VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA

ROLL CALL
Mayor Marks called the Special Meeting to order at 5:35 p.m. All
members of the Council were present. George Baldwin, the Village
Attorney, was not present.
PURPOSE OF SPECIAL MEETING
The purpose of the Special Meeting was to address certain Country
Club matters.
TEE TIMES
Vice Mayor Gardner moved to establish a policy regulating tee time
reservations. Councilman Moore seconded the motion for discussion.
After a lengthy discussion concerning a computerized program for
tee time scheduling, Vice Mayor Gardner made a motion to accept one
of the bids that comes in next week for a computerized Tee Time
System and get the money from Country Club Contingency fund,
Country Club Surplus, or Unallocated Reserves. This motion was
seconded by President Pro Tem Pierman for discussion.
Councilman Moore pointed out during discussion that since there was
not a line item to accommodate this purchase, it should not have
been put out to bid, and therefore the motion was improper.
Thereafter, Vice Mayor Gardner made a motion, seconded by President
Pro Tem Pierman, that the Village Manager shall draft an Ordinance
establishing a line item for the purchase of a computer. The
motion passed 4 to 1, with Mayor Marks, Vice Mayor Gardner,
President Pro Tem Pierman, and Councilman Moore voting aye, and
Councilman Grinn voting nay.
MEMBERSHIP CAP AND COUNTRY CLUB FEES
Vice Mayor Gardner moved to establish a policy concerning
membership cap and Country Club fees for Fiscal Year 1990-91. The
motion died for lack of a second.
Vice Mayor Gardner then moved that the Village Manager present his
recommendations to Council regarding membership cap and membership
fees for Council to approve or disapprove. Councilman Moore
seconded the motion for discussion. After discussion, the motion
' passed 5 - 0.
REPORT ON CONDITION OF NPB COUNTRY CLUB GOLF COURSE
Councilman Moore made a motion to discuss action on verbal report
given by golf course Superintendent Bill Lanthier concerning the
condition of the golf course. The motion was seconded by President
Pro Tem Pierman. Mr. Lanthier reported that the two major problems
he faces is the lack of rain and the wear areas, caused by heavy
traffic. Mr. Lanthier has submitted a variance request to allow
more frequent watering. Better rule enforcement for cart users and
extensive cart paths would alleviate traffic stress. Last Monday

afternoon and next Monday afternoon the course will be closed for
basic maintenance.
The Village Manager will contact the South Florida Water Management
District immediately regarding permission to use more water, since
what we don't use is dumped over the locks and into the Barman
River, ultimately going to the ocean.
' Another alternative would be to use' effluent water provided by
Seacoast, thereby eliminating watering restrictions. Some areas
are not covered by the irrigation system. These are areas that
were originally designated as natural sand areas by the architect.
Originally all the muck was removed and the sand soil does not
retain water well. Some fairways are uneven and need soil.
Aeration is needed. The Village Manager and the Village Attorney
will review the contracts between the Village and McCUmber and the
Village and Kenova Construction to determine if the failure of the
irrigation system might be their responsibility.
Mayor Marks adjourned the meeting at 7:05 p.m.
