Mayor Marks called the Regular Session to order at 7:30 ROLL CALL
p.m. A11 members of the Council and staff were present.
Mayor Marks gave the invocation and Vice Mayor Moore INVOCATION
led the Council and the public in the Pledge of & PLEDGE OF
Allegiance to the Flag. ALLEGIANCE
The Minutes of Regular Session held Thursday, February APPROVAL OF
12, 1981 stand as prepared. MINUTES
Mayor Marks, on behalf of the Village, presented a PROCLAMATION -
Proclamation, proclaiming the month of March as RED CROSS
RED CROSS MONTH in the Village of North Palm Beach, MONTH
to Mr. George Lee, the Red Cross volunteer who was
present to accept it. The Red Cross Flag will be
flown from the flagpole in the main parking lot of
Village Hall for the month of March.

On motion of Vice Mayor Moore, seconded by President BILL 378
Pro Tem Valente, all .present voting aye, Bi11 No. ADOPTED AS
378 was adopted as Ordinance No. 3-81. ORD. 3-81

On motion of President Pro Tem Valente, seconded by
Councilwoman Nolan, all present voting aye, proposed
Resolution No. 14-81 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH
PALM BEACH, FLORIDA, ESTABLISHING THE VILLAGE
OF NORTH PALM BEACH LAW ENFORCEMENT TRUST FUND
' was read in full and adopted as read as Resolution
No. 14-81.
On motion of Councilwoman Nolan, seconded by Council-
man Brown, all present voting aye, proposed Resolution
No. 15-81 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH
PALM BEACH, FLORIDA, ACCEPTING THE BID OF
BOYNTON RESTAURANT SUPPLY, INC. FOR ONE HOBART
LOW TEMPERATURE DISHWASHER, MODEL N0. AM-ES-12,
IN THE AMOUNT OF $3,152.00, FROM ACCOUNT N0.
631-572-62.11 (KITCHEN RENOVATIONS)
was read in full and adopted as read as Resolution
No. 15-81.
Vice Mayor Moore moved that we discuss the Perry
Cable TV rates. The motion was seconded by Council-
woman Nolan.
Councilman Brown moved to amend the motion as follows
That we ask the attorney and our accountant together
' to negotiate with Perry Cab 1e and come up with guide-
lines as to how-they (Perry Cab 1e TV) are to present
requests for rate increases in the future and what is
going to be the criteria. The motion was seconded by
President Pro Tem Valente for discussion.
During the discussion, Councilman Brown withdrew his
motion and President Pro Tem Valente withdrew his
second.
Thereafter Council voted on the main motion which
passed unanimously. -
President Pro Tem Valente moved that we agree°,to issue
a joint press release with Perry Cable TV to the effect
that both the Village and Perry Cable TV had previously
negotiated in good faith, and the actions taken on both
sides were done in good faith, and that because of_a
mutual misunderstanding the cable TV rates were enacted
higher than the Village had anticipated and Perry Cab 1e
TV responsibly agreed to roll back the rates for the
condominium units from $5.60 to $4.40 per month at
their earliest billing, and they will refund monies
collected at the $5.60 rate to roll it back to the
' $4.40 rate and, finally, that the Council authorize
the administration and whatever professionals are
needed to draw up a set of guidelines that will assist
the Village and the company to determine a format for
future rate applications to determine the proper amount
thereof. The motion was seconded by Councilman Brown
and all present voted aye.

There being no further business to come before the ADJOURNMENT
Council, on motion of Vice Mayor Moore, seconded by
Councilwoman Nolan, all present voting aye, the meeting
was adjourned at 8:35 p.m.
