Mayor Norris called the meeting to order at 8:56 p.m. All members of Council were present.
All members of staff were present.
DRAFT MASTER PLAN AND IMPLEMENTATION STRATEGIES
Mr. Kelly noted that during discussion of the draft Master Plan on August 11, 2016, the Council
requested that Treasure Coast Regional Planning Council ( TCRPC) prepare a schedule of the order
and timeline for completing recommended projects, and provide more information on the types of
development incentives that could be offered.
Dana Little, TCRPC Urban Design Director, presented the Final Draft of the Master Plan and
discussed implementation projects and timelines.
Mr. Little described the Master Plan as an aspirational document comprised of ideas, illustrations,
and policy recommendations that reflect the desires and visions of the community. Mr. Little
explained the Master Plan is meant to be a living document that can be adjusted as necessary,
based on the ongoing dialog between the community, staff, and Village Council. Mr. Little noted the
Master Plan is not intended to be a regulatory document and Council support and adoption of
the Master Plan does not obligate the Village to implement the ideas and concepts exactly as
expressed in the Plan.
Mr. Little reviewed the recommended implementation schedule, initial projects, and timeframes;
six primary categories were identified:
• Village Land Development Documents
• Environmental and Safety
• Beautification
• Transportation and Mobility
• Recreation and Waterfront
• Housing and Redevelopment
Recommended projects were prioritized in each category, along with the key tasks required to
implement the project and the estimated timeline for each task within the next five years.
Regarding the U.S. Highway One lane elimination proposed by TCRPC, Mr. Little explained
that TCRPC would finalize the traffic and feasibility analyses and issue its report in 2017, so that
the Council can determine whether or not to move forward with this project.
Mr. Little described a form -based code and discussed the differences between it and a conventional
zoning code. Mr. Little detailed the advantages of using a form -based code.

/ Mr. Little discussed ways to encourage development on the Village's terms, such as limited duration
zoning incentives and other potential development incentives.
Discussion tools place concerning adoption and implementation of the Master Plan. Discussion
ensued regarding a zoning in progress. Consideration of adopting a zoning in progress will be held
in conjunction with future discussions on amendments to the Village's land development codes.
Consensus of Council was to move forward with adoption of the Master Plan, and to include the
implementation plans as presented by Mr. Little, as well as descriptive information on a form -based
code versus a conventional zoning code in the plan document.
A resolution adopting the Master Plan will be placed on the next Regular Session agenda.
