09-26-1985 VC REG-MMINUTES OF REGULAR SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, SEPTEMBER 26, 1985 Present: Tom Valente, Mayor Al Moore, Vice Mayor Harriet Nolan, President Pro Tem Craig Mundt, Councilman Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Absent: U. A. Marks, M. D., Councilman Mayor Valente called the Regular Session to order at 7:30 p.m. All members of the Council were present except Councilman Marks, who was out of town. All members of the staff were present. Councilman Mundt gave the invocation and Vice Mayor Moore led the Council and the public in the Pledge of Allegiance to the Flag. The following minutes were approved as written: Minutes of Public Hearing on Proposed 1985-86 Operating Budget held Thursday, September 12, 1985 Minutes of Public Hearing on Bill No. 470 held Thursday, September 12, 1985 ' Minutes of Regular Session held Thursday, September 12, 1985 The following minutes stand as prepared: Minutes of Regular Meeting of Planning Commission held September 3, 1985 Minutes of Code Enforcement Board Meeting held September 9, 1985 Vice Mayor Moore moved that Resolution No. 36-85 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, LEVYING A TAX ON REAL AND PERSONAL PROPERTY LOCATED WITHIN THE CORPORATE LIMITS OF THE VILLAGE OF NORTH PALM BEACH ON JANUARY 1, 7985, FIXING THE TOTAL VALUATION THEREON AND THE TAX MILEAGE RATE THEREON FOR SAID TAX YEAR; AND REPEALING ALL RESOLUTIONS IN CONFLICT WITH THIS RESOLUTION be adopted. The motion was seconded by Councilman Mundt and ' passed unanimously. Vice Mayor Moore moved that Bill No. 472 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ADOPTING BUDGETS FOR THE FISCAL YEAR OCTOBER 1, 1985, TO SEPTEMBER 30, 1986, BOTH INCLUSIVE, FOR THE VILLAGE OF NORTH PALM BEACH GENERAL FUND, INCLUDING DEBT RETIREMENT, AND FOR THE NORTH PALM BEACH COUNTRY CLUB REVENUE FUND TOGETHER WITH THE FEDERAL REVENUE SHARING FUND; AND REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE ROLL CALL INVOCATION & PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES ACCEPTANCE OF MINUTES RES. 36-85 ADOPTED BILL 472 PLACED ON SECOND READING Minutes of Regular Session Held Thursday, September 26, 1985 Page 2 be placed on second reading and read by title alone. The motion was seconded by President Pro Tem Nolan and passed unanimously. Councilman Mundt moved that Bill No. 472 be adopted as Ordinance No. 17-85. The motion was seconded by President Pro Tem Nolan. President Pro Tem Nolan moved to amend the motion as follows: that $500.00 be added to the Public Services section of the budget and that the bottom line figure be changed to $4,381,773.00; also, that $500.00 be added to the Miscellaneous Revenues section of the budget and that the bottom line figure be changed to $4,381,773.00. The motion was seconded by Vice Mayor Moore and passed unanimously. Thereafter Council voted on the main motion, as amended, which passed unanimously. President Pro Tem Nolan nominated Deborah Gregorio to be appointed to the Recreation Advisory Board for a term ending May 1, 1987, and nominated Mrs. S. L. Raha to be appointed for a term ending May 1, 1986. There being no further nominations, Deborah Gregorio and Mrs. S. L. Raha were appointed to the Recreation Advisory Board. President Pro Tem Nolan moved that Resolution No. 37-85 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, ' FLORIDA, APPOINTING MEMBERS TO THE RECREATION ADVISORY BOARD OF THE VILLAGE OF NORTH PALM BEACH be adopted. The motion was seconded by Councilman Mundt and passed unanimously. Vice Mayor Moore moved that we approve the request from the Department of Natural Resources regarding the Village extending the zoning variance to allow placement of two trailers with septic tanks at the John D. MacArthur Beach State Park until February, 1989. The motion was seconded by Councilman Mundt. President Pro Tem Nolan amended the motion as follows: that we allow the placement of two trailers with septic tanks at John D. MacArthur Beach State Park until February, 1987. The motion was seconded by Councilman Mundt and failed 2-2, with President Pro Tem Nolan and Councilman Mundt voting aye, and Mayor Valente and Vice Mayor Moore voting nay. Thereafter Council voted on the main motion which passed 3-1, with Mayor Valente, Vice Mayor Moore, and Councilman Mundt voting aye, and President Pro Tem Nolan voting nay. Vice Mayor Moore moved that we authorize the Mayor to execute the Agreements between the Village of North Palm Beach and Peter Finlayson, Golf Professional, Carole Kalogeropoulos, Tennis Professional, and Richard Cavanah, Pool Manager. The motion was seconded by President Pro Tem Nolan and passed unanimously. There being no further business to come before the Council, the meeting was adjourned at 8,.0~0~jj.m.
