08-13-1987 VC REG-MMINUTES OF' REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, AUGUST 13, 1987 Present: Tan Valente, Mayor V. A. Marks, M. D., Vice Mayor Craig Mundt, Councilman Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Absent: Judy Pierman, President Pro Tem Kenneth H. Mays, D.M.D., Councilman Mayor Valente called the Regular Session to order at 7:30 p.m. All members of the Council were present except President Pro Tem Pierman, who is out of the country, and Councilman Ken Mays who is ill. All members of the staff were present. Vice Mayor Marks gave the invocation and Councilman Mundt led the Council and the public in the Pledge of Allegiance to the Flag. The Minutes of Regular Session held Thursday, July 23, 1987 were approved as written. The following minutes were accepted as written: ' Minutes of Regular Meeting of Planning Commission held July 7, 1987 Minutes of Bicentennial Constitution Committee held July 13, 1987 Minutes of Regular Meeting of North Palm Beach Country Club Advisory Board held July 21, 1987 Minutes of Country Club Study Carnnittee held July 30, 1987 Minutes of Code Enforcement Board Meeting held August 3, 1987 Ray Howland, Village Manager, addressed the Council concerning the letters, memorandums and other dissertations which have been attached to the Country Club Advisory Board minutes. He stated he had never seen minutes with such attachments before. In particular, he made reference to a personal letter to saneone, and the reply to that personal letter, which had been attached to the Country Club Advisory Board minutes. He stated that unless an advisory board votes to include a letter with their minutes, it doesn't belong there. ' He stated that these letters were being run off at the expense of the Village, since the Village's paper and copying machine were being used; also, many of the letters or memorandums were duplications of those already written and sent out by him. The Council concurred with the Village Manager and instructed the Chairman of the Country Club Advisory Board to make sure that there would be no attachments to their minutes in the future unless voted upon by the Board. MINUTES Minutes of Regular Session Held Thursday, August 13, 1987 Page 2 1 L 1 Vice Mayor Marks moved that Bill No. 514 entitled: AN ORDINANCE OF THE VILIAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE NORTH PAl'I~9 BEACH COUNTRY CLUB BULUET FOR FISCAL YEAR 1986-87 BY APPROPRIATION TRANSFER FROM THE ROF FUND FOR Tv~ AIR CONDITIONER WINDOW UNITS be placed on first reading and read by title alone. The motion was seconded by Councilman Mundt and passed unanimously. Councilman Mundt moved that we authorize the Mayor to sign that certain Agreement between TWoodgraphics, Garner, N. C., and the Village of North Palm Beach for installation of tee marker advertising benches on the golf course at the North Palm Beach Country Club. The motion was seconded by Vice Mayor Marks. Vice Mayor Marks moved to amend the motion as follows: that we table the agreement between Woodgraphics and the Village for the installation of tee marker advertising benches on the golf course at the North Palm Beach Country Club until October 22, 1987. The motion was seconded by Councilman Mundt and passed unanimously. Vice Mayor Marks moved that we transfer $17,000.00 from Account No. 10-534-033-34340 (Solid Waste Disposal) to Account No. 10-534-033-35218 (Auto Parts) to balance the line items within the Sanitation budget. The motion was seconded by Councilman Mundt and passed unanimously.
