Norris, Councilman Noel, Vice
Mayor Eissey and Mayor Tringali voting aye, and Councilman O'Meilia voting nay.
ORDINANCE 23-2000 ENACTED -ADOPTING BUDGETS FOR FY 2000-2001
President Pro Tem Norris moved that Bill 1003 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ADOPTING
BUDGETS FOR THE FISCAL YEAR OCTOBER 1, 2000 TO SEPTEMBER 30, 2001, BOTH
INCLUSIVE, FOR THE VILLAGE OF NORTH PALM BEACH GENERAL FUND,
INCLUDING DEBT RETIREMENT, AND FOR THE NORTH PALM BEACH COUNTRY
CLUB REVENUE FUND; AND REPEALING ALL ORDINANCES IN CONFLICT WITH
THIS ORDINANCE
Be placed on second reading and read by title alone. Councilman Noel seconded the motion.
Councilman O'Meilia moved to amend the budget by including three items as recommended by
staff for the Public Safety Department, thereby increasing the Appropriated Fund Balance by
approximately $54,500. Vice Mayor Eissey seconded the motion.

rate.
Thereafter, the motion to amend passed 5-0.
Councilman O'Meilia moved to amend the budget by making the following changes: Change
A4200-09300 (Bank Loan) to $2,000,000; change A4600-09100 (Appropriated Fund Balance)
TO $896,671; change A5206-66210 (Construction & Renovation) to $787,000; and change
A8535-49152 (Loan Payment) to $130,000; subject to revised numbers by the Finance
Department for the Reserve Account. The motion died for lack of a second.
Thereafter, the original motion passed 4-1, with President Pro Tem Norris, Councilman Noel,
• Vice Mayor Eissey and Mayor Tringali voting aye, and Councilman O'Meilia voting nay.
