Mayor Marks called the Regular Session to order at 7:30 p.m. ROLL CALL
All members of the Council were present.
President Pro Tem Valente gave the invocation and Vice Mayor INVOCATION &
Moore led the Council and the public in the Pledge of A11egi- PLEDGE OF

Mayor Marks made the following statement for the record: MAYOR MARKS`
STATEI~NT FOR
"We have notified people in the Village that we were THE RECORD
having budget sessions. On Jtme 30 there was no one
present except the Council. The first day of July we
had two people -- one was the chairman of one of our
recreation boards and the other was fry the Library
' Board. On July 2 the same two people were there. On
July 7 we had one -- the chairman. of the Recreation
Advisory Board. On July 8 we had four people from the
Library Board plus the cha;,-r„ar, of the board. We had
four people from the Recreation Advisory Board, includ-
ing the c17a; r,,,ar, of the board. We also had five people
that were not on any boards -- the first five people
who had not served on any boards that were present.
On July 9 we had nine people present -- four from
the Recreation Advisory Board and the rest were
people who had a special interest in recreation in
the Village. I think this is a very poor showing
for the number of days and hours that this Council
has put in this year on the budget."
Vice Mayor Moore moved that we place at the end of our NONAGENDA ITEM
regular session tonight for discussion the letter in PLACID Oiv AGEDIDA
reference to having at~iliary police in the Village in
various areas where vandalism has occurred. The motion
was seconded by President Pro Tem Valente and all present
voted aye.
Mayor Marks passed the gavel to Vice Mayor Moore and left the
meeting at 7:40 p.m.

Mayor Marks returned to the meeting at 7:42 p.m., at which
time Vice Mayor Moore returned the gavel to him.
Under the Village Manager's Report, Mr. Nicoletti stated that
at the session of Jame 26, 1980 Council asked him to look into
the possibility of funding a $500 contribution to the South
Technical Education Center for a combined drill tower and burn
' building for the area of firefighting. Mr. Nicoletti stated
he had spoken to the Lake Park File Chief about this contribu-
tion and he indicated that the appropriate action is to pledge
$500, and when the need for those funds is available, then a
check could be drafted in the amolmt approved by Council. In
that way he felt as though it would safeguard the funds. He
was not sure exactly when they were going to need the urnzey.
It seemed to him from the conversation that it would probably
be sometime in the fall.
The next its discussed under the Village Manager's Report
was relative to the Delacorte building. He stated that
we have attenpted to get in touch with Mr. Delacorte`s
attorney. Mr. Nicoletti tried to get in touch with him
yesterday and today, and Mr. Gildan tried yesterday, and
neither of them had any success. Mr. Nicoletti stated
he had drafted a letter to Mr. Delacorte and, basically,
it is in answer to a short note that he wrote dated June
24, 1980, so he was responding to him indicating that we
met with his attorney on June 16, 1980 and that we expected
a draft of an agreement to come within ten days to two
weeks. It has not been forthcoming. He explained to him
that Mr. Howland would be Acting Village Manager and a
couple of other personal items. He will send copies of
' that letter to Council so that they will have it for
their records. He stated he would suppose that the
next action bas simply got to be getting in contact with
the attorney in Palm Beach.
On motion of President Pro Tem Valente, seconded by Cotmcil-
man Brown, all present voting aye, Bill No. 354 entitled:

On motion of Councilwoman Nolan, seconded by Vice Mayor
Moore, all present voting aye, Bill No. 354 was adopted as
Ordinance No. 14-80.
Councilman Brown moved that Bill No. 355 entitled:
