Minutes of Public Nearing on proposed 1986-87
Operating Budget held Thursday, Sept. 25, 1986
Present: Craig Mundt, Mayor
Tom Valente, Vice Mayor
V. A. Marks, M.D., Councilman
Judy M. Pierman, Councilman
Raymond J. Howland, Village Manager
Phillip C. Gildan, Village Attorney
Dolores R. Walker, Village Clerk
Absent: Kenneth H. Mays, D.M.D., President Pro Tem
Mayor Mundt called the Regular Session to order at 7:30 p.m. All
members of the Council were present except President Pro Tem
Mays, who is out of town. All members of the staff were
present.
Councilman Marks gave the invocation and Mayor Mundt led the
Council and the public in the Pledge of Allegiance to the Flag.

Councilman Marks moved that we write a letter to the Palm Beach
County Property Appraiser strongly protesting the fact that
we, as all other municipalities in Palm Beach County, will not be
getting our ad valorem tax money until January, 1987 or later,
and that we send a copy of the letter to the Palm Beach County
Commission and the Palm Beach County Municipal League. The
motion was seconded by Vice Mayor Valente and passed
unanimously.
Vice Mayor Valente moved that Bill No. 485 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA,
PRESCRIBING REASONABLE RULES AND REGULATIONS WITH REFERENCE
TO THE PLACING AND MAINTAINING ALONG, ACROSS OR ON ANY ROAD
UNDER THE JURISDICTION OF THE VILLAGE THE ELECTRIC
TRANSMISSION, TELEPHONE, OR TELEGRAPH LINES, POLE LINES,
POLES, RAILWAYS, DITCHES, SEWERS, WATER, HEAT, OR GAS MAINS,
PIPELINES, FENCES, GASOLINE TANKS AND PUMPS, OR OTHER
STRUCTURES, PURSUANT TO SECTION 337.401, FLORIDA STATUTES

be placed on second reading and read by title alone. The motion
was seconded by Councilman Pierman and passed unanimously.
Vice Mayor Valente moved that Bill No. 485 be adopted as BILL 485
Ordinance No. 15-86. The motion was seconded by Councilman Marks ADOPTED AS
and passed unanimously. ORD. 15-86
Councilman Marks moved that we transfer $3,590.00 from Account PUBLIC
No. 10-521-021-34422 (Rental Copier Equipment) to Account No. SAFETY
10-521-021-66420 {Capital - Furniture & Office Equipment). The BUDGET
motion was seconded by Vice Mayor Valente and passed unanimously. TRANSFER
Councilman Pierman moved that we authorize the Mayor to sign the DER
DER Consent Decree regarding future requirements for the Country CONSENT
Club gas tank leak. The motion was seconded by Councilman Marks DECREE
and passed unanimously.
The meeting was recessed at 7:50 p.m. and was reconvened at 8:00 RECESS
p.m.
Vice Mayor Valente moved that we ratify and authorize the Mayor PBA
to sign the contract between the Palm Beach County Police CONTRACT
Benevolent Association and the Village of North Palm Beach far FOR FY
fiscal year 1986-87. The motion was seconded by Councilman 1986-87
Pierman and passed unanimously.
There being no further business to came before the Council, the ADJOURNMENT
meeting was adjourned at 8:02 p.m.
