ROLL CALL
Mayor Valente called the meeting to order at 7:30 p.m. All members of Council were
present. All members of staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG
' President Pro Tem Kelley gave the invocation, and Councilman Vastola led the public in
the Pledge of Allegiance to the Flag.

BILL 790 ENACTED AS ORD. 30-95 -AMENDING PENSION BENEFITS FOR POLICE
AND FIRE EMPLOYEES
Councilman O'Meilia moved that Bill 790 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF
NORTH PALM BEACH, FLORIDA, AMENDING CERTAIN SECTIONS OF
DIVISION 4, PENSION AND CERTAIN OTHER BENEFITS FOR FIRE AND
OF ARTICLE V OF CHAPTER 2, OF THE CODE
POLICE EMPLOYEES

OF ORDINANCES OF THE VILLAGE CHANGING THE NORMAL
RETIREMENT AGE OF MEMBERS FROM 60 YEARS TO 55 YEARS;
CHANGING NORMAL RETIREMENT BENEFITS FOR MEMBERS FROM
TWO AND ONE-FOURTH PERCENT OF AVERAGE MONTHLY
EARNINGS MULTIPLIED BY THE MEMBERS CREDITED SERVICE TO
TWO AND ONE-HALF PERCENT; INCREASING THE MAXIMUM BENEFIT
TO MEMBERS FROM FIFTY (50) PERCENT OF AVERAGE MONTHLY
EARNINGS TO SIXTY (60) PERCENT; INCREASING MEMBER
CONTRIBUTIONS FROM ONE (1) PERCENT OF THEIR RESPECTIVE
EARNINGS TO TWO (2) PERCENT; PROVIDING FOR THE REPEAL OF
ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT
HEREWITH; AND, PROVIDING FOR AN EFFECTIVE DATE
be placed on second reading and read by title alone. Vice Mayor Marks seconded the
motion, and all present voted aye.
Vice Mayor Marks moved that Bill 790 be enacted as Ordinance 30-95. President Pro
Tem Kelley seconded the motion, and all present voted aye.

BILL 796 PLACED ON FIRST READING -ESTABLISHING INVESTMENT POLICY
Vice Mayor Marks moved that Bill 796 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE -0F
NORTH PALM BEACH, FLORIDA, ESTABLISHING AND SETTING FORTH
ALLOWABLE INVESTMENT ACTIVITY FOR VILLAGE. FUNDS;
PROVIDING FOR THE REPEAL OF ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN
EFFECTIVE DATE -
be placed on first reading and read by title alone. Councilman O'Meilia seconded the
motion, and all present voted aye.
EMPLOYEE HOLIDAY SCHEDULE APPROVED FOR FISCAL YEAR 1995-96
' President Pro Tem Kelley moved that the proposed 1995-96 departmental holiday
schedule for Village employees be approved. Councilman O'Meilia seconded the motion,
and all present voted aye.
CANCELLATION OF COUNCIL MEETINGS DURING HOLIDAYS
Vice Mayor Marks moved to cancel Village Council meetings of 11/23/95 and 12/28/95,
in observance of the Thanksgiving and Christmas holidays. President Pro Tem Kelley
seconded the motion, and all present voted aye.
HIRING FREEZE LIFTED FOR PARAMEDIC POSITION
Councilman Vastola moved to lift the hiring freeze on a Paramedic position Qob code
#6417-0109) in the Public Safety Department; reference position audit and needs
assessment submitted in accordance with the hiring freeze policy. Vice Mayor Marks
seconded the motion, and all present voted aye.
HIRING FREEZE LIFTED FOR DISPATCHER POSITION
Councilman Vastola moved to lift the hiring freeze on a Dispatcher position Qob code
#5711-0140) in the Public Safety Department; reference position audit and needs
