Walker, Village Clerk Mayor Marks called the Regular Session to order at 7:30 p,m. ROLL CALL All members of the Council were present, President Pro Tem Brawn gave the vavocation and Cotmcilman Moore INVOCP.TION & led the Council and the public in the Pledge of Allegiance to the PLEDGE OF Flag• ALLEGIANCE The following minutes stand as prepared: APPROVAL OF MINUTES Public Hearing held Thursday, September 24, 1981 Regular Session held Thursday, September 24, 1981 Emergency Meeting held Thursday, October 1, 1981 Mayor Marks, on behalf of the Village, presented a plaque post- PRESENTATION OF humously for Sgt. Burton Buck to his daugher, Mrs. Barbara Paul. The Minutes of Regular Meeting of the Plar,ni ~ Conmission held Tuesday, September 1, 1981 stand as prepared. Concernuzg the recomnendatian of the Planning Commission to the Council relative to cha„roing the zoning on the Delacorte ('.rm.m+n;ty Center site, Counci.lwroman Nolan moved that we send this back to the Planr+' ~ Comrission to initiate the necessary steps to change the zoning on this site from R-1 and R-2 to P Public. The motion was seconded by Vice Mayor Valente and all present voted aye. President Pro Tem Brown moved that Resolution No. 53-81 entitled: A RESOLUTION OF THE VILLAGE O~UNCIL OF NORTH PALM BEACH, FLORIDA, LEVYING A TAX ON REAL AND PERSONAL PROPERTY L,OCATID WITHIN THE CORPORATE LIP~IITS OF THE VILLAGE OF NORTH PALM BEACH ON JANUARY 1, 1981; FIXQQG THE TOTAL VALUATION THEREON AND THE TAX MILEAGE RATE THEREON FOR SAID TAX YEAR; AND REPEALING ALL RESOLUTIONS IN CONFLICT WITH THIS RESOLUTION 1 be adopted. The motion was seconded by Councilwoman Nolan for discussion. ACCEPTANCE OF MINUTES CHANGE OF ZONING - DELACORTE C~[JNT1'Y CIIVTER SITE r%71'ION TO ADOPT RES. 53-81 Councilwoman Nolan moved to amend Resolution No. 53-81 to change RES. 53-81 the millage from 4.420 mills to 4.152 mills. The motion was AME[~IDID seconded by President Pro Tem Brawn and passed 4-1, with Council- man Moore opposed. Councilman Moore moved to furtt~s amend Resolution No. 53-$I Ni7TI~I TO to 1i e the millage fry 4.152 mills to 3.041 mills. The AMEND FAILID motion was seconded by Vice Mayor Valente for discussion. The motion failed 2-3, with Vice Mayor Valente and Councilman Moore voting aye, and Mayor Marks, President Pro Tem Brown and Councilwoman Nolan voting nay. President Pro Tit Brown moved that Bill No. 386 entitled: AN ORDINANCE OF THE «r'r.ra~ OF NORTH PA'fM BEACH, FLORIDA, ADOPTING BUDGETS FOR THE FISCAL YEAR OCTOBER 1, 1981, TO GAR 30, 1982, BOTH INCLUSIVE, FOR THE iTrr:rarm: OF NORTH PALM BEACH C;FTIRRA7 FUND, TNNCLUDING DEBT uF.TTRFr~.Trr AND FOR THE NORTH PALM BEACH COUNTRY CLUB REVENUE FUND TOGETHER WITH THE FIDERAL REVFN[TE SHARING FUND; AND REPEALING ALL ORDINANCES IN CONFLICT WTTH THIS ORDINANCE be placed on second reading and read by title alone. The motion was seconded by Councilwomaxu Nolan for discussion and passed 4-1, with Councilman Moore opposed. President Pro Tem Brown moved that Bi11 No. 386 be adopted as Ordinance No. 10-8I. The motion was seconded by Council- auman. Nolan. RES. 53-81 ADOPTID AS AME[~IDID BILL 386 PLACID ON SECOND READING MOTI~V TO ADOPT BILL 386 AS ORD. 10-8I Councilwanarz Nolan moved that Bill No. 386 be amended to recon- NI)TION TO AMh~ID sider the assessment at the North Palm Beach Country Club. The BILL 386 FATTED motion was seconded by Councilman Moore and failed 2-3, with Couuuril,,,a„ Moore and Councilwoma~.z Nolan voting aye, and Mayor Marks, Vice Mayor Valente and President Pro Ten Brown voting nay. Councilma„ Moore moved to amend Bi11 No. 386 to decrease the increase in pay by $50,000, cling the 10% increase to 6%, for Village employees other than those Cabo are contracted by the,tnion. The motion died for lack of a second. ' Councilman. Moore moved to amend Bill No. 386 by deleting all out of state s~~na-~-~ for a savings of appro~mately $6,500. The motion was seconded by Vice Mayor Valente and passed 3-2, with Mayor Marks and President Pro Ten Brown opposed. Councilwoman Nolan moved to amend Bill No. 386 by deleting $6,000 (for out of state sem;nars) and leave $500 in the budget for tapes of these s~m~„a,-~. The motion died for lack of a second. Councilman Moore moved to amend Bill No. 386 by removing fry the budget the $200,000 which bad been appropriated for the Delacorte C~TM+~ty Center. The motion died for lack of a second. Counci_lwarian Nolan moved to amend Bill No. 386 by removing $100,000 of the $200,000 which bad been appropriated for the Delacorte Crnrmm;ty Center. The motion was seconded by Vice Mayor Valente and passed 4-1, with Councilman Moore opposed. Councilman Moore moved to ameeud Bill No. 386 by removing $50,000 from the Reserve Account of the buulget. The motion was seconded by Vice Mayor Valente and failed 2-3, with Vice ' Mayor Valente and. Councilman Moore voting aye, and Mayor Marks, President Pro Tem Brown and Councilwv~i Nolan voting nay. Mayor Marks passed the gavel to Vice Mayor Valente and moved to amend Bill No. 386 by removing $25,000 from the Reserve Account of the budget. The motion died for lack of a second. Vice Mayor Valente returned the gavel to Mayor Marks. Councilman. Moore moved to amend Bill No. 386 by reducing Account No. 32-519-52.80 (Gas, Oil & Lube), to $2,600. The motion was seconded by Councilwoman Nolan and passed 4-1, with President Pro Ten Brown opposed. LACK OF A SECOND This would move six people at an average salary of $14,000 per year; would enable vs to reduce the trash pictcup from four days a week to two; would reduce the garbage picta~p fran three days a week to two; and it will delete the newspaper pickup. The motion died for lack of a second. Councilman Moore moved to ame<id Bill No. 386 as follows: That MOTION D7ID FOR we close the library on Saturdays. and save. $14,500 per year. LACK OF A SECOND This figure would include both salaries for persocanel and electricity. The motion died for lack of a second. Thereafter Council voted on the rosin motion which passed 4-1, BILL 386 ADOPTED with Counr~im~„ Moore opposed. Therefore, Bill No. 386 was AS AMENDID AS adopted as amended as Ordinance No. 10-81. OP.D. 10-81 Councilwoman Nolan moved that we reconsider Resolution No. RES. 53-81 RE- 53-81. The motion was seconded by Vice Mayor Valente and C~ISTDERID all present voted aye. Councilwoman Nolan moved to amexad Resolution No. 53-81 by RES. 53-81 reducing the milLage from 4.152 mills to 4.128 mills. The AMENDID motion was seconded by Vice Mayor Valente and passed 4-1, with Councilmmi Moore opposed. Thereafter Council voted an the mair.ubtion which passed 4-1, RES. 53-81 ADOPTID with Counc;lmFm Moore opposed. Therefore, Resolution No. AS At~IDID 53-81 was adopted as amended. The meeting was recessed at 9:05 p.m. and was reconvened at RECESS 9:15 p.m. Ora motion of Councilwcma~.i NoL3n, seconded by Vice Mayor Valente, RES. 54-81 all present voting aye, proposed Resolution 2do. 54-8I entitled: ADOPTID A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, AMEL~IDING THE PERSONNEL RFl,ITLATIONS FOR `~.r~~=F' E^iPL~OYEES BY CHANGING THE REQUIREMENTS FOR ANNUAL LEAVE was read in full and adopted as read as Resolution No. 54-81. President Pro Tear Brown moved that Resolution No. 55-81 MOTION TO ADOPT entitled: RES. 55-81 WITH- DRAWN A RESOLUTION OF THE VTTS.A(~F' COUNCIL OF NORTH PALM BEACH, FlARIDA, ACCEPT~IG THE BID. OF DE BRA TURF & EQUIPMENT CCd"-.'ANY FOR ONE FAIRWAY TURF VACUUM IN THE AMOUNT OF $5,825 FROM ACCOUNT NO. 247.100 (GOLF COURSE ASSESSMENT CONTINGINCY) be adopted as read. The motion was. seconded by Councilwoman. Nolan for discussion. During the discussion, President Pro Tem Brown withdrew his motion and Councilwoman NoLaxa withdrew her second. President Pro Tea Brawn moved that we postpone Resolution No. RES, 55-81 55-81 iuatil Council's regular session of October 22, 1981. POSTPONID The motion was seconded by Councilman Moore and all present voted aye. Vice Mayor Valente moved that we approve the 1981-82 Village 1981-82 F~'LOYEES employees' holiday schedule, copy of which is attached to the HOLIDAY SCHIDULE minutes of this meeting. The motion was seconded by Council- APPROVID man Moore and all present voted aye. Dlinutes of Regular Session Held Thursday, October 8, 1981 Page 4 Councilmaxi Moore moved that we authorize the Mayor to execute those certain agreements between the Village of Tdorth Palm Beach and Peter Finlayson, Golf Professional, and Richard Cavanah, Pool Manager. The motion was seconded by President Pro Tem Braun and all present voted aye. Councilman Moore moved that the Council be in full agre~zt to write a letter (aver the Mayor's signature) to NIr. George Danner, in which we express that the Council is in complete favor of this letter, te11~ him that the lease agrP~++~+t which we approved on March 26, 1981 is to be carried out to the letter, and that any infraction of any item in the lease agreement will result in immediate ternusiation of his lease. The motion was seconded by Councilwanmz Nolan and all present voted aye.
