Mayor Marks called the Regular Session to order at 9:05 p.m. ROLL CALL
All members of the Coumcil were present. A11 members of __
the staff were present except the Village Manager, who was out '
of state attending a ICMA Conference.
Vice Mayor Valente gave the invocation and President Pro Tem INVOCATION &

Councilina~a Moore moved to ama~d Bi11 No. 38b as follows: BILL 386 & ATTACH-
Strike out in Section 2, next to the last sentence, the MENTS AMENDID
words appropriation by object classification. In Section
4, next to the last line, delete the words after expenses
by object classification. Iui Section 6, next to the last
line, after the word budget, delete appropriations by object
classification. In. Section 7.01, after the word transferred
on the first Line, delete outside budget objects;on the third line
after the word ire, delete the words within a budget object.
In Section 7.02, on the second line after the word transferred,
delete the words within a budget object. Delete Section 7.03
' in its entirety.
Councilman. Moore further moved that the list which we received,
Schedule 2, The Village of North Palm Beach Revenue, be titled
Attactnnerut A, which consists of seven pages. And that Schedule
3, which consists of two pages, be titled Attaclm>azt B. And that
the Revenues of the Operating Budget, I would guess for the North
Palm Beach Country Clvb, which has no title on it, and consists
of three pages, be titled what it is, what it belongs to, and
be called Attaclmuent C. And Page 05, North Palm Beach Country
Club Aumual. Budget Suamaly should be entitled Attaclmment D, I
believe. There is a schedule called Schedule No: 8, The
Village of North Palm Beach Analysis of Federal Revenue
Sharing Fund Bal~.ce from the period of October 1, 1980 to
September 30, 1981 entitled Attachment E and that will have to
be generated as Attaci~st F.
The motion was seconded by Councilwoman Nolan and all present
voted aye.
Councilmmi Moore moved that we further annuid the budget MOTION DIED FOR
as follows: Take out the $200 000 for the Delacorte Building. LACK OF A SECOND
Reduce the Village Reserve to 50,000. Take out the two
patra]men., who have not yet been hired, from the Public
Safety Depa,-+-r„P.,t portion of the budget. The motion died for
' lack of a second.
Thereafter Council voted on the main motion, as amended. The MAIN MOTIOYd PASSID
motion passed 4-1, with Councilman Moore opposed, 4-1
The meeting was recessed at 10:10 p.m, and was reconvened at RECESS
10:15 p.m.

On motion of Cotmcilvxrman Nolan, seconded by Vice Mayor
Valente, all present voting aye, proposed Resolution rIo.

was read in full and adopted as read as Resolution No. 52-81.
Vice Mayor Valente moved that we accept the sidewalk easement
from Atlantic Federal Savings and Loan Association. The motion
was seconded by President Pro Tem Brown and all present voted
aye.
Cotmcilman. Moore moved that we confirm the appointment of
Betty Green as Deputy Village Clerk. The motion was seconded
by Counci.lw Nolan and all present voted aye.
Cotmcilwoman Nolan moved that ~ authorize the Mayor to ex-
ecute that certain Agreement between the Village of North
Palm Beach and Raymond Keldie, Tennis Professional. The
motion was seconded by Councilman Moore and all present
voted aye.
President Pro Tem Brown moved that we answer this (letter from
Mrs. Jackie [dinchester, Svpervisor.of Elections, dated September
17, 1981 concPm~ng uniform mtnicipal election dates) with a
' letter stating that although *~ think that everybody should
have their election an the second Tuesday in March, we do not
think it is appropriate for municipalities that don`t want to
do this to be forced to. The motion was seconded by Council-
man Moore and all present voted aye.
There being no further business, to come before the Co~cil,
~ motion of Vice Mayor Valente, seconded by Councilwoman
Nolan, all present voting aye, the meeting was adjourned at
10:30 p.m.
