MINUTES OF REGULAR SESSION

Mayor Pierman called the Regular Session to order at 7:33 p.m. All members of
the Council and the staff were present.
Councilman Valente gave the invocation and Mayor Pierman led the Council and the
public in the Pledge of Allegiance to the Flag.
The following minutes were approved as written:

Councilman Moore moved to accept the resignation of Mr. Herbert L. Gildan,
Village Attorney, effective when a replacement is found. The motion was seconded
by Vice Mayor Gardner and passed unanimously.
The following minutes were accepted as written:

President Pro Tem Marks moved to approve the recommendation of the Country Club
Advisory Board that MGA and WGA have their regular schedule days on Tuesday and
Wednesday with no outside events during the months of October through March.
The motion was seconded by Vice Mayor Gardner and failed 2-3, with Vice Hayor
Gardner and Councilman Moore voting aye, and Mayor Pierman, President Pro Tem
Marks and Councilman Valente voting nay.
Councilman Valente moved to approve the recommendation of the Country Club
Advisory Board that on Tuesdays and Wednesdays there are double shotgun events
with the second shotgun allocating ten (10) tee assignments to walk-ons and
twenty-six (26) tee assignments to members. The motion was seconded by
Councilman Moore and passed unanimously.
Vice Mayor Gardner moved to approve the recommendation of the Country Club
Advisory Board that the purchase of the tee time system presented by the Xeta
Corporation be considered and that the parameters for operating the system be
established at a later date. The motion was seconded by President Pro Tem Marks
and passed 4-1, with all present voting aye except Councilman Moore who voted
nay.
President pro Tem Marks moved to approve the recommendation of the Country Club
Advisory Board that Council accept and approve the recommendations contained in
the Utilization Report of the Country Club Advisory Board. (copy of which is
attached to the minutes of their 8/1/89 meeting; also copy attached to the
minutes of this meeting). The motion was seconded by Vice Mayor Gardner. During

the discussion, Vice Mayor Gardner withdrew his second and President Pro Tem
Marks withdrew his motion.
Councilman Valente moved to postpone the aforementioned recommendation until
the next regular session of the Village Council (August 24, 1989). The motion
was seconded by Vice Mayor Gardner and passed unanimously.
Councilman Valente moved that Bill No, 575 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE
NORTH PALM BEACH COUNTRY CLUB BUDGET FOR FISCAL YEAR 1958-89 BY
APPROPRIATING FUNDS FOR VARIOUS MACHINERY AND EQUIPMENT, AND PORTABLE
RADIOS FOR THE GOLF COURSE MAINTENANCE DEPARTMENT
be placed on second reading and read by title alone. The motion was seconded
by President Pro Tem Marks and all present voted aye.
Councilman Valente moved that Bill No. 575 be adopted as Ordinance No. 16-89.
The motion was seconded by President Pro Tem Marks and all present voted aye.
Councilman Moore moved that Bill No. 576 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE
NORTH PALt4 BEACH COUNTRY CLUB BUDGET FOR FISCAL YEAR 1988-89 BY
APPROPRIATING FUNDS FOR THE EMPLOYEE BENEFIT GROUP PLAN
be placed on second reading and read by title alone. The motion was seconded
by Vice Mayor Gardner and all present voted aye.
Vice Mayor Gardner moved that Bill No. 576 be adopted as Ordinance No. 17-89.
The motion was seconded by Councilman Moore and all present voted aye.
Bill No. 577 was removed from the agenda because a motion had been made by
Councilman t4oore, seconded by Vice Mayor Gardner, and passed unanimously at the
July 27, 1989 Regular Session of the Village Council that this bill be tabled
until after we have completed Bill No. 574 (revision to the Sign Ordinance}.
President Pro Tem Marks moved that Resolution No. 22-89 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, ACCEPTING
THE BID OF COMPUTER GOLF SOFTWARE OF BOCA RATON FOR COMPUTER HARDWARE AND
SOFTWARE IN THE AMOUNT OF $3,300.00 FROM ACCOUNT N0. 41-572-311-66315
(COMPUTER HARDWARE & SOFTWARE)
be adopted. The motion was seconded by Councilman Valente and passed
unanimously.
Councilman Valente moved to extend golf course membership to Mr. Ray Howland,
retired Village Manager, the term to coincide with his pool and tennis
membership. During the discussion, President Pro Tem Marks withdrew his second
and, thereafter, Vice Mayor Gardner seconded by motion. The motion passed 3-2,
with Mayor Pierman, Vice Mayor Gardner and Councilman Valente voting aye, and
' President Pro Tem Marks and Councilman Moore voting nay.
There being no further business to come before the Council, the meeting was
adjourned at 9:15 p.m.

UTILI'LATION FINAL REPORT TO GOLF ADVISORY COMMITTEE

1. Both the MGA and the WGA must fill their morning shot-gun
completely. If not, the shot-gun will be filled by the
Pro in order to fully utilize the golf facilities and to
increase revenue. Players must vacate the course within
4~ hours after starting time.
2. The MGA and the WGA should not be given any special days
prior to April 1st. Further, no special days shall be
allowed on Sundays or_Thursdays. Sundays take away the
opportunity for the working people to play and Thursdays
are the highest income days.
3. For events after April 1st, the MGA and WGA must present-
their requests before the Advisory Committee for consider-
ations and advisements to the Village Council. All requests
for Special Events must be presented to the Advisory
Board at least 90 days in advance.
4. For working people who can only play on the weekends,
block starting times on Saturday morning should be
reserved for them. There must be at least two working,
people in each foursome; the other two may be members
or guests. Each worker must prove employment and
proper registration must be made with the Golf Pro.
5. No special events to be allowed on Thursdays or Sundays.
6. Walk-ons should be granted two (2) tee times per hour.
7. All classifications of golf membership be paid under - --
the Rule of 78.
8. All disability/death refunds be refunded under the
Rule of 78 per the following conditions:
Accepted Reasons for a Refund:-
1. Death
2. Loss of Limb
3. Loss of Vision
It is strongly recommended that if a golfers feels-that
his health is questionable or if he may change his
residence, in the coming year, that the golfer not purchase
a membership as no other requests for refunds will be
considered.
9. It will be the member's responsibility to fully read and
understand all Rules and Regulations prior to obtaining
a membership. Displeasure with the Rules is not an
acceptable reason for a refund request.
Each member must sign an acknowledgement of agreement to
abide by the rules before the membership will be processed.

10. Beginning April 1, 1990, the Club should offer summer
memberships, both single and family. The summer member-
would end September 30, 1990 and the costs are to be-
set after a study by the Advisory Board and approved
by the Village Council.
11. A day should be set aside, in the spring, for a golf
day for Village of North Palm Beach residents.
12. There will be no pro-ration or refund on locker rentals.
13. Two (2) additional cordless radios should be purchased;
one for the starter and one for the driving range.
