MINUTES OF SPECIAL MEETING

Mayor Pierman called the Special Meeting to order at 6:15 p.m. Ail members of
the Council were present except Vice Mayor Gardner. The Village Manager and the
Village Clerk were present.
President Pro Tem Marks moved to enter into an agreement with Burco Industries
for tee signs. The motion was seconded by Councilman Valente and passed
unanimously.
Councilman Moore moved to accept the terms and conditions of benefits for the
hiriny of a Gol£ Pro (per memo from Bennis W. Kelly, dated July 25, 1989, copy
of which is attached to the minutes of this meeting}, The motion was seconded
by Councilman Valente and passed unanimously.
' Councilman Moore moved to enter into an agreement with Burco Industries for
scorecards. The motion was seconded by Councilman Valente and passed
unanimously.
The Minutes of Special Meeting of the Country Club Advisory Board held July Z5,
1989 were accepted as written.
Councilman Moore moved to deny the recommendation of the Country Club Advisory
Board that X3,000.00 be allocated to realign the 17th tee and cart path in
accordance with the recommendation of the architect. The motion was seconded
by Councilman Valente and passed unanimously.
Council had to defer the remaining three recommendations of the Country Club
Advisory Board until the Regular Session of August 10, 1989, because this meeting
had to be adjourned so that Council could start the budget workshop scheduled
for this evening promptly at 7:00 p.m.
The meeting was adjourned at 6:55 p.m.

SUBJECT: GOLF PRO JOB DESCRIPTION AND-TERMS
AND CONDITIONS OF BENEFITS

This is a follow-up to the Request for Council Action regarding a
Golf Professional draft job description in your packets. After
carefully surveying the areas of municipal courses, staff was able
to develop a rough outline of various benefits we think would be
applicable to the North Palm Beach operation. The following is
recommended:
A. SALARY - a minimum salary range of between $15,000 to
$20,000 per year (negotiable).
B. PRO SHOP - that all commissions/profits go to the Pro from
the Pro Shop. Any prizes generated for tournaments be
channeled through the Pro Shop with either direct gifts or
through gift certificates. If the gift certificates are
used, all certificates carry a "void after 90/120 days"
restriction.
C. LESSONS - that the Pro be required to provide lessons
outside of operating the Pro Shop and the course during
certain fixed hours.
D. BAG STORAGE - that the Pro receive all bag storage income
provided specific minimum services are provided in the
fee.
In talking with the PGA, staff learned there are four basic types
of golf pros. They are the Administrative Pro, Merchandising Pro,
Teaching Pro and a Service Pro. The last description, Service
Pro, is a combination of the first three. It appears the needs of
the Village are to hire a Service Pro to cover the three -basic
areas of service described as administration, merchandising and
teaching. Couched in -this is the entire concept of golf course
operations. .This is a staff definition that includes budget
preparation, budget implemenation, personnel management, and other
duties and responsibilities as outlined in the draft job
description.

In order to meet this definition of a Service Pro the above recom-
mended benefits, with an appropriate job description, should be
accompanied with the following parameters:
A. In light of the prospect that the Golf Pro is a municipal
employee, a base salary would be appropriate in order to
allow the Pro to enjoy the benefits of the municipality's
fringes (i.e. pension, group health, life insurance,
etc.). It is estimated the fringes total approximately
$3,900 in value.
B. In the course of operating the Pro Shop, if the Village
desires to share in the profits or receive some type of
percentage of sales from the Pro $hop, then it is
recommended that such a commission percentage be taken
from the gross in order for the Pro to declare that as an
operating expense.
C. In the course of providing lessons it is recommended the
Pro be required to operate the Pro Shop and have direct
control of the operations of the starting shack and those
related responsibilities from 8:00 a.m. to 12:00 p.m.,
Monday through Friday. Lessons would be taught outside of
those hours and days. This would establish a consistent
routine time frame by which golfers, staff, administra-
tion, etc. could locate and contact the Pro during the
day.
D. There are 117 spaces available for bag storage, with the
potential of expanding or creating 8 new places with some
minor modifications to the room which could total 125
storage spaces. As of this writing, bag storage was
$68.25 (including tax) annually. It was determined that
the previous Pro far exceeded the 125 limit capacity in
the room and stored far more than the 117 spaces
available. Included in the bag storage would be a speci-
fic service of shoe cleaning and club cleaning as part of
the annual cost. It is recommended the Pro be allowed to
set whatever annual rent for bag storage that he would
feel appropriate at the time.
Based on the above and assuming the maximum end of the range of
$20,000 per salary, $10,000 net per year for the Pro Shop and,
$6,000 net for lessons and at 125 spaces x $68.25 for bag storage,
another $8,500, the Golf Pro could realize an annual income of
approximately $44,500 on the high side and $39,500 on the low
side (based on $15,000 or minimum range for salary). It is
believed, based on staff survey of the surrounding area, that this

would be a comparable and competitive salary and fringe benefit
package (personnel fringes were not included in these numbers).
It is recommended Council authorize the Village Manager to proceed
advertising for the position of Golf Professional as determined by
the finalized job description and that these terms and parameters
be made an integral part of the job description within the terms
and parameters outlined above.
