MINUTES OF THE WORKSHOP SESSION

Mayor Norris called the meeting to order at 8: 23 p.m. All members of Council were present.
All members of staff were present.
PROPOSAL TO PROVIDE RESTAURANT OPERATOR SERVICES WITH OPTIONAL
BANQUET FACILITY SERVICES AS PART OF A NEW GOLF AND COUNTRY CLUB
Robert Dickert, Owner of Carl Von Luger Steak & Seafood, LLC, addressed the Council
regarding his proposal. Mr. Dickert discussed the chef, menu, theme, ambience, employee
turnover, and responded to Council questions.
Hank Gonzalez, Project Manager for facility design, discussed working with Peacock + Lewis
regarding design, as well as financial matters and the overall plan.
Discussion took place concerning these topics:
• size of the restaurant
• sales forecast
• banquet facility
• integration of upscale restaurant and fast food service
• capitalization
• intent for clubhouse to be a community gathering spot
• pool /snack bar menu
• beverage cart
• golf tournaments
Additional Workshop Sessions will be scheduled during the month of August for further discussion
concerning the scope of the clubhouse project.
CODE AMENDMENT — PARKING AND STORAGE OF BOATS, TRAILERS AND
RECREATIONAL EQUIPMENT — TABLED ON 6/23/16
Discussion took place concerning amending Article III of Chapter 18 of the Village Code of
Ordinances to amend and clarify the regulations governing the parking and storage of boats,
trailers and recreational camping equipment in the R -1 and R -2 Zoning Districts.
Mr. Rubin reviewed the changes to the proposed ordinance as a result of the Boat and RV
Workgroup meeting held July 9, 2016.

RECREATIONAL EQUIPMENT — TABLED ON 6/23/16 continued
The Council discussed Section 18 -35(6) regarding the maximum length of the vessel and how the
length measurement would be determined. By consensus, it was determined that length would
be determined based on the vessel registration, exclusive of the trailer.
Discussion was held regarding the maximum height of twelve feet for boats in Section 18 -35(6)
and ten feet for recreational equipment in Section 18- 35.1(6). Consensus of Council was to keep
the maximum height at twelve feet for boats and ten feet for recreational equipment.
By consensus, Council added consoles to the list of appurtenances in Section 18- 35(8).
Discussion ensued concerning the special exception process in Section 18- 35(13). It was requested
that language be added to this section regarding the criteria that would justify a special exception.
Regarding the requirement for Village registration in Sections 18 -35(4) and 18- 35.1(4), Council
consensus was that there should be a simple registration process, with no fee for the first year.
Discussion ensued concerning Sections 18- 35(8)(a) and 18- 35.1(8) regarding hedges. Council
consensus was to keep the language as proposed.
Discussion was held regarding the five -foot side and rear setback for recreational equipment in
Section 18- 35.1(3). By consensus, the Council was in favor of requiring a two -foot pedestrian
access; however, councilmembers were opposed to requiring a five -foot side and rear setback.
Discussion ensued on possible code amendments, including addressing the height of fences in
order to allow arches, and addressing preservation of panoramic views for properties adjacent to
water, parks, or the golf course. This issue will be placed on a future Workshop Session agenda.
Mr. Rubin will revise the proposed ordinance per Council direction and it will be placed on the
August 25, 2016 agenda for first reading.
