ROLL CALL
Mayor Norris called the meeting to order at 7:00 p.m. at the North Palm Beach Community Center.
All members of Council were present. All members of staff were present, except the Village Attorney.
SANITATION DIVISION OPERATIONS — SINGLE FAMILY RESIDENTIAL SERVICE
Public Works Director Brian Moree gave a presentation entitled "Sanitation Division Operations —
Single Family Residential Service," which included:
• statistics on collection, personnel, and vehicles
• current collection schedule for single - family residences
• the number of personnel employed in fiscal years 2007, 2009, and 2015
• Sanitation Division budget (not including administrative and vehicle maintenance expense)
for fiscal years 2006 -2016
• comparison of sanitation services and costs between the Village and other area municipalities
• North Palm Beach collection schedule is 3 -2 -1
• standard collection schedule is 2 -1 -1
• trending collection schedule is 1 -1 -1
• increases /decreases in sanitation collection, budget, and revenue in FY 2011 and FY 2015
• operational changes made since 2011
• operational changes in multi - family sanitation services
• vehicle options for replacing Cushman jitney fleet
• single family residential collection costs: option 1, side door; option 2, curbside
• 10 -year cost comparison summary for options 1 and 2
• single family residential collection personnel and equipment required for options 1 and 2
The Council asked questions and requested clarification on various issues including:
• retrofitting current equipment with quick -tip attachment
• feasibility /cost of runners to bring garbage cans to the curb and return them to the side door
• ensuring sanitation collection is completed by 3:30 p.m. and cans are off the street
• accommodating residents who need side door service due to infirmity
• municipal cost comparison: fee structure and capital equipment costs
• additional options — something between options 1 and 2
• number of single family residences that currently elect to bring garbage to curb

During Council discussion, additional information was requested regarding these items:
• one or two other options, in addition to the two presented tonight
C• more data regarding the impact on budget and taxes of the various options
• more input /suggestions from HE
• information on leasing
• data on reducing collection by one day
• specific figures for phasing -in purchase of new equipment
Further discussion will take place at an upcoming Workshop Session.
