MINUTES OF PUBLIC HEARING
OF THE
VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA
HELD THURSDAY, MARCH 23, 1995

Mayor Vastola called the meeting to order at 7:00 p.m. All members of Council were
present. All members of staff were present.
PURPOSE OF THE PUBLIC HEARING
The purpose of the Public Hearing was to hear comments from the Public concerning Bill
769, a proposed ordinance of the Village of North Palm Beach, Florida, adding Section
45-34.1 to Appendix C-Zoning of the Code of Ordinances of the Village, creating a new
zoning district to be known as C-3 Regional Business District.
Village Manager Dennis Kelly stated for the record that recent changes had been made
to Bill 769, as follows: 1) Language was added to Section 45.34.'1 (1) Uses permitted.¶
i. to read "Theaters and other entertainment facilities including nightclubs, game rooms,
bowling alleys, and similar establishments, provided they are fully enclosed and provided
such uses shall not include adult entertainment establishments. 2) Section 45-34.1(5)(e)
Spacing of adult bookstores or theaters was deleted.
COMMENTS FROM THE PUBLIC
Manny Grinn, 536 Greenway Drive, asked what the new zoning does that application of
Planned Unit Developments that are already on the books as applied to C-1 zoning does
not do. The Village Manager explained that the new zoning district of C-3 carries with
it some uses that either are or are not included in C-1 zoning that are not in concert with
Lake Park's zoning, and that the purpose of creating the new zoning was to create a zone
that would be compatible with that city. He further explained that for either city to amend
their C-1 zoning to comply with the other city's C-1 zoning would have created an untold
number of legal non-conformities.
