Mayor Pierman called the Regular Session to order at 7:30 p.m. All
members of the Council were present except Vice Mayor Gardner, who
arrived at 8:34 p.m. All members of the staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
President Pro Tem Marks gave the invocation and Councilman Moore
led the Council and the public in the Pledge of Allegiance to the
Flag.
APPROVAL OF MINUTES
The Minutes of Regular Session held Thursday, February 22, 1990
were approved as written.
REPORT OF THE MAYOR
A proclamation from the members of NAMAC (Northern Area Mutual Aid
Consortium) was presented to retired Fire Chief Frank Sulkowski of
Riviera Beach for his many years of dedicated service to that city
and for his response to the needs of others in adjacent
municipalities.
Mayor Pierman, on behalf of the Village, presented a proclamation
entitled "Red Cross Month" to Harry Leckler, Board of Directors of
the Red Cross.
Mayor Pierman accepted a plaque for Lynne Raha for her dedicated
service on the Recreation Advisory Board. Lynne was unable to
attend the meeting to accept the plaque personally.
Mayor Pierman, on behalf of the Village, presented to Mr. C. R.
O'Meilia the 1989 President's Award from the Building officials
Association of Florida.
ACCEPTANCE OF MINUTES
The Minutes of Police & Fire Pension Board Meeting held January 5,
1990 were sent back to the Board for clarification of the survey
which was attached to the minutes. Council wanted to know who made
the survey and how many people participated in it.

RECOMMENDATIONS OF ADVISORY BOARDS
Councilman Valente moved to postpone all recommendations from the
Regular Meeting of the Country Club Advisory Board held February
20, 1990 until all members of the Council were present. The motion
died for lack of a second.
' Councilman Moore moved to deny the recommendation of the Country
Club Advisory Board that Item B, Page 2 (2/19/90 RCA to Village
Council from Dennis Kelly) be initiated for the immediate
acquisition of the Xeta computerized system for tee times. The
motion was seconded by President Pro Tem Marks and all present
voted aye.
President Pro Tem Marks moved to accept the recommendation of the
Country Club Advisory Board that the Pratt & Whitney Tuesday
evening golf league be permitted to play at 4:30 p.m. from May 1 to
October 1 for a fee of $15 per player, per week, which includes use
of half a cart for nine holes. The Pro Shop must be used for
prizes. One complete payment by League Secretary to cover all
charges to be made to Golf Pro for day of play. The motion was
seconded by Councilman Valente.
Upon further discussion, Councilman Moore moved to table the
aforementioned recommendation until further information is
received. The motion was seconded by Councilman Valente and all
present voted aye.
Councilman Moore moved to table the recommendation of the Country
Club Advisory Board that Council reinstate a once-a-month Mixed
Event at the North Palm Beach Country Club to be run by the Pro
Shop, limited to 100 players, from 8:30 a.m. - 10:30 a.m. The
motion was seconded by Councilman Valente and all present voted
aye.
Councilman Moore moved to deny the recommendation of the Country
Club Advisory Board that the Palm Beach County Publinks Golf
Association be permitted to conduct the second round of the PBCGA
Championship Game at the North Palm Beach Country Club on Sunday,
May 6, 1990, from 7:00 a.m. to 11:00 a.m. The field is not to
exceed 120 players and is limited to members of the PBCGA.
Furthermore, it is recommended that each player pay a fee of $10
for one half cart, with tee times assigned by the Golf Pro. Prizes
are to be purchased from the Country Club Pro Shop. This
tournament is not designated as one of the Pro's five annual
allotted tournaments. The motion was seconded by Councilman
Valente and all present voted aye.
ORDINANCE NO. 1-90 ADOPTED
Councilman Valente moved that ordinance No. 1 entitled:
AN ORDINANCE OF THS VILLAGE OF NORTH PALM BEACH, FLORIDA,
ANNEXING TO THE VILLAGE CERTAIN AREAS OF PROPERTY; PROVIDING
A LEGAL DESCRIPTION OF THS PROPERTY PROPOSED TO BE ANNEXED;
' REDEFINING THE BOUNDARIES OF THE VILLAGE TO INCLUDE SAID
PROPERTY; AND PROVIDING AN EFFECTIVE DATE
be placed on second reading and read by title alone. The motion
was seconded by President Pro Tem Marks, with Mayor Pierman,
President Pro Tem Marks and Councilman Valente voting aye and
Councilman Moore voting nay. Vice Mayor Gardner had not yet
arrived at the meeting.
Councilman Valente moved that ordinance No. 1-90 be adopted. The
motion was seconded by President Pro Tem Marks and passed 4-1, with

BILL 590 PLACED ON SECOND READING & ADOPTED AS ORDINANCE 4-90
Councilman Valente moved that Bill No. 590 entitled:
AN ORDINANCE OF THS VILLAGE OF NORTH PALM BEACH, FLORIDA,
ADOPTING THE STANDARD BUILDING, GAS, MECHANICAL, AND PLUMBING
CODES, 1988 EDITION, AND THS COUNTYWIDE AMENDMENTS THERETO,
PROVIDING FOR REPEALS OF LAWS OF CONFLICT; PROVIDING FOR
INCLUSION IN THE CODE; PROVIDING FOR SSVSRABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE
be placed on second reading and read by title alone. The motion
was seconded by Vice Mayor Gardner and all present voted aye.
President Pro Tem Marks moved that Bill No. 590 be adopted as
ordinance No. 4-90. The motion was seconded by Councilman Valente
and all present voted aye.

THE HOUSING CODE FOR THE VILLAGE, BY ADOPTING BY REFERENCE
THERETO THE STANDARD HOUSING CODE, 1988 EDITION, AND SETTING
FORTH AMENDMENTS TO SAID STANDARD HOUSING CODE

Councilman Moore moved that Bill No. 591 be adopted as Ordinance
No. 5-90. The motion was seconded by President Pro Tem Marks and
all present voted aye.

Councilman Valente moved that Bill No. 593 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA,
AMENDING CHAPTER 12 OF THE VILLAGE OF NORTH PALM BEACH CODE,
THE FIRE PREVENTION CODE FOR THE VILLAGE, BY ADOPTING BY
REFERENCE THERETO THE STANDARD FIRS PREVENTION CODE, 1988
EDITION, AND THE LIFE SAFETY CODE, 1988 EDITION, A3 PUBLISHED
BY THE NATIONAL FIRE PROTECTION ASSOCIATION AND SETTING FORTH
AMENDMENTS TO SAID STANDARD FIRS PREVENTION CODE; PROVIDING
FOR THE REPEAL OF ALL ORDINANCES OR PARTS OF ORDINANCES IN

FLORIDA, FOR THS PURPOSE OF ERECTING, CONSTRUCTING,

RESOLUTION NO. 6-90 ADOPTED
Vice Mayor Gardner moved that Resolution No. 6-90 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORIDA, URGING THS BOARD OF COUNTY COMMISSIONERS OF PALM
BEACH COUNTY NOT TO REPEAL ORDINANCE NO. 72-8, WHICH HAD
PROVIDED FUNDING BY PALM BEACH COUNTY FOR SCHOOL CROSSING
GUARDS WITHIN MUNICIPALITIES; PROVIDING AN EFFECTIVE DATE
be adopted. The motion was seconded by Councilman Moore and all
present voted aye.
There being no further business to come before the Council, the
meeting was adjourned at 8:55 p.m.
