09-12-1985 VC PH1-MMINUTES OF PUBLIC HEARING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, SEPTEMBER 12, 1985 Present: Tom Valente, Mayor Al Moore, Vice Mayor Harriet Nolan, President Pro Tem V. A. Marks, M. D., Councilman Raymond J. Howland, Village Manager Joan Bernola, Finance Director Dolores R. Walker, Village Clerk Absent: Craig Mundt, Councilman Herbert L. Gildan, Village Attorney Mayor Valente called the Public Hearing to order at 7:00 p.m. ROLL CALL All members of the Council were present except Councilman Mundt. All members of the staff were present except Herbert L. Gildan, Village Attorney. The purpose of the Public Hearing is to hear the comments of the PURPOSE OF public concerning the proposed 1985-86 operating budget, PUBLIC HEARING including Federal Revenue Sharing Funds and the Country Club. There was no legal notice of this Public Hearing published. The LEGAL NOTICE TRIM (Truth in Millage) bill stipulated that the Palm Beach ON FEDERAL REVENUE County Tax Assessor send out a Notice of Proposed Property Taxes FUNDS to every owner of real property in the County. Therefore, it was not necessary for the Village to publish legal notice of this ' Public Hearing in the newspaper. However, it was necessary to publish a legal notice concerning the use of Federal Revenue Sharing Funds in the proposed 1985-86 operating budget. This legal notice was published in The Post on September 2, 1985 and was posted according to law. Mr. Immanuel Grinn, 536 Greenway Drive, posed several questions COMMENTS FROM concerning the Council Contingency Fund and prior year's surplus THE PUBLIC in the proposed 1985-86 operating budget. These questions were answered by the Village Council. Mr. Ray Whitehead, 728 Sandpiper Way, stated that his proposed taxes have gone up 22~, and he didn't know where that was coming from. He was informed by Mayor Valente that it came from the Palm Beach County Property Appraiser's Office. He also questioned the Village's millage rate. He was told by Council that the millage rate of 3.600 mills was the rate that we initially proposed, but that the millage for the 1985-86 fiscal year had been reduced to 3.213 mills.
