Mayor Marks called the Regular Session to order at
7:33 p.m. All members of the Council were present.
Mayor Marks gave the invocation and Councilwoman
Nolan led the Council and the public in the Pledge
of Allegiance to the Flag.
The Minutes of Regular Session held Thursday, July
10, 1980 stand as prepared.
Councilwoman Nolan moved that we place as Item 11
(c) under Resolutions on tonight's regular session
agenda a resolution similar to the one we received
from Palm Beach Gardens concerning the 15% that the
U. 5. Congress wants to have withheld by banks on all
savings accounts. The motion was seconded by Vice
Mayor Moore and all present voted aye.

Vice Mayor Moore moved that we place the designation NON AGENDA
of an Acting Village Manager (in Mr. Howland's absence) ITEM PLACED
as Item 12 (c) under Miscellaneous Business on tonight's ON AGENDA
regular session agenda. The motion was seconded by
Councilwoman Nolan and all present voted aye.
The Minutes of Regular Meeting of the Recreation Ad-
visory Board held July 8, 1980 stand as prepared.
Vice Mayor Moore moved that we postpone indefinitely
discussion on private surveillance at the North Palm
Beach Country Club. The motion was seconded by Council-
man Brown and all present voted aye.
Mayor Marks presented a Proclamation to Mr. Thomas
R. Boyle, honoring him for his constancy and dedica-
tion to the betterment of the Village of North Palm
Beach and its Village Council by his attention to
the beauty of Village public areas and his concern
for the operation of Village government. The Mayor
also .presented him with a pillow which had on it
a bloodhound with the following imprint: "North
Falm Beach Watchdog, T. R. Boyle."
On motion of Councilwoman Nolan, seconded by Vice

Vice Mayor Moore's amendment to Bi11 No. 356, namely: AMENDMENT
"In the last sentence of the title, change high TO BILL
density residential to low density residential; and 356 FAILED
in the first sentence of Section 1 (c) change high
density residential to low density residential,"
was placed back on the floor and failed 2-3, with
Mayor Marks, President Pro Tem Valente and Council-
men Brown opposed. Therefore, Bill No. 356 will be
placed on second reading at Council's regular session
of August 14, 1980.

Councilman Brown moved to adopt Bill No. 359 as MOTION TO
Ordinance No. 16-80. The motion was seconded ADOPT BILL
by President Pro Tem Valente. 359 AS ORD.

Vice Mayor Moore moved to amend Ordinance No. 16-80 ORD_ 16-80
as follows: In Section 2, since the sum of $11,000 AMENDED
for the Parking Lot, Account No. 701-581-63.51, is
included in this year's budget, either in Federal
Revenue Sharing or a bond issue somewhere within
the CIP, it is not necessary to transfer money to
this project and therefore this sum should be deleted,
making the total of "Appropriation Accounts" $39,794.
Also, in Section 1, Account No. 380.100, Appropriated
Fund Balance, the sum of $36,794 should be reduced
by $11,000 to $25,794, making the total of "Estimated
Revenue Accounts Increased" $39, 794. The motion
was seconded by President Pro Tem Valente and passed
4-1, with Councilman Brown opposed.

Thereafter Council voted on the main motion'as MAIN MOTION

PALM BEACH, FLORIDA, URGING AND REQUESTING THE
MEMBERS OF THE UNITED STATES CONGRESS TO OPPOSE
LEGISLATION WHICH WOULD PROVIDE THAT FIFTEEN
(15%) PERCENT BE WITHHELD BY BANKS ON ALL SAVINGS
ACCOUNTS FOR U. S. INCOME TAX DUE THEREON; AND

Vice Mayor Moore moved that we ratify authority to
engage in discussion with William R. Hough & Com-
pany and engage Bond Counsel (for the proposed
Improvement Revenue Bond 1980 Series). The motion
was seconded by President Pro Tem Valente and all
present voted aye.
Vice Mayor Moore moved that we do not spend $103
to advertise the Village of North Palm Beach in

Vice Mayor Moore moved that we approve, pursuant to DESIGNATION
Article IV (Section 4) of the Charter of the Village OF ACTING
of North Palm Beach, Mr. Ray Howland` s designation of VILLAGE MGR.
Charles R. O'Meilia as Acting Village Manager in his IN R. HOW-
absence. The motion was seconded by Councilman Brown LAND`S
and all present voted aye. ABSENCE
There being no further business to come before the ADJOURNMENT
Council, on motion of Vice Mayor Moore, seconded
by Councilwoman Nolan, all present voting aye, the
meeting adjourned at 9:50 p.m.
