ROLL CALL
Mayor Marks called the meeting to order at 7:30 p.m. All members
of Council were present. All members of staff were present.
' INVOCATION AND PLEDGE OF ALLEGIANCE
Vice Mayor Vastola gave the invocation, and Councilman Valente led
the public in the Pledge of Allegiance to the Flag.
APPROVAL OF COUNCIL MINUTES
The following Minutes were approved as written:

REPORT OE THE MAYOR
On behalf of the Council, Mayor Marks presented a plaque to
Charles R. O'Meilia, Director of Public Services, in appreciation
of his 25 years of service to the Village of North Palm Beach.
Mayor Marks proclaimed November 19, 1993 "Charley O'Meilia Day" in
the village of North Palm Beach, in celebration of Mr. O'Meilia's
25 years as Director of Public Services.

VILLAGE MANAGER'S REPORT
Village Manager Dennis Kelly stated to the Council that seven
Village positions were vacant and needed to be filled. Mr. Kelly
requested that the hiring freeze be lifted.
Although the Council declined to lift the hiring freeze, Councilman
Pierman moved to allow the Village Manager to proceed with finding
people for the seven positions, and to give the Council the job
descriptions at the next meeting.
Mr. Kelly requested that the motion be amended to provide use of
the policy freeze evaluation format, including position audits and
position evaluations, as established when the hiring freeze was
originally adopted.
Councilman Pierman agreed to amend her motion, as suggested by Mr.
' Kelly, and Vice Mayor Vastola seconded the motion. The motion
passed 5-0.
BILL 731 RECREATIONAL VEHICLES - PLACED ON FIRST READING
President Pro Tem Atwater moved that Bill 731 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA,
AMENDING THS VILLAGE CODE, CHAPTER 18, ARTICLE III,
SECTION 18-35, RECREATIONAL, BOATING, CAMPING EQUIPMENT;
PARKING ON RESIDENTIAL PROPERTY RESTRICTED; PROVIDING FOR
CAPTIONS; PROVIDING FOR SEVERABILITY; PROVIDING FOR THE
REPEAL OF ALL ORDINANCES OR PARTS OF ORDINANCES IN
CONFLICT HEREWITH; PROVIDING FOR INCLUSION IN THE VILLAGE
CODE; AND, PROVIDING FOR AN EFFECTIVE DATE
be placed on first reading and read by title alone. Vice Mayor
Vastola seconded the motion.
During discussion and by consensus, language was added on Page 1,
§(5) to state an exception permitting guests to stay in equipment
for said five (5} day period in any fourteen (14) day period.
Thereafter, the motion passed 3-2, with President Pro Tem Atwater,
Vice Mayor Vastola and Mayor Marks voting aye, and Councilman
' Valente and Councilman Pierman voting nay.

BILL 733 (ORD. 26-93) - ANNEXATION OF BENJAMIN SCHOOL PARCEL -
PLACED ON FIRST READING
Councilman Pierman moved that Bill 733 (Ordinance 26-93) entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA,
ANNEXING TO THE VILLAGE CERTAIN AREAS OF PROPERTY;
PROVIDING A LEGAL DESCRIPTION OF THE PROPERTY PROPOSED TO
BE ANNEXED; REDEFINING THE BOUNDARIES OF THE VILLAGE TO
INCLUDE SAID PROPERTY; AND PROVIDING AN EFFECTIVE DATE
be placed on first reading and read by title alone. Councilman
Valente seconded the motion, and all present voted aye.

Councilman Pierman moved that Bill 734 entitled:

BEACH COUNTY ZONING DISTRICT CG TO NORTH PALM BEACH
ZONING DISTRICT R-2, MULTIPLE FAMILY DWELLING DISTRICT

Vastola seconded the motion, and all present voted aye.
RESOLUTION 53-93 ADOPTED - UNFUNDED FEDERAL MANDATES
Councilman Valente moved that Resolution 53-93 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
NORTH PALM BEACH, FLORIDA, SUPPORTING AND ENDORSING THE
EFFORTS OF THE FLORIDA LEAGUE OF CITIES TO EDUCATE STATE
AND LOCAL GOVERNMENT REPRESENTATIVES AND CITIZENS
CONCERNING THE IMPACT OE FEDERAL MANDATES AND THE BURDENS
THEY PLACE UPON FLORIDA'S CITIZENS; AND, PROVIDING FOR AN
EFFECTIVE DATE HEREOF.

SIGN APPEAL BY CUSHMAN FRUIT COMPANY DENIED
Vice Mayor Vastola moved to uphold the Planning Commission's
decision to deny the sign application submitted for Cushman Fruit
Company, 204 N. U. S. Highway One, North Palm Beach. Councilman
Valente seconded the motion. The motion passed 4-1, with Vice
Mayor Vastola, Councilman Valente, President Pro Tem Atwater and
Mayor Marks voting aye, and Councilman Pierman voting nay.
ADJOURNMENT
There being no further business to come before the Council, the
meeting adjourned at 8:40 p.m.
