VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA

ROLL CALL
Mayor Marks called the Special Meeting to order at 7:45 p.m. All
members of the Council and Staff were present.
NAGS CONTRACT
President Pro Tem Pierman moved to table this item until Thursday,
October 25, 1990, so that changes could be incorporated into the
contract. The motion was seconded by Councilman Moore, and all
present voted aye.
ATTORNEY GENERAL'S OPINION
Councilman Moore moved to direct the Village Attorney to seek the
Attorney General's opinion concerning the transcription of minutes
of a dialogue between two Councilmen on September 17, 1990. The
' motion was seconded by Councilman Grinn. The motion passed 4 to 1,
with Councilman Moore, Councilman Grinn, Mayor Marks and Vice Mayor
Gardner voting aye, and President Pro Tem Pierman voting nay.
HALLOWEEN TRICK OR TREATING WITHIN THE VILLAGE
President Pro Tem Pierman moved to declare that the tradition of
Halloween trick or treating by the children in the Village of North
Palm Beach be observed on Saturday, October 27, 1990 from 2 p.m.
until 5 p.m., as a safeguard against the encephalitis threat.
Councilman Grinn seconded the motion, and all present voted aye.
Staff was directed to publicize this in various newspapers.
Additionally, it was the consensus of Council that the "Haunted
Forest," sponsored by the Recreation Department and scheduled for
Tuesday, October 30th, shall be over by 6:00 p.m.
Councilman Grinn informed the Council that the County Commission
will be meeting on Tuesday, October 30, 1990 to discuss
beautification of Prosperity Farms Road. He also stated that the
Village may be asked to make a contribution to this project.
There being no further business to come before the Council, the
meeting was adjourned at 8:05 p.m.
