09-11-1986 VC PH-MMINUTES OF PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, SEPTEMBER 11, 1986 1 1 1 Present: Craig Mundt, Mayor Tom Valente, Vice Mayor Kenneth H. Mays, D.M.D., President Pro Tem V. A. Marks, M.D., Councilman Judy M. Pierman, Councilman Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney Absent: Dolores R. Walker, Village Clerk Mayor Mundt called the Public Hearing to order at 7:00 P.M. All ROLL CALL members of the Council were present. All members of the staff were present except Dolores Walker, Uillage Clerk, who was on vacation. The purpose of the Public Hearing is to hear the comments of the PURPOSE OF public concerning the proposed 1986-87 operating budget, PUBLIC HEARING including the North Palm Beach Country Club. There was no legal notice of this Public Hearing published. The TRIM (Truth in Millage) bill stipulated that the Palm Beach County Tax Assessor send out a Notice of Proposed Property Taxes to every owner of real property in the County. Therefore, it was not necessary for the Village to publish legal notice of this Public Hearing in the newspaper. Mr. Immanuel Grinn, 536 Greenway Drive, posed several questions concerning the proposed 1986-87 operating budget. These questions were answered by Mayor Mundt. Mr. Hutchinson, 505 Harbour Road, President of Self Help for Hard of Hearing People, stated that he and the President of AARP had written a letter to the Village Manager recommending that the Council Chambers be equipped with a hearing support system, and he did not see this expenditure in the budget. Mayor Mundt informed him that it was in the proposed 1986-87 operating budget, and if the budget was approved, the system would be installed shortly after October 1, 1986. Mr. Norman Robson, 736 Waterway Drive, and Ivan Simmons, 732 Waterway Drive, stated they felt there was a dire need for marine patrol on the Village waterways, and -they requested that a boat be purchased for the purpose of patrolling the waterways. Mayor Mundt told these gentlemen that Council would look at this, evaluate it and talk to the Public Safety Department further about the possibility of doing something, but as it is presently proposed in the budget, we would not purchase a boat at this time. However, Mayor Mundt stated that even though it does not appear as a budget item at this time, we could modify during the year.
