VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA

Mayor Marks called the Regular Session to order at 7:31 p.m. All
members of the Council and the staff were present.
Councilman Valente gave the invocation and Vice Mayor Moore led
the Council and the public in the Pledge of Allegiance to the
Flag.
The Minutes of Regular Session held Thursday, October 25, -1984
were approved as written.
The Minutes of Regular Meeting of North Palm Beach Country Club
Advisory Board held October 16, 1984 stand as corrected.
President Pro Tem Nolan moved that we have the Christmas Tree
Lighting Ceremony on Wednesday, December 12, 1984. The motion
was seconded by Vice Mayor Moore and passed unanimously.
Vice Mayor Moore moved that we approve the promotion of Wi 11 i e
' Leaks to a pay grade unknown at this time at an annual salary of
$13,373.00, to take effect immediately upon passage by the
Council. The motion was seconded by Councilman Ualente and
passed unanimously.
President Pro Tem Nolan moved that we support the Christmas in
Dixie Parade, but that we do not care to ride in an automobile in
the parade. The motion was seconded by Councilman Mundt and
passed unanimously.
Councilman Mundt moved that Bill No. 454 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA,
AMENDING THE NORTH PALM BEACH BUDGET FOR FISCAL YEAR 1984-85
BY APPROPRIATION TRANSFERS
be placed on first reading and read by title alone. The motion
was seconded by Councilman Valente and passed unanimously.
Councilman Mundt moved that Resolution No. 44-84 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORIDA, ACCEPTING THE BID OF NORLEY WORKS, INC., NORTH PALM
BEACH, FLORIDA, FOR LAWN MAINTENANCE AT TENNIS CLUB - NORTH
PALM BEACH COUNTRY CLUB IN THE AMOUNT OF $390 PER MONTH, NOT
TO EXCEED $4,290, FROM ACCOUNT NO. 41-572-131-33490 (LAWN
MAINTENANCE)
be adopted. The motion was seconded by President Pro Tem Nolan.
Vice Mayor Moore moved to amend the motion as follows: Section 2
shall read: "This Resolution shall take effect immediately upon
this account being added to the North Palm Beach Country Club
budget and the funds being added to this account." The motion
was seconded by Councilman Valente and passed unanimously.

Thereafter Council voted on the main motion, as amended, which
passed 4-1, with Councilman Valente opposed.
President Pro Tem Nolan moved that we approve amending Section
1.04 and Section 15.01 of the Personnel Rules and Regulations
' concerning handicap regulations. The motion was seconded by
Councilman Mundt.
Vice Mayor Moore moved to amend the motion to add the following:
"All parts of the Personnel Regulations of the Uillage of North
Palm Beach in conflict herewith are hereby repealed." The
motion was seconded by President Pro Tem Nolan and passed
unanimously.
Both President Pro Tem Nolan and Councilman Mundt, who made and
seconded the original motion respectively, agreed to Vice Mayor
Moore's amendment; therefore, it was considered a part of the
main motion.

MOTION AMENDED
Vice Mayor Moore moved that the letter of October 30, 1984 to the PERSONNEL SICK
Mayor and Village Council from the Village Manager, and the LEAVE & VACATION
updated letter of November 7, 1984 concerning Personnel Sick POLICY REUISIONS
Leave and Vacation Policy Revisions be put on the floor for DISCUSSED
discussion. The motion was seconded by President Pro Tem N olan
and discussion followed.
President Pro Tem Nolan moved that we revise the following
sections of the Personnel Rules & Regulations concerning sick
leave and vacation for Village employees. The revisions are as
' follows:
Section 10.04 c, Paragraph 2 - Eliminate second sentence and
add the fo lowing:, ick leave shall continue to accrue
during periods of authorized absence on which the employee
is in pay status. An employee may accrue an unlimited
number of sick days for uses in the event he or she is sick.
For termination purposes, including retirement or death,
the employee will receive an amount equal to fifty (50)
percent of the unused sick leave with a maximum of sixty
(60) days. Maximum payment for sick leave will not exceed
30 days' wages."
Section 10.04 i -Eliminate the first sentence which reads,
'An employee who retires, dies, or voluntarily terminates
from the employ of the Village shall receive payment equal
to fifty (50) percent of the unused accrued sick leave."
Add: "An employee who is fired for cause will not receive
accumulated sick leave compensation."
Section 10.01 - "Vacations" - Paragraph 10.01 b (e) will be
revised as follows: arned annual leave must be used
during the fiscal year in which it is eligible to be taken.
It may be carried to the following fiscal year subject to
the approval of the Village Manager and must be used during
O that fiscal year or it is lost."
Eliminate Paragraph (f) and make Paragraph (g) Paragraph
(f ).
Add: "All parts of the Personnel Regulations of the Village
of North Palm Beach in conflict herewith are hereby
repealed."
The motion was seconded by Vice Mayor Moore and passed
unanimously.

Councilman Ualente moved that we discuss Paul Gaines' sick leave
problem. The motion was seconded by Vice Mayor Moore and
discussion followed.
' The Council unanimously concurred that the Personnel Rules and
Regulations which are in effect should be followed concerning
Paul Gaines' sick leave, as well as any other employee who leaves
the employ of the Village.
A motion was made by President Pro Tem Nolan that we discuss
Gerald Roberts' compensation time. The Council agreed to discuss
it and discussion followed.
The Council directed the Village Manager to check the employment
records of Gerald Roberts concerning both sick time and
compensation time and report back to them on this matter at the
next regular session of the Village Council which is scheduled
for December 13, 1984.
There being no further business to come before the Council, the
meeting was adjourned at 9:35 p.m.
