VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA

ROLL CALL
Mayor Vastola called the meeting to order at 7:00 p.m. All members
of Council were present except Vice Mayor Atwater. All members of
staff were present.
PURPOSE OF THE PUBLIC HEARING
The purpose of the Public Hearing was to hear the property owners
and any other persons interested therein concerning the municipal
' improvement of water lines to Lots 2 through 12, inclusive, on
Wabash Drive (Circle Aire Subdivision), and the preliminary
assessment roll thereof.
COMMENTS FROM THE PUBLIC

Manny Grinn, 536 Greenway Drive, addressed the Council and Village
Manager regarding the preliminary assessment roll and the final
assessment roll. Village Manager Dennis Kelly explained that the
statute allows a refund to property owners if the actual cost is
lower than the preliminary estimate. However, if the actual cost
exceeds the estimate, the property owners cannot be assessed beyond
the preliminary assessment.
Niels Petersen, 2615 Wabash Drive, questioned the bidding process.
Tom Hogarth, Director of Public Services, stated that Seacoast will
prepare the bid documents, the Village will go out to bid, and the
Council will award the bid. Mr. Hogarth also explained that the
Village does not have to proceed with the project if the bids are
higher than the preliminary estimate.
With no further comments to be heard, the meeting adjourned at 7:21
p.m.
