ROLL CALL
Mayor Pierman called the Regular Session to order at 7:35 p.m. All
members of the Council were present except Councilman Moore who is
on vacation. All members of the staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
President Pro Tem Marks gave the invocation and Councilman Valente
led the Council and the public in the Pledge of Allegiance to the
Flag.
APPROVAL OF MINUTES
The following minutes were approved as written:

PROCLAMATION - "FIREFIGHTER MEMORIAL SUNDAY"
Mayor Pierman read and signed Proclamation on "Firefighter Memorial
Sunday" and presented it to Fire Chief J. D. Armstrong. There were
several of the volunteer firefighters and members of the auxiliary
in the audience, and Mayor Pierman recognized each one individually
and thanked them for the excellent job they are doing for the
Village.

RECOMMENDATION OF RECREATION ADVISORY BOARD POSTPONED UNTIL OCTOBER
26, 1989 COUNCIL MEETING
Councilman Valente moved to postpone the recommendation of the
Recreation Advisory Board that the locks at the pool be changed,
so that the five or more people who currently have keys and are
using the pool in off hours are denied further use at those times,
until the Regular Session of the Village Council of October 26,
1989. The motion was seconded by President Pro Tem Marks and
passed unanimously.

BILL NO. 580 TABLED UNTIL NOVEMBER 9, 1989 COUNCIL MEETING
Vice Mayor Gardner moved that Bill No. 580 entitled:
AN ORDINANCE OF THS VILLAGE OF NORTH PALM BEACH, FLORIDA,
' ANNEXING TO THE VILLAGE CERTAIN AREAS OF PROPERTY; PROVIDING
A LEGAL DESCRIPTION OF THE PROPERTY PROPOSED TO BE ANNEXED;
REDEFINING THE BOUNDARIES OF THE VILLAGE TO INCLUDE SAID
PROPERTY; AND PROVIDING AN EFFECTIVE DATE
be placed on second reading and read by title alone. The motion
was seconded by President Pro Tem Marks.
During the discussion on the motion Mr. Larry Smith, Attorney for
Milling Marina, asked that Council take no action on bill No. 580
until November 9, 1989. Thereafter Councilman Valente moved to
table Bill No. 580 until the Regular Session of the Village Council
of November 9, 1989. The motion was seconded by President Pro Tem
Marks and all present voted aye.
AMENDMENT TO PURCHASING REGULATIONS
Councilman Valente moved to amend Section 5.01 of the Purchasing
Regulations as follows: "For all purchases of $200.00 or more, the
purchase order will be used." The motion was seconded by President
Pro Tem Marks and passed unanimously.
MGA/WGA PROPOSED SCHEDULES FOR FISCAL YEAR 1989-90
Mayor Pierman passed the gavel to Vice Mayor Gardner and moved to
reconsider the MGA/WGA Proposed Schedules for Fiscal Year 1989-90.
The motion was seconded by President Pro Tem Marks and passed 3-1,
with Mayor Pierman, President Pro Tem Marks and Councilman Valente
voting aye and Vice Mayor Gardner voting nay.
Mayor Pierman moved to consider the WGA and MGA schedules for
Fiscal Year 1989-90 separately. Vice Mayor Gardner passed the
gavel to President Pro Tem Marks and seconded the motion. The
motion failed 2-2, with Mayor Pierman and Vice Mayor Gardner voting
aye and President Pro Tem Marks and Councilman Valente voting nay.
President Pro Tem Marks returned the gavel to Mayor Pierman.
Councilman Valente moved to approve the MGA and WGA schedules for
fiscal year 1989-90 to include recognized tournaments; this action
includes changing the WGA's Fall Classic from November 8, 9 and 10
to December 6, 7 and 8. Said schedules for MGA not to exceed 52
days, primarily Tuesdays, with nine additional days for special
events as identified and listed in the proposed schedule, for a
total of sixty-one days; the WGA schedule is for fifty-two days,
primarily Wednesdays, for two three-day special events as listed
in their proposed schedule for 1989-90, for a total of fifty-eight
events. The motion was seconded by President Pro Tem Marks and
failed 3-1, with Mayor Pierman, President Pro Tem Marks and
' Councilman Valente voting aye and Vice Mayor Gardner voting nay.
WORKER'S COMP SETTLEMENT CLAIM - ROBERT ROBINSON
Councilman Valente moved to accept the settlement offer for
Worker's Comp claim for Robert Robinson in the amount of $4,000.00
to the claimant and $1,000.00 for attorney fees, both of which are
to be paid by the insurance carrier. The motion was seconded by
President Pro Tem Marks and all present voted aye.
APPOINTMENT OF COORDINATING COUNCIL REPRESENTATIVE AND ALTERNATE
President Pro Tem Marks moved to place on the floor the appointment

of one representative and one alternate representative to the
Coordinating Council of NAMAC (Northern Area Mutual Aid
Consortium). The motion was seconded by Vice Mayor Gardner.
Council unanimously concurred that Mayor Pierman be appointed as
the representative and that the Village Manager, or his designee,
be appointed as the alternate representative.
Thereafter Council voted on the main motion which passed
unanimously.
ADJOURNMENT
There being no further business to come before the Council, the
meeting was adjourned at 8:45 p.m.
