Mayor Norris called the meeting to order at 7:30 p.m. All members of Council were present. All
members of staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
Vice Mayor Bush gave the invocation. Councilmember Gebbia led the public in the Pledge.
APPROVAL OF MINUTES
The Minutes of the Regular Session held July 14, 2016 and the Minutes of the Special Session
held July 19, 2016 were approved as written.
STATEMENTS FROM THE PUBLIC
Susan Bickel, 512 Oyster Road, distributed two swim team items in conjunction with a request
that Coach Cavanah be reinstated as Pool Manager. Mrs. Bickel announced the North Palm Beach
Girls Swim Club won the 2016 FGC Junior Olympic Championship and gave a handout listing
the swimmers. Mrs. Bickel also provided a document entitled "Swimmers Make Top Students."
CONSENT AGENDA APPROVED
President Pro Tern Aubrey moved to approve the consent agenda. Councilmember Mullinix
seconded the motion, which passed unanimously. The following items were approved:
Receive for file Minutes of the Library Advisory Board meeting held 6/28/16
Receive for file Minutes of the Recreation Advisory Board meeting held 7/12/16
Recommendation: "Recommend to Village Council the attached Anchorage Park Phase II
conceptual plan with changes" and to "retain the parking along the north side of the entrance road and
install a boat wash station in the dry storage area."
RESOLUTION 2016 -41— CROSS PARKING AGREEMENT WITH FIRST UNITARIAN CHURCH
A motion was made by Vice Mayor Bush and seconded by President Pro Tern Aubrey to adopt
Resolution 2016 -41 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, APPROVING A NEW CROSS PARKING AGREEMENT WITH THE FIRST
UNITARIAN CHURCH AND TERMINATING THE PRIOR AGREEMENT; PROVIDING FOR
CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.
Mr. Kelly reviewed the terms of the new agreement and recommended its approval.
Thereafter, the motion to adopt Resolution 2016 -41 passed unanimously.

RESOLUTION 2016 -42 — TENTATIVE MILLAGE RATE
A motion was made by Councilmember Mullinix and seconded by Vice Mayor Bush to adopt
Resolution 2016 -42 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, ADOPTING A TENTATIVE MILLAGE RATE OF 7.3300 MILS FOR FISCAL
YEAR 2016 -2017; ESTABLISHING A DATE, TIME AND PLACE FOR THE FIRST
HEARING ON THE TENTATIVE BUDGET AND PROPOSED MILLAGE RATE;
AUTHORIZING THE VILLAGE MANAGER TO SUBMIT THE REQUIRED FORMS TO
THE PALM BEACH COUNTY PROPERTY APPRAISER; AND PROVIDING FOR AN
EFFECTIVE DATE.
Mr. Kelly announced the first public hearing on the tentative budget and proposed millage rate
would be held September 8, 2016 at 7:30 p.m.
Thereafter, the motion to adopt Resolution 2016 -42 passed unanimously.
RESOLUTION 2016 -43 — SUPPORTING MEASURES TO ALLEVIATE HARMFUL
DISCHARGES TO COASTAL ESTUARIES
A motion was made by Councilmember Gebbia and seconded by Councilmember Mullinix to
adopt Resolution 2016 -43 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, URGING EXPEDITED PLANNING OF GREATLY INCREASED WATER
STORAGE SOUTH OF LAKE OKEECHOBEE, A COMPONENT OF THE COMPREHENSIVE
EVERGLADES RESTORATION PLAN, AND EXPEDITED PURCHASE OF EVERGLADES
AGRICULTURAL AREA LAND TO STORE, TREAT, AND CONVEY CLEAN WATER
FROM LAKE OKEECHOBEE TO EVERGLADES NATIONAL PARK AND FLORIDA BAY AND
TO ALLEVIATE HARMFUL DISCHARGES TO COASTAL ESTUARIES INCLUDING THE
LAKE WORTH LAGOON; PROVIDING FOR TRANSMITTAL; AND PROVIDING FOR AN
EFFECTIVE DATE.
Lisa Interlandi, 547 Marlin Road, Attorney with the Everglades Law Center addressed the Council
regarding discharges into estuaries and the algae problem. Ms. Interlandi provided copies of two
letters by the Assistant Secretary of the Army regarding studies that may identify additional
water storage capacity projects that could be integrated into the Everglades restoration program.
Discussion ensued regarding outlets in our area that discharge water from Lake Okeechobee into
the Intracoastal Waterway. Ms. Interlandi stated the C -17 canal (Earman River) is not connected
to Lake Okeechobee; however, the C -51 canal near Forest Hill Boulevard does receive Lake
Okeechobee discharges, which have resulted in algal blooms as far north as Peanut Island.
Thereafter, the motion to adopt Resolution 2016 -43 passed unanimously.
RESOLUTION 2016 -44 — ACCEPTING HEALTH AND DENTAL INSURANCE PROPOSALS
FROM UNITED HEALTHCARE AND HUMANA
A motion was made by Councilmember Mullinix and seconded by Councilmember Gebbia to
adopt Resolution 2016 -44 entitled:

RESOLUTION 2016 -44 — ACCEPTING HEALTH AND DENTAL INSURANCE PROPOSALS
FROM UNITED HEALTHCARE AND HUMANA continued
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, ACCEPTING THE PROPOSAL OF UNITED HEALTHCARE TO
PROVIDE HEALTH INSURANCE TO VILLAGE EMPLOYEES AND ACCEPTING THE
PROPOSAL FROM HUMANA TO PROVIDE DENTAL INSURANCE TO VILLAGE
EMPLOYEES AND AUTHORIZING CANCELLATION OF EXISTING POLICIES;
PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.
Mr. Kelly recommended accepting the proposals from United Healthcare and Humana to provide
employee health and dental insurance. Council noted these proposals provide better coverage for
less money than the current policies.
Thereafter, the motion to adopt Resolution 2016 -44 passed unanimously.
VILLAGE COUNCIL MATTERS /REPORTS
Mayor Norris announced the 12 and under North Palm Beach Little League all -star team won the
State Championship for the second consecutive year and will compete in the Southeast Regionals
in Georgia. Vice Mayor Bush explained this is the same North Palm Beach Little League team that
won the State Championship for 11 and under. Vice Mayor Bush noted if the team wins the
Tournament of State Champions (regionals) it will compete in the Little League World Series.
Mayor Norris stated the team would be recognized at an upcoming Council meeting. A motion
was made by Vice Mayor Bush, seconded by Councilmember Gebbia, and passed unanimously to
approve a $500.00 contribution to the team from the Council's budget to help with travel expenses.
Regarding a resident's suggestion to live stream Council meetings, Vice Mayor Bush noted the
audio recordings and transcripts of the meetings are posted online and available for citizens who
are unable to attend the meetings.
VILLAGE MANAGER MATTERS /REPORTS
Mr. Kelly introduced new Library Director Zak Sherman. Mr. Sherman addressed the Council,
who welcomed him to the Village.
Mr. Kelly announced plans to treat standing water in the Village and begin a public education
effort due to reported cases of the mosquito -borne Zika virus in Dade County.
Parks and Recreation Director Mark Hodgkins discussed the pool report that was sent to Council.
Discussion ensued concerning the hours the snack bar is open. Food and Beverage Director
Chuck Huff reported the snack bar is open every day during the week from 11:00 a.m. to 5:00 p.m.

There being no further business to come before the Council, the meeting was adjourned at 8:14 p.m.
