VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA

ROLL CALL
Mayor Gardner called the meeting to order at 8:50 p.m. All members
of Council were present. All members of staff were present.
Mayor Gardner announced that, due to the length of the Public
Hearing on the budget, the Regular session recessed prior to this
Public Hearing would reconvene on Thursday, September 19, 1991 at
7:30 p.m. in the Council Chambers of the Village Hall.
PURPOSE OF PUBLIC HEARING
The purpose of the Public Hearing was to hear comments from the
public concerning the following proposed ordinances:
BILL 658 - ZONING FOR PROSPERITY HARBOR NORTH. A proposed

ordinance rezoning a recently annexed parcel of land from Pa m
Beach County Zoning District RS to R-1 Single Family Dwelling
District.
BILL 659 - PLANNED UNIT DEVELOPMENT - PROSPERITY HARBOR NORTH. A
proposed ordinance creating a Planned 'Unit Development-known as
Prosperity Harbor North upon certain lands located within the
Village of North Palm Beach.
BILL 660 - REZONING FOR PROSPERITY HARBOR SOUTH. A proposed
ordinance rezoning"a parcel of land from R-2 Multiple Family
Dwelling District and R-3 Apartment Dwelling District to R-1 Single
Family Dwelling District.
BILL 661 - PLANNED UNIT DEVELOPMENT - PROSPERITY HARBOR,SOUTH. A
proposed ordinance creating a Planned Unit Development known as
Prosperity Harbor South upon certain lands located within the
Village of North Palm Beach.

Legal notice of the Public Hearing was published in the Palm Beach
Post on September 1, 1991.
COMMENTS FROM THE PUBLIC
Ruth Ann Cimbrik, 1000 Prosperity Farms Road, North Palm Beach,
voiced her opposition to the proposed Planned Unit Developments by
Linpro, Florida, Inc. Mrs. Cimbrik feels that it would establish
a separate walled enclave in a community that they said they wish
to be a part of. She also is concerned about the "passive park,"
and what that means, since she lives in close proximity to it and
will be directly affected by it.
Frank J. Cimbrik, 1000 Prosperity Farms Road, North Palm Beach
expressed his opposition to gated communities. He also stated that
he feels a lot of accommodations are being made to the developer
for a gated community that will never be seen, such as changing lot
sizes. He does not feel it will benefit the Village of North Palm
Beach.
Vivian Dale, 737 Teal Way;,NOrth Palm Beach, addressed the Council
with her concerns about jeopardizing the environment. She feels
' that the development as proposed would be an asset to the Village,
but should not be done at the expense of the environment. She
feels the environment should be carefully guarded, and asked the
Council to take that into consideration.
Marty Evans, 941 Westwind Drive, North Palm Beach, advised the
Council of his opposition to the proposed annexation for Prosperity
Harbor North and the approval of Prosperity Harbor South because of
the costs involved with such developing and also because the
environment would be endangered.
Geraldine Meno, representing Antoinette and Walter Vollmer of 2389
Monet Road, North Palm Beach, expressed support of the proposed
Linpro development, providing that all environmental standards be
met. Mrs. Vollmer, who is a realtor, believes that planned
development would be advantageous to the Village, and would prevent
helter-skelter building.
Josh Murray, 1037 Country Club Drive, stated that he strongly
supports the Linpro proposal for Planned Unit Developments, as well
as the construction of finger canals within, providing it can be
done without any detrimental environmental effect.
Al Moore, 437 Oyster Road, stated his concerns regarding the Linpro
developments, citing the lack of open space in Prosperity Harbor
' North. He also stated that the developments as proposed and
changed lot sizes would violate the Comprehensive Plan as well as
the Code of Ordinances.

Neils Petersen, 2615 Wabash Drive, spoke in opposition to the
Linpro developments, voicing his concerns regarding the destruction
of wildlife and vegetation, and also salt water intrusion that may
result.
There being no further business to come before the Council, the
meeting adjourned at 9:20 p.m.
