Village Manager
Dear Residents,
The Village of North Palm Beach was incorporated 60 years ago this
month on August 13, 1956. The Ross brothers, Herbert and Richard,
bought and developed the land that would become North Palm Beach.
They clearly had a vision for the type of community they wanted to
build. They set up utilities, built a Village Hall by famed architect John
Volk, and established the first Village Council.
The first Village Council consisted of Charles Cunningham, who
became the first Mayor, Richard Ross, Jay White, John Schwencke
and John MacArthur. The First Fire and Police Chief was Albert
Dudden, The first Village Manager was a man by the name of Alvin
Olsen.
The first business to obtain a permit in North Palm Beach was the
Pantry Pride/Food Fair that was located on 101 US Highway 1. It was
permit # 100.
In 1958, the Ross brothers donated ten acres to build the NPB Elementary school, which is featured
on our cover this month as our children return to school on August 15th. A library was first
established in its temporary location in 1963 at the old Winter Club, while a new building was built next
to the elementary school.
The Village of North Palm Beach is truly a unique
community, with many family activities, amenities and
services. Looking ahead to the next 60 years, there is
a Master Plan being finalized, a new Country Club
Clubhouse will be built, businesses will be opened,
and the community feel that you remember growing
up with will be maintained. Our crime is low, and we
are one of the few municipalities that still offer five
day a week sanitation services.
As school resumes on August 15th, please allow more
time to get to your destination, and watch for children
crossing the streets and on bicycles. I hope you enjoy
the rest of the summer.
Sincerely,
Jim Kelly
Village Manager

Bicycle Safety Tips
Getting a “big” bike is a milestone for children. Unfortunately,
according to Safe Kids USA, bicycles are associated with more
childhood injuries than any other consumer product except the
automobile. These injuries can be prevented. Requiring a child
to wear a helmet can reduce risk of injury by as much as
85%.The typical bicycle crash occurs within one mile from
home. A helmet needs to be worn every time the bicycle is
used. Adults also need to wear helmets. A helmet should sit flat
on the head in a level position. It should not move forward,
backward or side-to-side. The helmet should be buckled snugly
under the chin. Children should be taught the rules of the road.
Insist that they look both ways before entering a street. A bicy-
clist needs to obey all traffic laws, stopping at all stop signs and stop lights. Adult supervision is essential until the ch ild
demonstrates good traffic skills and judgment while riding. Remember to ride with traffic when riding a bike and cross only
at intersections. When shopping for a bike, bring the child along to ensure a proper bike fit. Buy a bike that is the right s ize
for the child, not one he/she will grow into. When sitting on the seat, the child’s feet should touch the ground. There shoul d
be 1-3 inches of space between the rider and the top bar. The breaks, tires and chain should be checked regularly. Wear
bright clothing while riding a bike. Sneakers or close toed shoes should be worn when riding bike. You may also consider
purchasing a flashing light for the bicycle for greater visibility. Risks such as a child’s size and cognitive ability, and e nvi-
ronmental risk, such as speeding motorists, are numerous. That is why prevention measures are so important. Reduce a
child’s risk by modeling and teaching safe behaviors.
