MINUTES OF REGULAR SESSION
OF THE
VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA
HELD THURSDAY, JUNE 12, 1997

ROLL CALL
Mayor Vastola called the meeting to order at 7:30 p.m. All members of Council were
present except Councilman Norris, who was out of town. All members of staff were
present.
Councilman Valente gave the invocation, and Vice Mayor O'Meilia led the public in the
Pledge of Allegiance to the Flag.

REPORT OF THE MAYOR .
Mayor Vastola announced that Item 4.k. on the Workshop Session agenda had been
withdrawn.
On behalf of the Village Council, Mayor Vastola presented a plaque to Orlando Puyol, for
his years of volunteer service as a member of the Planning Commission.

requested a copy of Sun Bank's Money Manager's Report referenced on Page 1,

REPORTS OF SPECIAL COMMITTEES_AND RECOMMENDATIONS
' Vice Mayor O'Meilia moved to accept for file the recommendation of the Planning
Commission to "revise the Official Zoning Map as submitted, provided Lot 708 is included
in R-2 Zoning District". Councilman Valente seconded the motion, and all present voted
aye.
VILLAGE MANAGER'S REPORT

Village Manager Dennis Kelly reported that Patricia Taylor, Labor Consultant for the
Village, has submitted her resignation with 60 days notice. The Village Council directed
Mr. Kelly to start advertising for another Labor Consultant.
DECLARATION OF EX PARTE COMMUNICATIONS
President Pro Tem Kelley declared an ex parte communication with Leslie Quinn on June
9, 1997 regarding utility trailers.

President Pro Tem Kelley moved that Bill 884 entitled:

BUDGET FOR THE FISCAL YEAR 1996-97, TO APPROPRIATE FUNDS

FIRST UNION BANK LOAN

WHICH CREATED A PLANNED UNIT DEVELOPMENT KNOWN AS
"SANCTUARY COVE PHASE II" BY APPROVING THE DELETION OF (1)
BUILDING AND ASSOCIATED PARKING ALONG THE INTRACOASTAL
WATERWAY, MODIFYING TWO (2) BUILDINGS IN THE INTERIOR OF

Vice Mayor O'Meilia moved that Bill 893 entitled:
' AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA,
AMENDING THE NORTH PALM BEACH GENERAL FUND BUDGET FOR
THE FISCAL YEAR 1996-97 TO APPROPRIATE FUNDS IN THE AMOUNT
OF $44,778 TO REPLACETWO POLICE CARS TOTALED IN ACCIDENTS
be placed on first and final reading and read by title alone. President Pro Tem Kelley
seconded the motion.
During discussion, Village Attorney George Baldwin recommended that the word
"emergency" be inserted on Line 1 of the ordinance caption to read "An emergency
ordinance".
Thereafter, all present voted aye.
Vice Mayor O'Meilia moved that Bill 893 be enacted as Ordinance 27-97. President Pro
Tem Kelley seconded the motion, and all present voted aye.
HIRING FREEZE LIFTED ON PARKSKEEPER POSITION
Councilman Valente moved to lift hiring freeze on a Parkskeeper position Qob code
#8023-0109) in the Department of Public Services; reference position audit and needs

assessment submitted in accordance with the hiring freeze policy. President Pro Tem
Kelley seconded the motion, and all present voted aye.
HIRING FREEZE LIFTED ON STREET MAINTENANCE LABORER POSITION
Vice Mayor O'Meilia moved to lift hiring freeze on a Street Maintenance Laborer position
(job code #7321-0107) in the Department of Public Services; reference position audit and
needs assessment submitted in accordance with the hiring freeze policy. Councilman
Valente seconded the motion, and all present voted aye.
HIRING FREEZE LIFTED ON SANITATION COLLECTOR POSITION
Councilman Valente moved to lift the hiring freeze on a Sanitation Collector position (job
code #7020-0120) in the Department of Public Services; refierence position audit and
needs assessment submitted in accordance with the hiring freeze policy. President Pro
Tem Kelley seconded the motion, and all present voted aye.
' HIRING FREEZE LIFTED ON RECORDS CLERK
Councilman Valente moved to lift the hiring freeze on a Public Safety Records Clerk
position (job code #5711-0113) in the Department of Public Safety; reference position
audit and needs assessment submitted in accordance with the hiring freeze policy.
President Pro Tem Kelley seconded the motion, and all present voted aye.
