VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA

THURSDAY, SEPTEMBER 14, 1989

Mayor Pierman called the Public Hearing to order at 7:00 p.m. All members of
the Council were present except Councilman Valente who arrived at 7:04 p.m. All
members of the staff were present. Also present was Shaukat Rhan, Finance
Director.
The purpose of the Public Hearing is to hear the comments of the public
concerning the proposed 1989-90 operating budget, including the North Palm Beach
Country Club.
There was no legal notice of this Public Hearing published. The TRIM (Truth in
Millage) bill stipulated that the Palm Beach County Tax Assessor send out a
Notice of Proposed Property Taxes to every owner of real property in the County.
Therefore, it was not necessary for the Village to publish legal notice of this
Public Hearing in the newspaper.
' Mr. Kelly, Village Manager, did an overview of the proposed operating budget for
fiscal year 1989-90.
The Mayor asked for comments from the public on the proposed budget.
The following persons posed several questions concerning the proposed 1989-90
budget:

536 Greenway Drive
Their questions were answered by the Village Council and the Village Manager.
The Public Hearing was recessed at 7:30 p.m. so that the Mayor could call the
Regular Session of the Village Council to order. The Public Hearing was
reconvened at 7:33 p.m.
Capt. James Montgomery, 106 Easterly Road, asked if there was anything factored
into the budget for the increase in assessments. He also said that according
to his figures, there was a 7.56$ surplus in taxes and he asked what we are going
to do with that. He was told there was nothing factored into the budget for the
t increase in assessments, and that the Village is not creating any surplus because
of the tax increase.
Mr. W. C. Ingersoll, 725 Teal Way, asked to whom he could complain about his
increase in taxes due to the increase in the assessment of his property. He was
told to contact Rebecca Walker, Property Appraiser's office. He was also told
that only $161.00 of his increase in taxes was the Village portion.
Harry Rane, Harbor Towers Condominium, asked why there was such an increase in
the General Services Department budget. He was told it was due to the transfer
of the insurance line item to General Services from the Finance Department. He
was also told he would be provided with a xerox copy o£ the breakdown.

There being no further business to come before the Council, the Public Hearing
was adjourned at 8:03 p.m.
