ROLL CALL
Mayor Vastola called the meeting to order at 7:00 p.m. All members of Council were
present except President Pro Tem Kelley, who was absent due to illness. All members
of staff were present except Village Attorney George Baldwin.
STATEMENTS FROM THE PUBLIC
There were no statements from the public to be heard.
RESOLUTION 74-97 ADOPTED -AMENDING SECTION 4.06d OF THE PERSONNEL _
RULES AND REGULATIONS
Vice Mayor O'Meilia moved that Resolution 74-97 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE NORTH PALM
BEACH, FLORIDA, AMENDING SECTION 4.06D ENTITLED
"CERTIFICATION AND LICENSE PAY - GUIDELINES" OF THE
PERSONNEL RULES AND REGULATIONS FOR THE VILLAGE OF
NORTH PALM BEACH, AND, PROVIDING FOR AN EFFECTIVE DATE
be adopted. Councilman Valente seconded the motion, and all present voted aye.
NON-UNION FIREMEN AND PARAMEDICS -ENTRY LEVEL PAY
Councilman Valente moved to instruct staff to equalize entry level pay for non-union
firemen and paramedics. Councilman Norris seconded the motion.
During discussion, Councilman Valente moved to amend the motion to also equalize
current four firemen's pay to match existing paramedic pay, prior to COLA and merit pay

and effective October 1, 1997. Vice Mayor O'Meilia seconded the motion to amend, and
all present voted aye.
Thereafter, the original motion, as amended, passed 4-0.
MERIT PAY PLAN -DISTRIBUTION
Vice Mayor O'Meilia moved to add to the total raises and pro-rate to people who qualified
for merit raises, excluding the Village Clerk and Village Manager. Councilman Valente.
seconded the motion.
During discussion, Councilman Norris moved to amend the motion to increase the non-
union employees, not including the Village Clerk and Village Manager, to maximum merit
pay, to total amount of $28,500, to be pro-rated according to their merit raise increase.
Vice Mayor O'Meilia seconded the motion, and all present voted aye.
Councilman Norris moved to amend the original motion to use the same calculations to
increase the non-union employees at the Country Club, to a total amount of $12,500,
subtracting the Club Administrator's raise, to be pro-rated according to their merit pay
increases.
During further discussion, it was clarified that the Country Club Administrator, whose merit
raise was at the 4% maximum, would not be eligible for additional increase.
Thereafter, the motion, as amended, passed 4-0.
Vice Mayor O'Meilia moved to increase the Village Manager and Village Clerk's merit pay
increase by the average amount the non-union employees will be increased, as stated
in the prior amendment. Councilman Valente seconded the motion, and all present voted
aye.
The original motion, as amended, passed 4-0.
With no further business to come before the Council, the meeting adjourned at 8:30 p.m.
