Brown, Vice Mayor Harriet Nolan, President Pro Tem V. A. Marks, Councilman Tara Valente, Coimcilnian ' Raymond J. Howland, Village Manager Herbert L. Gildan, Village Attorney Dolores R. Walker, Village Clerk Mayor Moore called the Regular Session to order at 7:30 p.m. ROLL CALL All members of the Council and the staff were present. Councilman Valente gave the invocation and President Pro T~ 7NVOCATI0N & Nolan led the Cotmcil and the public in the Pledge of Allegiance PLEDGE OF to the Flag. ALLEGIANCE On motion of Councilman Marks, seconded by Councilman Valente, APPROVAL CF all present voting aye, the Minutes of Regular Session held MIIVUTES Thursday, March 25, 1982 were approved as written. Mayor Moore, on behalf of the Village, presented a Proclamation, PROCLAMATION - proclaiming the week of April 18-24, 1982 as "Victin Rights "VICTIM RIGHTS Week" in the Village, to Mr. Al Lockhart of the State Attorney's WEECZ" Office. On motion of President Pro Ten Nolan, seconded by Councilman Marks, ACCEPTANCE OF all present voting aye, the Minutes of Library Advisory Board Meet- MINUTES ing held March 23, 1982 were accepted as written. President Pro Tem Nolan moved that Bill No. 397 entitled: BILL 397 PLACID ON FIRST READING AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH , FLORIDA, LIMTT'QJG THE TERMS FOR WFIICH A NIr~ER OF THE VILLAGE COUNCIL MAY SERVE CONSECUTIVII Y IN THE OFFICE OF MAYOROF THE uTrr:rar~ OF NORTH FAIM BEACH be placed on first reading and read by title alone. The motion was seconded by Councilman Marks and passed 4-1, with Council- man Valente opposed. Councilman Marks moved that Bill No. 398 entitled: BILL 398 PLACID ON FIRST READING AN 0RD7NANCE OF THE V'Rra[:F' OF NORTH PALM BEACH, & READ IN FULL FLORIDA, AMEPIDING ORDINANCE N0. 10-81, THE BUDGET ORDINANCE FOR FISCAL YEAR 1981-82 be placed on first reading and read in full. The motion was seconded by Councilman Valente and all present voted aye. The reason for this emergency ordinance is because the money must REASON FOR be appropriated for a construction contract, and bids have already ICY ORDIN- been open which must be awarded. I7-82 ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, REPEALING RESOLUTION N0. 35-77 AND ADOPTING PERSODII~]EL REGULATI~15 FOR VTLIAGE EMPLOYEES u be adopted as read. The motion was seconded by Vice Mayor Broom and all present voted aye. Mayor Moore passed the gavel to Vice Mayor Brawn and moved that Resolution No. 18-82 entitled.: RES. 18-82 ADOPTID A RESOLUTION OF THE ~,''~"~ T ~~' COUNCIL OF NORTH PAIM BEACH, FLORIDA, ACCEPTING THE BID OF COX-FATHER., F.C. LAUDERDALE, FOR CONSTRUCTION OF THE VAI~R'CE DELACORTE C~MIUNITY CENTER, IN THE AMOUNT OF $715,972.00, FR~I ACCOUNT N0. 71-581-62.15 AND ACCOUNT N0. 71-58I-63.13 '~ ~J be adopted as read. The motion was seconded by Counci]maii Marks and all present voted aye. Vice Mayor Brown returned the gavel to Mayor Moore. Cotmcilman Valente moved that we approve the Annual Audit for the period ending September 30, 1981. The motion was seconded by Vice Mayor Brawn and all present voted aye. AUDTP FOR PERIOD ENDING 9/30/81 APPROVED Vice Mayor Brown moved that we accept the changes to the Compre- CHANGES Ta hensive Plan as outlined in the menarandtmn from Public Services CCt1PREHECtSIVE to the Village Manager dated March. 27, 1982 (copy of which is PLAN ACCEPTID attached to the minutes of this meeting). The motion was seconded BY COUNCIL by President Pro Tem Nolan and all present voted aye.
