Vice Mayor Moore called the Public Hearing to order at 7:00 p.m.
All members of the Council were present except Mayor Marks, who
is out of town, and Councilman Mundt, who arrived at 7:01 p.m.
All members of the staff were present except the Village
Attorney.
The purpose of the Public Hearing is to hear the comments of the
public concerning the proposed 1984-85 operating budget,
including Federal Revenue Sharing Funds and the Country Club.
There was no legal notice of this Public Hearing published. The
TRIM (Truth in Millage) bill stipulated that the Palm Beach
County Tax Assessor send out a Notice of Proposed Property Taxes
to every owner of real property in the County. Therefore, it was
not necessary for the Village to publish legal notice of this
' Public Hearing in the newspaper. However, it was necessary to
publish a legal notice concerning the use of Federal Revenue
Sharing Funds in the proposed 1984-85 operating budget. This
legal notice was published in The Post on September 3, 1984 and
was posted according to law.
Mr. Immanuel Grinn, 536 Greenway Drive, posed several questions
concerning the Country Club pool membership and the fees. These
questions were answered by the Village Council.
Mr. Grinn pointed out errors in the budget, and he was advised
that the errors would be corrected before second reading of the
budget ordinance. He also had numerous questions on both the
Village and the Country Club budgets which were answered by the
Village Council and the Village Manager.
Dr. David Vastola, 800 Lakeside Drive, questioned the tremendous
increase in the assessment of his property. He was advised by
the Village Council that the Village does not assess his property
-- the Palm Beach County Property Appraiser does. The Council
suggested that he contact that office immediately to try to
effect a reduction in his assessment.
Mr. William Friday, 753 Eagle Way, stated that his taxes went up
' 30%. They were increased from $80.00 to $119.00, and he wanted
to know where the additional money was going. The Village
Council advised him that millage for the Village of North Palm
Beach has been reduced every year since the 1972-73 budget, with
the exception of 1980-81. He was advised that the 1984-85
millage rate will be 3.316, including debt service, and that in
1983-84 the millage was 3.710 so the millage is three-tenths of a
mill lower this year than last year, and that if his property had
not been reassessed, his tax rate for the Village would have
been lower this year.
