Mayor Marks called the meeting to order at 7:20 p.m. All members of Council were
present. All members of staff were present.
PURPOSE OF THE PUBLIC HEARING
The purpose of the Public Hearing was to hear comments from the Public concerning Bill
830, a proposed ordinance of the Village of North Palm Beach, Florida, annexing to the
Village a certain area of property consisting of approximately 2.29 acres located west of
the Intracoastal Waterway and north of Harbor Point Marina; providing a legal description
of the property proposed to be annexed; redefining the boundary lines of the Village to
include said property; directing the Village Clerk to publish notice of the voluntary
annexation, and providing for an effective date.
COMMENTS FROM THE PUBLIC
Manny Grinn, 536 Greenway Drive, addressed the Council regarding the property having
been designated a "spoil area" in the past. Although this area is no longer designated
as spoil, Mr. Grinn stated that five or six years ago, the MacArthur Foundation proposed
that if the Village would redesignate a portion of the land around the Community Center
as a spoil area, they would swap the land and would allow the Village the recreational
use of that piece of land that would be in that area. Mr. Grinn asked why we are now
accepting this piece of land without asking the MacArthur Foundation to do something for
us, since they were willing to make a deal years ago. Mr. Grinn said he wonders if they
will use this land now as their donation for the recreational land.

There being no further comments from the public to be heard, the meeting adjourned at
7:23 p.m.
