07 2016 Newsletter JULY 2016JULY 2016 Village of North Palm BeachVillage of North Palm BeachVillage of North Palm Beach “The Best Place to Live Under the Sun”“The Best Place to Live Under the Sun”“The Best Place to Live Under the Sun” Village Manager Dear Residents, We have received a draft of the Village Master Plan, which will be shared with you prior to its adoption by the Council. This month we will evaluate bid responses from vendors interested in operating the restaurant and banquet room at our new clubhouse. These responses will help guide the Village Council to determine the actual size and scope of the clubhouse. Thus, it is anticipated that our architect may begin to develop the construction plans for the new clubhouse in late August or early September of this year. Our 4th of July celebration at the Country Club will have live music provided by “Making Daces” from 7pm to 10 pm. There will be lots of food and drinks for you to enjoy, and the fireworks are scheduled to begin at 9pm. Prior to fireworks, there will be activities as follows:  12:00pm-8:00pm—Pool Open (free admission)  4:00pm Pool Games (Wacky water competitions for all ages)  6:30pm Recreational Games (sack races, Tug of War etc.) 1st Fairway  7:00pm—10:00pm Music (making Faces) Bring your family and celebrate the 4th with your neighbors! Sincerely, Jim Kelly P.S. As I have said before, this newslet- ter is written at least one month in before publication. There- fore, please, use our website regularly to get current infor- mation. www.village- npb.org City Clerk On behalf of the Village Council, Mayor Norris proclaimed May 21 through May 27, 2016 as National Safe Boating Week in the Village of North Palm Beach. School News Golf Police What is an LPR Camera? The North Palm Beach Police Department would like to inform residents that we are currently utilizing License Plate Readers (LPR’s) throughout the Village. These devices are located in multiple locations within the Village. The LPR’s serve the police department as a criminal investigative tool that aide officers and investigators locate and track suspects. The LPR is equipped with a camera that reads license plates as vehicles pass by. When a crime is committed (burglary, robbery, auto theft, etc.) and there is a known suspect the information is entered into the monitored LPR. When the suspect vehicle passes the LPR an alert is activated and the hit is confirmed. This information allows police to quickly respond to the last known location of the suspect vehicle. This tool has proven beneficial to prevent crime and is another investigative measure to help catch the criminals that are targeting the residential community. The North Palm Beach Police Department is participating in a new program to prevent crime and assist in the identifying and locating of stolen property. The name of the new program which the police department had implemented in May is called Smart Water CSI. What is Smart Water CSI? It is a range of water and solvent based traceable liquids, each consisting of a unique chemical code, a bright YELLOW/GREEN fluorescent marker which is ONLY visible under long wave ultraviolet (UV) light and is invisible to the naked eye in natural light. A tiny drop of the water can be placed on all personal possessions ranging from electronics to jewelry and contains a unique numerical code that is specific to each property owner. There are over 1 billion unique combinations available and no solution is manufactured more than once making each one unique and traceable. This links property to a victim and a criminal to a crime scene which has been proven in court. Smart Water has been guaranteed to last on property for 5 years. You, the homeowner, can tag your property with a drop of the liquid and the specific code located within the water is as- signed solely to you. If your property is stolen and recovered either on a suspect or in a pawn shop, law enforcement can pro- cess the item by scanning it with the light. If it fluo- resces then the sample is collected and sent directly to the laboratory where Smart Water is processed. The code taken from the collected sample is then matched with the unique assigned code to the customer. If there is a match then law enforcement knows that the property they’ve recovered is stolen and who it belongs to. The North Palm Beach Police Department has purchased 75 kits that were distributed to various homes throughout the Vil- lage based on burglary crime trends. Smart Water CSI is a program to safeguard residents and partner with law enforcement to protect personal property as well as potentially aid in its recovery. That makes it even more surprising that it takes an average of almost 2 hours for Americans to call 911 after stroke warning signs occur. They think the problem is minor and that numbness in their arm will clear up or their speech will get better on its own. 1 million brain cells a minute die after a stroke. That's why EMS agencies across the country are trying to educate their constituents about the warning signs of stroke. Use the acronym FAST: Facial Numbness or droop Arm or leg weakness or tingling Speech slurred or missing words Time is critical! Act FAST Call 911 yourself or for the person with symptoms. Lie down! Stay calm (despite the obvious stress) because now you know help is on the way. Stroke is the fourth leading cause of death in this country but it is the number one cause of disability. Monitor your blood pressure regularly and keep a record for your doctor. Having a good plan is the best defense against catastrophe.
