VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA

Mayor Marks called the Special Session to order at 6:02 p.m.
All members of the Council were present except Councilwoman
Nolan, who was out of state.
Mayor Marks stated that this is a duly called Council Meeting.
It is not a court or a trial. We do not call witnesses or
cross-Pxamine.
President Pro Tem Brown unwed that we consider temm;nating
George Dormer as the Cotmtry Club Dinvzg Room Lessee. The
motion was seconded by Councilman. Moore.
President Pro Tem Brown stated he would like to hear from
the attorney, Mr. McManus, who was at our October 1st
Emergency Meeting and asked that the meeting be postponed
until tonight so that he could study the problem (cancem~ng
lease violations by George Danner). He stated he assim~ed
that he has now studied the problem and he would Iike to hear
from him.
Mr. McManus presented a Svmmaiy of Alleged Lease Violations,
copy of which is attached to the minutes of this meeting,
to the Village Council, Village Manager, Village Attorney,
and. members of the Country Club Advisory Board.
Mr. McManus addressed the grievances listed on the suuutivy
on a one by one basis. Thereafter there was discussion
on each of these items.
After discussion on Item 3 A of the Suumaig, Council
wted on the motion to consider terminating George Dormer
as the Country Clvb DininUC Room Lessee. The motion failed
2-2, with Mayor Marks and Councilman Moore voting aye,
and Vice Mayor Valente and President Pm Tem Brown voting
nay.
Dtn^ing the discussion the meeting was recessed twice. The
first recess was from 7:35 p.m. to 7:45 p.m. and the second
recess was from 8:25 p.m. to 8:36 p.m.
President Pro Tem Brown rmved that we try to renegotiate the
' contract with Mr. Dormer to make it more specific so that both
he and we understand exactly what we expect and what he expects,
and have this negotiation be between our attorney and Mr.
banner`s attorney. The motion was seconded by Vice Mayor Valente
and failed 2-2, with Vice Mayor Valente and President Pro Tem
Broom voting aye, and Mayor Marks and Councilman. Moore voting
nay.

Cotmci7znan Moore moved that based upon the fact that the
gentleman. who operates the Cotmtry Clvb at the present time
does not have an occupational license, the business be shut
dawn tmtil one is obtained. Mayor Marks passed the gavel to
Vice Mayor Valente and seconded the motion. The motion
failed 2-2, with Mayor Marks and Councilman N~ore voting aye
and Vice Mayor Valente anal President Pro Tem Brown voting nay.
Vice Mayor Valente returned the gavel to Mayor Marks.
There being no further business to come before the Council, the
meeting was adjourned at 9:35 p.m.

SUMMARY' OF ALLEGED LEASE VIOLATIONS
1. That George Danner fired Ileana B. Coole on May 12, 1981,
because she refused to take Sg off the top of all daily
reports to offset the So he had to pay the village-for
rent.
2. That George Danner never had his advertising approved
by either the Village Manager or Club Director.
3. That sales are being improperly made and accounted for.
A. That sales are not being run through the cash
register. _
B. That snack bar cash hasn't been accounted for.
C. That tapes or records covering the Channel 12
transaction of September 11th and the Iiennessey
wedding of September 12th have not been submitted.
4. That there have been the following problems with-the
liquor license:
A. That in March 1981, George Danner-told Steve Sandusky
that he had purchased a liquor license-from Ralph
Turgeon.
B. That the liquor board closed the bar on May 4, 1981
because of failure to obtain a license.
C. That Mr. Danner has not renewed his liquor licehse
with the State and Mr. Sandusky seriously wonders
if the liquor license wi21 be_paid for on time.-

5. That Mr. Danner has not secured an .Occupational License
from the Public Services Department.
6. That George Danner has undertaken construction projects
without prior authorization from-the Village.

7. That Steve Sandusky called eight creditors of George
Danner and was given outstanding account balances.
