ROLL CALL
Mayor Vastola called the meeting to order at 7:30 p.m. All members of Council were
present. All members of staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
Vice Mayor Valente gave the invocation, and President Pro Tem Marks led the public in
the Pledge of Allegiance to the Flag.
APPROVAL OF MINUTES
The following Minutes were approved as written:
Minutes of Regular Session held 1/12/95
REPORT OF THE MAYOR
The Village Council will schedule a Special Workshop to discuss ADA compliance and
Personnel Rules and Regulations. The date will be announced.
Discussion regarding leasing the restaurant will be placed on the February 9, 1995
workshop.
The Council, by consensus, agreed to set a Special Meeting on Tuesday, February 14,
1995 at 7:00 p.m. at the North Palm Beach Community Center for the purpose of hearing
the Planning Commission's recommendation regarding the proposed Target Store, and
to make a final determination in this matter.

Vice Mayor Valente moved that Bill 766 entitled:

LICENSES FOR HOME OCCUPATIONS; PROVIDING STANDARDS FOR

GENERAL ELECTION TO BE HELD ON MARCH 14, 1995; NAMING THE
TIME AND PLACE WHERE SUCH ELECTION SHALL BE HELD;
APPOINTING THE ELECTION OFFICIALS FOR THE GENERAL

Councilman Valente moved that Resolution 8-95 entitled:

NORTH PALM BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE
MAYOR AND VILLAGE CLERK TO ENTER INTO AN AGREEMENT WITH

THE PURPOSE OF SECURING A DIRECTOR FOR EMERGENCY

' RESOLUTION 9-95 ADOPTED -AMENDING STATEWIDE MUTUAL AID AGREEMENT
Councilman Kelley moved that Resolution 9-95 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
NORTH PALM BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE
MAYOR AND VILLAGE CLERK TO ENTER INTO AN AMENDMENT TO
THE STATEWIDE MUTUAL AID AGREEMENT WITH THE STATE OF
FLORIDA; DIVISION OF EMERGENCY MANAGEMENT, ATTACHED AS
EXHIBIT "A" FOR THE PURPOSE OF SECURING RECIPROCAL
EMERGENCY AID AND ASSISTANCE IN CASE OF EMERGENCIES AND
NATURAL DISASTERS TOO EXTENSIVE TO BE DEALT WITH ON AN
UNASSISTED BASIS; AND, PROVIDING FOR AN EFFECTIVE DATE

LOGIC AND ACCURACY TESTING FOR ELECTION EQUIPMENT
Vice Mayor Valente moved to designate Jackie Winchester, Supervisor of Elections, or
her designee, as a Canvassing Board member for the Village Election of March 14, 1995,
and the Village's representative for the Logic and Accuracy testing of the tabulating

equipment on Friday March 10, 1995, and the runoff election if one becomes necessary.
Councilman Moore seconded the motion, and all present voted aye.
SURPLUS EQUIPMENT DECLARED AT NORTH PALM BEACH COUNTRY CLUB
President Pro Tem Marks moved to declare certain golf course maintenance items
(Mazda pickup, Carryall II utility vehicle, John Deere bunker rake, and the oldest
Jacobson triplex) as surplus equipment. Councilman Kelley seconded the motion, and
all present voted aye.
HIRING FREEZE LIFTED ON PARKS LABORER II POSITION
Vice Mayor Valente moved to lift the hiring freeze on a Parks Laborer II position (job code
#8023-0105) in the Department of Public Services. Councilman Kelley seconded the
motion, and all present voted aye.
BUDGET TRANSFER APPROVED FOR MEDICAL DIRECTOR FEES
' President Pro Tem Marks moved to approve a budget transfer in the amount of $2,040.00
from A641 6-1 1 21 0 (Regular Pay) to A6416-33190 (Other Professional) to cover a fee
increase over current budgeted funds for the new medical director. Vice Mayor Valente
seconded the motion, and all present voted aye.
There being no further business to come before the Council, the meeting adjourned at
8:06 p.m.
