Mayor Valente called the Regular Session to order at 7:30 p.m. ROLL CALL
All members of the Council were present except Vice Mayor Marks
who arrived at 8:15 p.m. All membrers of the staff were
present .
Councilman Mays gave the invocation and President Pro Tem Pierman INVOCATION &
led the Council and the public in the Pledge of Allegiance to .the PLEDGE OF

Councilman Mundt moved that we accept the recommendation of the PLANNING
Planning Commission regarding adoption of the proposed amendment COMMISSION
to the sign ordinance. The motion was seconded by Councilman RECOMMENDATION

Councilman Mays moved that Ordinance No. 17-87 be adopted. The ORD. 17-87
motion was seconded by President Pro Tem Piertnan and passed ADOPTED
unanimously.
Councilman Mays moved that Bill No. 519 entitled: BILL 519

ADDING A CHAPTER TO 7.53E VILLAGE CODE CONCERNING FEES AND
COSTS FOR CHANGES TO THE VILLAGE COMPREHENSIVE PLAN

was seconded by President Pro Tem Piennan and passed
unanimously.
President Pro Tem Pierman moved that Bill No. 519 be adopted as BILL 519
Ordinance No. 18-87. The motion was seconded by Councilman Mundt ADOPTED AS

Councilman Mundt moved that Bill No. 520 be adopted as ordinance BILL 520
No. 19-87. The motion was seconded by Vice Mayor Marks and ADOPTED AS

Councilman Mundt moved that Bill No. 521 entitled: BILL 521

AMENDING THE NORTH PALM BEACH COUNTRY CLUB BURET FOR FISCAL & READ IN FULL
YEAR 1987-88 BY APPROPRIATION TRANSFER FROM THE ROF FUND FOR
THE PURCHASE OF NEW RIDING GREENSMOWER
be placed on first reading and read in full. The motion was
seconded by Vice Mayor Marks and passed unanimously.

Vice Mayor Marks moved that Bill No. 522 entitled:

AMENDING THE NORTH PALM BEACH COUNTRY CLUB BUDGET FOR FISCAL
YEAR 1987-$$ BY APPROPRLAT'IQ~7 TRANSFER FRCM THE ROF FUND FOR
THE PURCHASE OF THREE (3) CUTTING UNITS
be placed on first reading and read in full. The motion was
seconded by Councilman Mays and passed unanimously.
President Pro Tem Pierman moved that Bill No. 522 be placed on
second reading and read by title alone. The motion was seconded
by Councilman Mays and passed unanimously.
Councilman Mundt moved that Bill No. 522 be adopted as Ordinance
No. 21-87. The motion was seconded by Vice Mayor Marks and
passed unanimously.
The reason for these two emergency ordinances is that the
greensmower and cutting units are critically needed and the
Council has only one meeting at which to take action this month.
The second meeting was cancelled because of the -Thanksgiving
holiday.
Vice Mayor Marks moved that Resolution No. 38-87 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH
PALM BEACH, FLORIDA, AUTHORIZING THE ISSUANCE OF ~ $5,000
' REPLACEMENT IMPROVEMENT REVENUE BONDS, SERIES 1981, DATED
MARCH 1, 1981, NOS. 227 AND 228; AND PROVIDING AN EFFECTIVE
DATE
be adopted. The motion was seconded by Councilman Mundt and
passed unanimously.
Councilman Mays moved that Resolution No. 39-87 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORIDA, ACCEPTING THE BID OE' DeBRA TURF & EQUIPMENT
COMPANY, HOLLYWOOD, FLORILITI, FOR ONE JACOBSIN GREENSMOWER
IN THE AMOUNT OF $7,193.00 AND THREE CUTTING UNITS FOR THAT
MACHINE IN THE AMOUNT OF $2,175.00 ($725 PER UNIT) TO BE
EXPENDED FROM ACCOUNT NO. 41-572-111-66000 (CAPITAL)
be adopted. The motion was seconded by Vice Mayor Marks and
passed unanimously.
Councilman Mundt moved that Resolution No. 40-87 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORIDA, ACCEPTING THE BID OF DUFFY & LEE COMPANY, FT.
LAUDERDALE, FLORIDA, FOR SPIKEPROOF CARPETING - NORTH PALM
BEACH COUNTRY CLUB - IN THE AMOUNT OF $5,131.55, FROM
ACCOUNT N0. 41-572-112-66340 (GOLF SHOP - CARPETING)
be adopted. The motion was seconded by Councilman Mays and
passed unanimously.
Vice Mayor Marks moved that we authorize the Mayor to sign that
certain contract between the Village of North Palm Beach and Land
Management Research, Inc. for the purpose of assisting the
Village in the completion of the Comprehensive Plan update. The
motion was seconded by Councilman Mundt and passed unanimously.

Councilman Mundt moved that we use prior termination„procedures
for ,employees hired prior to July 28, 1977 in the compilation of
their sick time for pay purposes. The motion was seconded by
Vice Mayor Marks and passed unanimously.

Councilman Mundt moved to ratify and authorize the Mayor to sign PBA CONTRACT
the contract between the Palm Beach County Police Benevolent
Association and the Village of North Palm Beach for the period
October 1, 1987 to September 30, 1988, dependent on the prior
signature of the PBA Representative. The motion was seconded by
Vice Mayor Marks and passed unanimously.
Vice Mayor Marks moved that we approve the 1987-88 Village COUNCIL APPROVAL
e~loyees' holiday schedule (copy of which is attached to the OF 1987-88
minutes of this meeting). The motion was seconded by President EMPLOYEE HOLIDAYS
Pro Tem Pi.erman and passed unanimously.
Councilman Mundt moved to deny the appeal of the expansion of the ECONO-LODGE
Econo-Lodge, 757 U. S. 1, North Palm Beach, Florida, and approve EXPANSION
the action of the Planning Cor[¢nission sitting as the Appearance APPEAL DENIED
Board. The motion was seconded by Councilman Mays and passed
unanimously.
Councilman Mundt moved that we accept Schedule "C" as attached to MOTION RE
the Lease Agreement and proceed with a month to month lease with TEFCO LEASE
Tefco, Inc. The motion was seconded by Councilman Mays and AGREEMENT
failed 2-3, with Mayor Valente and Councilman Mundt voting aye, FAILED 2-3
and Vice Mayor Marks, President Pro Tem Pierman and Councilman
Mays voting nay.
Vice Mayor Marks moved to reconsider the previous vote. The
motion was seconded by Councilman Mays and passed 4-1, with
President Pro Tem Pierman opposed.
Thereafter Council voted on the previous motion which passed 4-1,
with President Pro Tem Pierman opposed.
There being no further business to cane before the Council, the
meeting was adjourned at 9:46 p.m.
